Interactions among the state and nonstate actors

Abstract

본 연구는 한국의 난민신청 과정에서 발생하는 국가와 비국가행위자들의 역활과 관계, 그리고 다양한 비국가행위자들 서로 간의 관계를 규명하는 것을 목적으로 한다. 그에 따라, 한국 정부와 한국 유엔난민공등판무관사무소 (United Nations High Commissioner for Refugees (UNHCR)), 민주사회를 위한 변호사 모임, 버마민족민주연맹 (NLD)를 대상으로 그 관계를 분석하였다. 본 연구에서는 다양한 비국가행위자들에게 각각의 역사와 목표가 있으며, 힘의 관계 내에서의 위치 또한 다르다는 것을 제시한다. 그리고 이러한 기구들간의 힘의 관계는, 비록 불균형적이지만, 기존의 국제관계 정치가 가정하는 것보다 실제로는 더 다양한 참여가 이루어지고 있다는 사실에 주목한다. 즉, 비록 국가가 중심적인 역할을 한다 해도, 비국가행위자들은 국제 체제 내에서 새로운 기준과 원칙들을 만들고 있으며 이를 더 평등하고 영속적인 체제를 위한 구조와 기반을 형성하는데 기여하고 있다.;This paper critiques the roles and relationships between the state and nonstate actors, as well as analyzing the relationships among nonstate actors through a case study of asylum procedures in Korea. The relationships among the Korean government, the United Nations High Commissioner for Refugees (UNHCR), MINBYUN-Lawyers for a Democratic Society, and the National League of Democracy (NLD) are analyzed The study demonstrates that nonstate actors are diverse, with different histories, goals, and are in different positions of power. The power relations between these groups, although imbalanced, show a much wider participation of individuals and actors in politics than traditional IR politics assumes. Although, the state is still a central figure, nonstate actors have created new norms and principles in the international system, creating the necessary structures and links that can form infrastructures and foundations of more equitable and durable regimes.
