Migration Driven Regionalism in West Africa

Abstract

지난 25년간 서아프리카 국가들은 지역 경제 통합을 통하여 지 속 가능한 경제 성장과 자립을 이루기 위해 분투하였다. 서아프리카 경 제 공동체는 서아프리카 지역의 경제 협력과 지속적인 발전을 조화롭게 도모하기 위한 지역적 제도적 장치로써 1975년 5월 25일에 설립되었 다. 서아프리카 경제공동체는 자유무역에서 점차 관세동맹, 공동시장, 그리고 마지막으로 화폐동맹으로 발전하는 것을 목표로 하는 서아프리 카의 유일한 경제 동맹이다. 서아프리카와 같이 매우 불안정한 개발 도 상국 환경의 경제 발전 과제는 너무나 방대하여 그러한 목표를 실현시 킬 성공 가능성에 대해 의문을 품게 한다. 본 연구의 주된 논점은 서아프리카 경제 공동체가 설립 이래로 느린 진보를 보인 것은 국가 구성원들의 저조한 헌신과 노력 때문이 아 닌, 경제 공동체 설립 이면에 있는 근본적인 동력 때문임을 주장하다. 식민시기 이전의 사하라 이남 지역의 개인들의 자유로운 이동은 서아프리카 경제 공통체를 통합시킨 결정적 요인이다. 본 논문은 대부분의 통합 이론들이 가정하듯이 무역과 투자가 서아프리카 경제 공동체의 지역 통합을 추동한 주요 요인이 아닌 이주가 주요 요인임을 보여준다. 본 연구는 사람들의 이동, 무역 자유화, 공통 화폐와 인적 개발이라는 측면에서 서아프리카 경제 공동체의 경제 통합을 평가하고자 한다. 서아프리카 경제 공동체 형성을 촉진한 결정적인 요인은 지역 단체의 다양한 제도적인 형성에 반영되어 있다.;Over the past two and half decades, West African states have been entangled in the struggle to achieve sustainable economic development and self-reliance through regional economic integration. Economic Community of West African States (ECOWAS) was established on 25th May 1975 as a regional institutional framework for the harmonization and promotion of economic cooperation and sustainable development in West Africa. ECOWAS is conceptualized as the only economic union in Africa with the aim to evolve from a free trade area to customs union, common market and lastly to monetary union. The challenges of economic development in a developing and highly unstable environment such as West Africa appear to be enormous and so leave one to ponder on the possibility of success or progress in realizing such an idea. The main argument this study tries to bring forth on ECOWAS since its establishment is that progress has been sluggish not just because of poor commitment from member states but mainly due to the key driving force behind the creation of the organization. Free movement of individuals in the sub-region before the colonial period made ECOWAS integration imperative. The paper reveals that trade and investment are not the only key factors that drove regional integration in the case of ECOWAS as most integration theories postulate but migration. The study assesses economic integration policies of the organization in terms of free movement of people, trade liberalization, common currency and human development. Thus, the major motivating factor instigating the formation of ECOWAS tends to reflect in the various institutional forms of the regional organization.
