韓國의 家族計劃事業 實踐에 대한 社會事業的 考察

Abstract

高度의 인구성장은 경제발전과 사회복지 향상을 저해하는 주요요소의 하나이며 특히 우리나라와 같은 開發途上國家에 있어서는 인구문제의 해결없이 복지사회를 이룩한다는 것은 거의 불가능한 일이라 하겠다. 따라서 정부에서는 經濟開發計劃의 일환으로 1962년부터 가족계획사업을 주요정부시책의 하나로 採擇하여 1961인 2.9%에 달하던 인구증가율을 1971년까지 2%내외로 감소시켜 비교적 성공적으로 사업을 推進시켜 왔다고 볼 수 있으나, 경제성장을 중심으로 한 인구정책에 목적을 둔 量的 事業으로 이끌어져 그 수행상 많은 문제점들이 나타나고 있으며 행정적 의료진을 중심으로 推進되어 왔던바 이제는 의료진만으로는 해결할 수 없는 한계점에 달했음이 나타나고 있다. 현황에서 본 주요 문제점은 1) 각종 피임방법의 낮은 지속율에 관련된 문제 2) 가족계획 요원이 갖는 문제 3) 도시 零細民의 가족계획사업 강화의 필요성에 관련인 문제 4) 理想子女數와 남아위주 사상에 관련된 문제등이며 이러한 문제를 해결하기 위해서는 사회의 價値, 文化, 慣習등을 항상 고려하고 고도의 인간관계의 지식과 기술을 가지고 있는 사회사업분야의 개입이 요청된다. 또한 사회사업이 參與함으로 문제해결에 도움을 줄 수 있을 뿐 아니라 社會事業 自體로서도 가족계획사업을 통해 문제해결의 기능을 증진시키고 영역을 넓힐 수 있게 된다. 家族計劃槪念이 內包하는 기본철학은 人間의 尊嚴性 존중, 자기결정권의 행사, 균등한 기회의 부여, 사회적 책임의 완수라는 사회사업의 철학과 상통하고 있다. 社會事業이 家族計劃事業에 실제 임할때 우리는 가족생활의 질과 安定을 强化함에 중점을 둔 사회심리적 복지의 게념을 가지고 건전가족을 目標삼아 일해가야 하며, 인간은 누구나 건강과 福祉를 누리기 위한 기본권리로써 가족계획에 대한 모든 지식과 써비스를 받을 權利가 있으며, 몇 명의 자녀를 어느정도 간격을 두고, 언제 가지느냐에 대해 부부간에 결정과 선택을 내릴 權利를 擁讓받아야 한다는 信念을 가지고 일해가야 한다. 出産力의 滅少나 가족의 생활계획을 포함하는 가족계획은 생리적 현상이며 또한 인간의 社會的 行爲이다. 가족계획이라는 사회행위에 관련된 우리나라의 가족에 대한 傳統的 가치관은 유교사상아래 집약될 수 있으며, 가족주의와 孝가 갖는 독특한 특성들에 의해 派生된 남아선호, 조상숭배, 남존여비, 성에대한 禁忌등으로 특징지을 수 있겠고 이에따른 우리의 가족문화는 가족계획이란 변화를 요구하는 용어를 받아 들이고 試圖하는데 있어 부정적인 측면을 많이 가지고 있다. 社會가 變化함에 따라 교육의 普及, 結婚年令의 廷長, 女性地位의 向上, 농촌의 전통적 생활 양식이나 행정양식의 解體등 여러가지 사회적 요인들이 가족계획 태도에 긍정적인 영향을 주고 있으나 아직도 가족에 대한 전통적인 價値觀과 현행 民法에서의 남녀차별등은 우리나라 인구의 모든 층에 영향을 미치며 가족계획을 실천함에 있어 부정적인 작용을 하고 있는 요인으로 보인다. 그러나 우리는 가족계획의 성공만을 위해 현존하는 우리의 관념을 전적으로 부정할 수는 없다. 요구되는 변화를 흔란과 갈등없이 받아들이도륵 사회전체의 변화와 병행해서 생 각하고 개인과 가족의 건강과 안정을 위한 복지제도의 뒷받침을 생각하는 넓은 안목을 가지고 이 문제를 다루어야 하겠으며 사회사업 분야 외에도 敎育學, 心理學, 社會學을 위시한 여러분야가 함께 공동노력으로 多角的인 접근과 연구를 통해 바람직한 價値觀의 정립이나 사회 규범의 변화에 참여해야 한다고 생각한다. 가족계획사업은 문제의 성질상 複合的이고 多角的연 접근이 필요하다는 사실이 명백해졌고, 이는 각나라마다 독특한 歷史的 背景, 經濟狀態, 文化의 여건을 가짐으로 달라지는 사람들의 욕구에 맞춰서 행해질때에 效果的으로 그 目的을 성취할 수 있게 된다. 따라서 한 전문분야만으로는 여기에 따른 모든 문제를 해결할 수 없으나 여러분야가 각각의 기능을 발휘하고 상호협조, 조정해 나가야할 必要性이 생기게 된다. 社會事業이 이 활동에 하나의 전문분야로 介入하고 일해나가는데 있어서 근본적으로 본래 社會事業에서 活用되는 고유의 방법 - 케이스웍 구릅웍, 地域社會開發 및 組織, 調査, 行政等 - 이 그대로 適用된다는 점에는 변화가 없다. 1. Cage work와 Group work방법을 적용시켜 個人과 集團에게 가족계획과 그와 관련된 문제에 대해 상담과 써비스를 줌으로 Communication을 통한 사회치료의 기능을 증진시킬 수 있으며, 2. 사회변화 위한 전략으로서 지역사회개발과 조직사업을 적응시켜 지역사회내에 가족계획에 대한 문제의식을 높이고 자조적 노력을 발전시키고 가족계획사업에 도움이되는 지역간의 프로그람을 開發시킬 수 있다. 3. 지도감독과 訓練이라는 교육과정을 통해 가족계획사업분야에서 일하고 있는 많은 수의 자원봉사자와 비전문가들의 교육과 훈련에 도움을 줄 수 있고 전문사회사업가들이 효과적으로 가족계획을 위한 써비스를 수행하도록 도웁는다. 4. 行政面에서 볼때 가족계획사업은 여러분야의 다양한 사람들이 상호협조 노력을 하는 活動이므로 인간관계의 기술을 가진 行政을 함으로 모두 능률적으로 일해갈 수 있게 하며, 기관의 정책과 프로그람에 가족계획사업을 反映시켜 큰 성과를 거둘 수 있도록 한다. 5. 社會의 政策과 기관의 정책과 프로그람을 가족계획에 도움이되는 방향으로 형성할 수 있으며 이때 사회의 모든 문제를 볼 수 있는 안목을 가진 사회사업가의 역할은 통합과 조정을 통해 크게 이바지할 수 있겠다. 6. 사회조사의 방법을 적용시켜 정책과 프로그람을 형성하고 분석 評價하는데 유용한 자료를 제공할 수 있고, 가족계획사업이 내포하고 있는 여러문제에 대한 해결을 얻는 資料를 제공할 수 있으며 조사결과의 설명과 해석을 사회에 보고함으로 인식을 높이는 데에도 도움이 될 수 있다. 이렇듯 사회사업은 제기 문제의 해결책으로 가장 적절한 전략이 됨으로 參與할 의무가 있기도 하지만 한걸음 더 나아가 인간의 문제는 상호의존적이며, 전체적인 면의 발전을 고려하지 않고는 해결될 수 없으므로 포괄적인 인간복지 써비스 프로그람의 開發에 참여한다는 데에도 의의가 있다 하겠다. 가족계획 사업은 여러분야의 상호협조적인 노력의 접근을 要請하고 있고 사회사업이 이 要請에 應함으로 가족계획사업의 效果的인 수행에 도음이 될뿐 아니라 사회사업 자체로서도 問題解決의 機能을 높이고 내용을 충실하게 할 수 있도록 貢獻한다고 생각한다. 