책임사회윤리에 기초한 새로운 혼합경제체제의 모색

Abstract

세계는 동서 이데올로기 대립의 시대를 지나 남북 경제문제가 최대의 문제로 대두되고 있다. 그동안 세계 경제를 대표했던 맑스주의 경제체제와 자본주의 경제체제는 나름대로 발전을 해오는 가운데 많은 문제점들을 파생시켰다. 더우기 1980년대 후반부터 구체화된 소련을 위시한 동유럽의 공산주의 국가들의 자본주의적 경제방식의 수용은 자칫 미국 및 서유럽을 위시한 자본주의 국가들의 승리로 귀결될 수도 있는 상황이다. 그러나 맑스주의 체제 못지않게 자본주의 역시 많은 문제점들을 세계사 속에 파생시킨 바 있고, 현재 세계 속에서도 우리는 자본주의로 인해 파생된 수많은 위기상황들에 직면해 있다. 이렇듯 세계는 맑스주의와 자본주의 체제로 인해 파생된 많은 문제점들을 안고 있다. 한편, 서유럽의 여러 나라들은 자본주의의 폐단들을 시정하고 사회주의의 장점들을 수용하는 혼합경제 체제를 향해 나가고 있음을 우리는 볼 수 있다. 본 논문에서는 이러한 현실세계를 문제삼고 이에 대한 적절한 대안을 기독교 윤리적 방법을 모색하고자 한다. 이는 세계를 종교에 예속시키고자 하려는 것이 결코 아님을 밝혀둔다. 이러한 작업은 세계의 모든 문제점들을 기독교의 진리로써 치유하고 미래에 대한 ‘희망’을 인류사회에 제시하고자 하는 것이다. 이러한 목적을 세계 속에 실현하기 위해 본 논문에서는 ‘책임 사회론’을 중간공리로 채택하고자 한다. 책임 사회론은 1948년 암스테르담에서 개최된 WCC총회에서 채택된 이념으로 기독교 윤리학자인 abf더(Walter G. Muelder)교수가 발전 정리시킨 이념이다. 이는 어떠한 한 체제를 맹신하는 데서 오는 위험성과 인간의 자만에서 오는 독재, 타락, 소외, 불평등 등 현재 사회의 제반 문제점들을 문제삼으면서, 어떠한 체제나 인간이 중심이 되는 것이 아닌 ‘하나님과 세계에 대한 인간존재의 책임성’을 선포한다. 이렇게 어떤 하나의 체제에 대한 맹신에서 오는 위험성을 지적하는 ‘책임 사회론’은 맑스주의와 자본주의 경제체제를 넘어서는 혼합경제를 구현하고 한다. 따라서 본 논문은 세계 속에서 경제의 중요성을 인식하면서, Ⅰ장 서론에서는 위에서 잠시 언급한 바 있는 문제점들을 문제제기를 통해 좀 더 자세히 알아볼 것이다. 그리고 기독교 윤리학과 경제 사이의 밀접한 연관성을 밝히면서 본 논문의 전개방법과 범위에 대하여 설명한다. Ⅱ장에서는 세계 경제를 이끌어온 양 체제중 하나인 ‘맑스주의’의 발생배경과 그 근본 이념, 이에 대한 여러 신학자들을 비롯한 기독교 윤리적 비판 그리고 그 공헌(수용점)들을 밝히고자 한다. Ⅲ장은 또 하나의 경제체제인 ‘자본주의’의 근본 이념과 이에 대한 여러 신학자들을 비롯한 기독교 윤리적 비판을 하고자 한다. 그리고 자본주의 공헌(수용점)들을 마지막으로 밝히고자 한다. Ⅳ장에서는 이러한 양 체제로 인한 문제점들이 세계 속에 팽배해 있음을 통감하면서, 양 체제를 넘어서는 ‘책임 사회 윤리에 기초한 혼합경제’를 모색하고자 한다. 그 첫 작업으로 책임 사회의 발생배경과 의미를 밝히고, 다음으로 책임 사회 이론의 성서적 근거를 모색하고자 한다. 그리고 나서 책임 사회의 가치들을 설명하고 책임 사회 윤리에 있어서의 종교의 역할을 설명한뒤 실제적인 부분으로 들어가 책임 사회에 있어서의 정부 역할의 중요성과 책임 사회의 경제제도를 여러 각도에서 모색하고자 한다. Ⅴ장은 이러한 책임 사회의 실현의 중심체인 교회의 역할과 책임에 대하여 알아보고자 한다. 그리하여 교회의 역할에 대한 주요 신학자들의 견해들을 알아보고 난 뒤 책임 사회의 실현을 위한 한국 교회의 역할과 책임을 논하면서 끝마치고자 한다. 이 한국 교회의 역할과 책임 부분에서는 한국 교회의 현재 상황에 대한 비판과 회개의 요청, 그리고 앞으로 나아갈 길을 모색하고자 한다. Ⅵ장 결론 부분에서는 본 논문에서 다룬 내용들을 요약하고 본 논문에서 미처 다루지 못한 사항들과 한계점들을 언급한 뒤 본 논문을 마치고자 한다.;After the cold war, nowadays, economic problems became the most important problem all over the world. Untill now, Marxism and Capitalism that represented world economic systems have made many problems to the world. Also, the collapse of Communism in Eastern Europe seems to awaken capitalistic triumphalism in Western Europe and the United States. Rut we are faced with severe crisises by many problems that Capitalism caused. Therefore, not only Communism but also Capitalism has many faults. There is an indication that many countries in Western Europe are progressing toward mixed economic system. In the world situation like this, this paper seeks to find a proper alternative through Christian ethical method to realize this purpose. So Responsible Society is applied as middle axiom in this paper. Responsible Society was adopted at the Amsterdam Assembly of WCC in 1948, and further developed by W. G. Muelder, Christian ethicist. And Responsible Society as middle axiom of Christian Ethics seeks to realize mixed economy over Marxism and Capitalism. This paper is divided into four sections. In the first section, it deals with Christian ethical criticism against marxist economy. In criticizing many faults of Marxist economy, first of all, the context and fundamental thought of Marxism are presented. And then, Christian ethical criticism along with criticisms of several theologians about Marxism are showed, and contributions of Marxism are followed. In the second section, the context and fundamental thought of Capitalism that is another important economic system is presented. And then Christian ethical criticism along with criticism of several theologians about Capitalism are showed, and contributions of Capitalism are followed. All of us acknowledges that many problems have been caused by both economic systems. So, in the third section, mixed economic system based on the ethics of Responsible Society is presented. In order to establish this theory, first of all, the context and meaning of Responsible Society are introduced. And then, the values of Responsible Society and the role of religion and government in Responsible Society are expounded. Also, responsible role of economic field in Responsible Society are showed. In the last section, the role and responsibility of church in order to realize Responsible Society are presented. Accordingly opinions of several theologians about the role and responsibility of Korean Church in the Korean society are showed. In this part, criticism about the present Korean Church and need for repentance of Korean Church are showed. In the concluding section, the whole study of this paper is summarized. And then, the imitations of this paper are presented.
