Abstract
Since the late 1980's, new phenomena appeared in the social movement in Korea, which distinguishes itself from that of the earlier period in various aspects. Relative isolation and stagnation of 'Minjung Movement', rise of 'Civil Movement', formation of new ideology and outlook of movement, a transition from a movement with a strong disposition of political issues to that of everyday life issues are some of these phenomena. In conection with these phenomena, investigators have lively argued about civil society and new social movements . From these new trends, can we say that as Civil Movement develops, Minjung Movement declines? In other words, is Civil Movement an alternative of Minjung Movement? And, where do differences between Minjung Movement and Civil Movement come from? How can we explain the coalition and interchange between Minjung Movement and Civil Movement? These are the problems that this article brings up. The purposes of this article are : first, to study major characteristics of the recent transition of social movement in Korea. ; second, to find the similarities and differences of two categories with respect to ideologies, agents, organizational forms, issues, action methods etc.. ; third, to find out the relations of the two movements. The investigation is hoped, ultimately, to enable us to understand the differential nature of Minjung Movement and Civil Movement, and of their interrelations, and finally the implications for the future of social movement in Korea. This article chooses local case study method, and the subject of study is Pucheon city. The problems studied in this article are as follows : (1) the characteristics of Pucheon city as the structural conditions of social movement in that region ; (2) the similarities and differences between Civil Movement and Minjung Movement in ideolagy, purpose, agent, organizational form and action method (3) the moment, the impact and the meaning of the interchanges between the two categories of social movement on the level of organizations and on the level of activists in spite of the differences ; (4) the implications of the seperation and the fusion between Minjung Movement and Civil Movement in connection with the outlook in Korean social movement. The results of this study are summarized as follows : above all seriousness and complexity of local problem, the realistic social conditions show that the social movement emerged necessarily centering around the labour issues. Since the 199O's, however, Minjung Movement became interested in other local problems and has tried to embody manifold interests covering a wide range of everyday life issues. Therefore, it is not appropriate in reality to classify the concepts of Minjung Movement and Civil Movement in terms of issues, politics or everyday life. The target groups, or proposed agends, of Minjung Movement is centered the lower class people, while that of Civil Movement, the new middle class. An implication of this fact is that it is valid to distinguish social movements in terms of class or stratum concepts. Furthermore, the hypotheses of the social movement organization in resources mobilization theory are supported, at least in part. The tensions and dilemmas within the organization often originate from the distribution of free time and funds guaranteed