Colonialism and Ethno-nationalism in Fiji

Abstract

This Study examines the impact of colonialism on the evolution of nationalism in Fiji. It aims to establish that the process of colonialism was intent on preserving indigenous Fijian interests. This resulted in the evolution of a form of nationalism that; during the colonial period and post-colonial period has revolved around paramountcy of the interests of the indigenous Fijians in opposition to other ethnic groups in Fiji. The study established that colonialism imposed an image of a Fijian Nation; which did not exist prior to colonization, a sense of nation-ness and nation-hood amongst indigenous Fijians; thus entrenching a sense of nationalism revolving around the Fijian nation. This was enhanced by the nature of the colonial policies prioritizing the preservation and paramountcy of indigenous Fijians interests. The entrenchment of these colonial policies within Fiji’s post-colonial political structure has resulted in the infiltration of ethnic based politics within the sphere of political development in Fiji. This is reflected in Fiji’s 1970, 1990 and 1997 constitutional provisions, electoral processes and the establishment of Fijian institutions; which have contributed to establishing an institutional and ideological framework for indigenous Fijians. The study concluded that the continued entrenchment of these colonial policies within Fiji’s political system constrained attempts to strengthen civic nationalism in Fiji. The study recommended civic education as a starting point for increasing awareness about civic nationalism. A holistic model of formal education should include a civic education curriculum as a mainstreamed subject from early primary to secondary schooling. The study also drew attention to the importance of including gender issues within the civic education curriculum.;본 연구는 피지의 민족주의 발전에 있어서 식민주의의 영향에 대해 고찰하고 있다. 또한 본 연구는 식민주의 과정이 피지 원주민들의 이해관계를 보호하는데 중점을 두었다는 사실을 규명하는 것을 목적으로 한다. 결과적으로 이러한 과정은 다음과 같은 민족주의 형성을 가져왔다. 즉, 식민지 시대 및 식민지로부터 독립 후 피지의 민족주의는 피지 내 다른 인종집단에 대한 피지 원주민들의 ‘지상권(paramountcy of ijian interests)’을 중심으로 형성되었다. 본 연구는 피지 원주민들 사이에 형성된 ‘피지인’이라는 인식은 영국의 식민지 건설 이전에는 존재하지 않았던 것으로 식민주의로 인해 만들어진 것임을 밝히고 있다. 피지 민족주의는 피지 원주민 보호주의를 최우선으로 하는 식민주의 정책에 의해 강화되었고, 이러한 피지 원주민-인도계 피지인사이의 차별적 식민주의 정책이 식민지 독립 후 피지 정치구조 속에 확고히 자리 잡음으로써 피지 정치발전에 있어 종족정치가 침투하게 되었다. 이는 1970 년, 1990 년, 1997 년에 시행된 피지 신헌법 공포, 선거 과정, 그리고 피지 의회 수립 등에 반영되었으며, 피지 원주민들의 제도적, 이념적 체제를 형성하는데 기여했다. 정치권에서의 피지인의 우세는 매우 뿌리가 깊어 다른 방도를 제안하는 것은 상상 할 수 없을 정도이다. 본 연구는 피지 정치 체계 속에 지속되고 있는 식민주의 정책이 피지 내 시민국가주의(civic nationalism) 형성을 제한하고 있다는 결론을 내리고 있다. 또한 시민국가주의에 대한 인식 재고를 위한 출발점으로 시민 교육을 제안하며, 정식교육 내에 초, 중등 교육의 주요 과목으로 시민 교육을 위한 교육과정이 포함되어야 함을 강조한다.
