A Study on Instructional Television for Language Teaching

Abstract

Television is one of the most effective communications devices. The sense of reality and the wide coverage of time and space it provides have attracted educators to the effect that nowadays television has become a popular instructional medium. In Korea, a UHF channel, KBS Ⅲ, is reserved exclusively for educational programs. KBS produces those shows for the adult public and KEDI produces instructional programs aimed at students of all levels. These instructional programs are usually based on the school curriculum, which implies that they should be supplementary to the school teaching. For television to supplement normal instruction at school, facts about the programs themselves and administrative conditions for their transmission have to be considered. This is the theme of this thesis. For the analysis and evaluation of the educational achievement of the KEDI programs, the second grade middle school English programs during a full semester have been selected and viewed. As a result, two areas for possible improvement emerged, instructional and administrative. The instructional quality of the program is not low. There are, however, a few suggestions for further improvement. First of all, the advantages of television as a mechanical device should be fully recognized, consequently leading to a variety of ways in production and presentation. A more effective teaching method for television instruction should be employed. Finally, the program itself should be modified in such a way that it becomes what S. Pit Corder refers to as the "minor-job operation" type of program so that the classroom teacher will be encouraged to utilize it in the classroom environment. The other area for consideration is the administrative policies for organizing a series of instructional programs. Air time, frequency, and repeat broadcasts should be taken into account so that effective viewing will occur. To enhance its academic achievement, the program should also be accompanied by some informational and follow-up materials. Co-operation between classroom teachers and the studio personnel is expected for a more constructive relationship between regular classroom teaching and the televised instruction. ;텔레비젼은 여러 통신매체중에서도 현실감을 제공한다는 점과 지역적, 시간적 제한을 비교적 받지 않는다는 점에서 아주 효과적인 매체로 인정받고 있다. 교육자들은 이러한 텔레비젼의 특성들을 교육적인 환경에 활용하려는 관심을 가져왔으며 현재 텔레비전은 교육 매체로서 널리 활용되어지고 있다. 우리나라에는 현재 KBS 제 3 TV를 통해서 교육프로그램들이 다양하게 방영되고 있다. 교육프로그램은 크게 일반 대중을 대상으로 하는 것과 학교수업을 정규적으로 받는 학생들을 대상으로 하는 것으로 분류할 수 있다. KBS 제 3 TV에서 방영되는 성인용 교육프로그램은 KBS에서 제작하는 한편 각급학교 학생들을 대상으로 하는 수업프로그램은 한국교육개발원에서 제작되고 있다. 그런데 이러한 수업프로그램들은 정규학교의 교육과정을 바탕으로 제작되므로 학교수업을 보완하는 기능을 갖추어야 한다. 텔레비젼 프로그램이 학교수업을 보완할 수 있기 위해서는 그 프로그램의 내용이나 형식과 방영에 관한 제반 사항들이 세밀하게 검토되어야 한다. 본 논문에서는 이러한 주제를 다루었다. 한국교육 개발원에서 제작하는 수업프로그램을 분석하고 평가하기 위해서 한 학기동안의 중학교 2학년 영어프로그램을 설정하여 시청하였다. 그 결과로서 수업모형과 행정적 조치에 관하여 개선되어야 할 사항들을 제시하였다. 시청된 프로그램들은 비교적 우수하게 시작되었다. 그러나 몇가지 미비한 사항들을 보완한다면 교육적으로 더 효과적인 프로그램이 될 것이다. 무엇보다 통신매체로서 텔레비젼이 지니고 있는 많은 장점들이 최대한으로 활용되어서 결과적으로 다양한 프로그램모형을 제시 할 수 있어야 하겠다. 또한 텔레비전 매체에 적용되는 다양한 교수방법이 개발되어야 하겠다. 마지막으로 프로그램의 성격이 학교수업에 풍부한 다양성을 제공할 수 있도록 조정되어서 교실교사들이 쉽게 활용할 수 있게 되어야 한다. 프로그램의 내용과 더불어 제작과 송신에 관한 행정적 조치들이 취해져야 한다. 현실적인 방영시간대 선정, 재방송등이 고려되어 교육적으로 충분히 활용될 수 있어야 한다. 또한 프로그램의 교육적 가치를 높이기 위하여 보조자료들이 충분히 제공되어야 한다. 또한 프로그램과 학교수업 조화를 이루어 교육적 효과를 높이기 위해서는 프로그램 제작진과 일반 교사들간의 의사소통을 위한 행정적 기구가 마련되어야 할 것이다.
