Power dynamics

Abstract

Power relations among countries and clusters of countries are heavily studied; however, specific effects of power differences among countries are rarely exposed. This thesis aims to examine the role of women in the international arena and how women are affected by power dynamics in international politics. More specifically, this study aims to illustrate how women's bodies have been used, predominantly through military prostitution, to display and reinforce power dynamics in international politics. This study focuses on two issues involving South Korea; namely, the comfort women issue and the issue of military prostitution in South Korea. During the Pacific War, Japan recruited and forced Korean women to serve as sex slaves for Japanese military personnel stationed in East Asia. At this time, Korea was under the rule of Japan, and hence had very little power to suppress these atrocities. The women who served as 'comfort women' were symbolic of the power differences between Japan and Korea. Likewise, in the case of military prostitution, power dynamics between the United States and South Korea are demonstrated. Korean women who service U.S. military men serve as a symbol of power differences. Today, women from lesser-developed countries and countries that are less economically stable, such as Russia and the Philippines, are being recruited to Korea to serve as prostitutes; predominantly in areas near U.S. military bases. These issues, although rarely discussed in politics, are an unfortunate consequence of power disparities in the international arena. This thesis endeavors to expose how women have been, and still continue to be, used in international politics to condone and reinstate power dynamics among countries. Various cultures and societies have oppressed women through diverse beliefs and opinions about the female gender. Korea has also used ideologies found in the Confucian value system to suppress women. Consequently, not only are women in Korea restrained by the traditional institutions in their country, they are also subdued by power dynamics of the international community. Through demonstrating these issues, this thesis proposes to identify how power disparities between states, which are reflected onto international relations by the dominance of realist theory, have negatively affected women and have used women in a subtle, yet dynamic role to perpetuate power relations between the Republic of Korea and Japan and the United States.;지금까지 국가와 국가집단간의 권력관계는 강도 높게 연구되어왔으나, 국가간의 권력 차이에 따르는 명확한 영향은 그다지 언급되지 않았다. 이 논문은 국제사회에서의 여성의 역할과, 여성이 국제 정치의 권력 역학에 의해 어떤 영향을 받는지를 가늠하고자 한다. 특히, 이 연구에서는 여성의 신체가 지배적으로 군대 매춘을 통해 국제 정치에서 권력 역학을 과시하고 강화하기 위해 어떻게 이용 당하였는지 설명하고자 한다. 이 연구는 한국과 관련된 두가지 문제를 다루고자 한다. 위안부 문제와 한국 내 군대 대상 매춘 문제가 바로 그것이다. 태평양 전쟁 당시, 일본은 한국 여성을 모집하거나 강제로 끌고 가 동아시아에 배치된 일본군을 위한 성적 노예로 봉사하도록 하였다. 그 당시 한국은 일본 체제하에 있었으며, 따라서 한국은 이 잔학한 행위를 막을 수 있는 힘이 거의 없었다. 위안부로 희생된 여성들은 일본과 한국간 권력 차이를 상징하는 것이었다. 군대 대상 매춘의 경우 또한 미국과 한국의 권력 역학을 보여주는 것이다. 미국 군인들을 상대로 매춘행위를 한 한국 여성은 권력 차이의 상징이다. 오늘날에는 러시아나 필리핀 등의 아직 덜 개발된 국가와 경제적으로 안정되지 않은 국가의 여성들이 한국으로 와서 주로 미군 주둔 지역 주변에서 매춘을 하고 있다. 이러한 문제들은 정치계에서는 거의 논해지지 않지만 국제사회 권력 불균형의 불행한 결과이다. 이 논문에서는 국제정치에서 국가간 권력 역학을 묵과하고 회복하기 위해 여성이 어떻게 이용 당해왔고, 지금까지도 이용 당하고 있는지를 파헤치고자 한다. 여러 문화와 사회는 여성에 대한 여러 다른 믿음과 판단을 통해 여성을 억압하였다. 한국 역시 유교식 가치관에서 비롯된 사상으로 여성을 억압했다. 결국 여성은 국내에서 전통적인 관례에 의해 제지 당했을 뿐만 아니라 국제 사회에서도 권력 역학에 의해 위압당했다. 이러한 문제를 제기함으로써, 이 논문은 현실주의론의 지배에 의해 국제관계에 반영되고, 여성들에게 악영향을 미치고, 한국-일본-미국간 관계에서의 권력 영속에 미세하지만 강력한 역할을 위해 여성을 이용한 국가간 권력차를 증명해보고자 한다.