여기에 우리가 사회사업가로서 이 문제에 關心을 가지고 책임있는 노력을 할 필요가 있는 것이다.;A high birth rate is a major threat to the econonic and social welfare development of any country. Especially in a developing country, as Korea, it is almost impossible to establish a welfare society without first solving population problems. In 1962 the government adopted family planning programs as part of its economic development plan, the annual rate of population increase dropped from 2.9% in 1961, to 2.0% in 1970 and continues to decline. The family planning program in Korea has been carried out succesfully from 1962 to date. The program in the past, however, was focused mainly on limiting the expansion of population in order to pursue economic goals, This objective raised many problems in implementation of the program. Our country's family planning program has been mainly directed by administrative medical people. The main problems which I have indicated are as follows : 1) Problems associated with the continuous use of various methods of contraception, 2) Problems associated with family planning field workers, 3) Problems associated with the desirability of strengthening family planning program for urban slum areas, 4) Problems associated with conflicts between the ideal number of children and the preference of male children over female children. In order to help solve these aforementioned problems the social values, cultures and customs of our society must be coupled with the knowledge of human relationships. Social workers possess the kind of skill necessary to combine this knowledge. If social workers become involved in the problems of population reduction they will not only be helping in the field of family planning but also in broadening their own function. The fundamental philosophy of family planning which includes, 1) Human dignity 2) Self-determination 3) Equal opportunity, and 4) Social responsibility is the same as the philosophy of social work. The concepts of social and psychological well-being with emphasis on strengthening the quality and stability of family life and thus promoting its health is absolutely necessary to a family planning program. The basic right of access to information and service for all, with equal protection of rights to self-determination and freedom of choice in spacing the number of children desired is the premise with which social worker must begin. The practice of family planning, which primarily deals with the actual decrease of birth rate and the practical plan for an individual family is not only a biological phenomena, but also an aspect of the social behavior of every human being. The value base of family planning in Korea is bound to stem from the indeginous culture and the values of Confucianism which is mainly family centered in nature. Some of the attributes are seen as preference of a male child, predominance of man over woman, worship of anscestors, and sexual taboos. This traditional cultural pattern contains negative factors which arouse conflicts and challenges toward changes such as family planning. As the society itself changes, positive social factors will influence the attitude toward family planning. These social factors are the result of the propagation of new ideas, the extension of marital age. the extension of woman's rights and the gradual breaking down of traditional patterns of rural life. However conventional thinkings on birth control and, inequality of men and women still existing in family life and civil law play a negative role in the performance of family