by members, and from the competition and specialization among differently oriented categories of movement. It was the local autonomy issue that provided the moment to interlocking the Minjung Movement organizations with the Civil Movement organizations. The federation of Minjung Movement and Civil Movement organizations was set up to pursue the general local iterests beyond claass boundaries, and networks of activists in Minjung Movement and in Civil Movement were formed. In sum, Minjung Movement and Civil Movement do not seem to pose themselves as the alternatives, so that one drives away from the other. The only thing is that the social movement until the 1980's is deployed through the political struggle with the class based interests, but that in the 1990's has been transformed to pursue diversified goals and issues, And in that process, Civil Movement and Minjung Movement have become partners in the mainstream movement, while preserving their respective identities. Therefore, it is expected that, at least in Pucheon, Minjung Movement and Civil Movement which have different class foundations continue to contribute popularization of social movement in the region, assuming both strategies of separation and coalition, for a while in near future.;1980년대 말 이래로 한국의 사회운동은 이전과는 여러 가지 면에서 구별되는 새로운 현상을 보이고 있다. 민중운동의 상대적 고립과 정체, 시민운동의 부각, 새로운 운동 이념과 전망의 모색, 정치적 이슈 중심의 운동에서 일상생활의 다양한 이슈에 기초한 운동으로의 변화 등이 그것이다. 이같은 현상과 관련해서 시민사회론을 어떻게 이해할 것인가, 서구의 신사회운동론을 어떻게 볼 것인가를 둘러싼 이론적 논쟁이 활발하게 진행되고 있다. 그런데 과연 한국 사회에서 시민운동의 발전과 민중운동의 쇠퇴는 거스릴수 없는 장기적인 경향인가, 그런 의미에서 시민운동은 민중운동의 대안인가. 또한 민중운동과 시민운동의 차이는 어디에서 비롯되는 것인가. 그런 차이에도 불구하고 민중운동과 시민운동 사이에서 연대와 교류가 일어나는 것은 무엇때문인가 하는 문제가 제기될 수 있다. 이에 본 논문은 이같은 문제의식을 바탕으로 다음과 같은 연구목적을 갖는다. 첫째, 변화하는 한국의 사회운동을 사회운동조직과 사회운동에 참여하는 행위자를 통해서 연구하고자 한다. 둘째, 민중운동과 시민운동이라는 이분법이 과연 타당한가를 현실의 운동과정을 통해서 검토하기 위해서 사회운동 조직들의 운동 이념, 주체, 조직형태, 이슈, 활동방식 등을 비교함으로써 두 가지 범주의 운동이 갖는 유사성과 차이점을 밝혀보고자 했다. 또한 민중운동 조직과 시민운동 조직의 연대과정, 시민운동가와 민중운동가의 관계망에 대한 연구를 통해서 두 운동 사이의 관계를 보고자 했다. 이로써 민중운동과 시민운동이 갖는 운동적 의미와 역할을 알 수 있고 앞으로 사회운동이 어떻게 전개될 것인가와 관련된 함의를 발견할 수 있을 것으로 보았다. 이상의 연구목적을 위해 본 논문은 지역사례연구라는 방법을 택했으며 연구대상은 부천지역이다. 민중운동과 시민운동이 갖는 차이와 연대를 부천지역의 사회운동을 통해서 연구한 결과는 다음과 같다. 첫째, 부천지역이 안고 있는 지역문제의 심각성과 복잡성은 사회운동이 노동운동 중심의 사고에서 벗어날 필요가 있다는 것을 말해주는 현실적인 조건이 되고 있다. 1990년대 이후 부천지역의 민중운동은 지역문제에 대한 관심을 갖기 시작했고 최근에 들어와 이를 구체화하려는 다양한 시도가 이루어지고 있어 지역주민 운동에 초점을 두는 운동의 전개는 앞으로 활성화될 전망이다. 따라서 민중운동과 시민운동의 개념을 정치와 일상생활이라는 이슈의 차이를 중심으로 파악하는 것은 현실적합성이 떨어진다. 지역문제에 눈을 돌리고 '주민'이라는 포괄적인 대상 설정을 함에도 불구하고 민중운동 조직의 현실적 구성은 기층민중 중심으로 되어 있고, 시민운동 또한 시민사회의 다계급적 구성원으로서의 '시민'이라는 포괄적인 대상설정에도 불구하고 조직의 현실적 구성이 신중간계층 중심으로 되어 있다. 이것이 갖는 함의는 사회운동의 설명에 있어서 계급계층별 분석이 여전히 유효하다는 것이다. 한편 이같은 민중운동과 시민운동의 차이가 갖는 의미는 자원동원 이론의 사회운동 조직에 관한 논의에 의해서도 이해될 수 있다. 양심적 구성원과 수혜적 구성원을 연계시키려는 시도가 가져오는 조직 내부의 긴장과 딜레마, 조직구성원이 확보하고 있는 임의적 시간과 돈의 분포가 운동과제의 수행에 미치는 영향, 지향을 달리하는 사회운동 범주들 간의 경쟁과 전문화 등에 관한 가설이 그것이다. 그럼에도 시민운동과 민중운동의 연대는 지역자치라는 차원에서 현실적인 계기를 제공받고 있다. 이는 민중운동 조직들과 시민운동 조직들 사이의 연대활동, 민중운동가와 시민운동가 사이에 형성되고 있는 관계망과 이동에 의해서 뒷받침되고 있다. 이상의 연구결과를 통해서 볼 때 시민운동과 민중운동의 관계는 어느 것이 다른 하나를 구축하는 대안의 관계는 아니라고 할 수 있다. 다만 1980년대 한국의 사회운동이 정치투쟁과 계급계층별 이해에서 출발한 이슈를 중심으로 전개되었다면 1990년대 이후에는 보다 다양한 운동목표와 이슈를 갖게 되었고, 이 과정에서 민중운동과 함께 시민운동도 활성화되었다고 말할 수있다. 그러므로 앞으로 적어도 부천지역에서는 운동의 계급계층적 기반을 달리하는 민중운동과 시민운동이 각자 운동의 대중화를 위해서 노력하는 한편 지역자치의 실현을 위해 연대해나가는 양상을 띠게 될 것이다.