planning. The success of family planning depends not on the radical overall changes of existing thoughts, values, and norms but on the slow process of working out controvercies without confusion and conflicts through the new vision of individual, family and national welfare. To do this, social work, education, psychology and sociology altogether should concentrate, its cooperative efforts in establishing desirable values and social norms. Beside the fact that the successful practice of family planning by its nature, demands complex, and multi approaches, it also requires the consideration of indigenous historical back ground, economical condition and cultural characteristics for effective performance. This emphasizes again that any profession alone can not carry out the task successfully without the maximum cooperation with other professions. And this does not in any way limit or detract from the original function of social work. Social work also, as an independent profession should enhance its methods and approaches to family planning in the areas of-case work, group work, community development and organization, social work research, and administrasion-. 1) Casework and group work methods; We can give counseling and service about family planning and related problems, and increase the function of social treatment through comnunication. 2) Application of community development and organization as a strategy of social development; We can help the people to identify the community wide-spread problems and find out the way of self-help, and also develop the various programs related to family planning. 3) Supervision and training; we can help to educate and train volunteers and paid paraprofessional aids employed in many family planning programs. 4) Social work administration; the family planning program has many components and involves a multi-discipline team approach. Skilled administrative personnel must manage them effectively and promote good communication. Also as an adminstrator, the social worker can assist in family planning activity by including a family planning service as one of his agency's program. 5) Policy formation and implementation;Social workers who have an ability to see the whole aspects of social problems can design policy and shape programs in the direction of helping the family planning services. 6) Application of social research method; we can provide useful materials in the formation and implementation and evaluation of social policy. we can help in the education and identification of problems to the community by interpretation of the results of research. The social work profession has the appropriate strategy for solving the problems facing the family planning program. Further more we recognize that human needs and problems are interdependent and must be solved by concentration on the whole person and his environment. Thus we should become involved in family planning programs in order to give a compred hensive service to people. The family planning field needs the cooperation of the interdisciplinary team approach, As we participate as one of the members of this team, we will not only be helping in the field of family planning but also in broadening our own function. This is the reason why we must participate and be a responsible part of family planning programs.
