정부의 행정전산망사업 운영과 관리실태에 대한 연구

Abstract

현대사회는 정보사회로의 전환과정에 있고, 사회 각 분야는 복잡 다양해지고 행정의 영역이 확대됨에 따라 정부의 신속한 상황판단과 합리적 의사결정의 필요성은 정보에 대한 수요를 증가시켰다. 이에 따라 정부는 행정전산망을 통하여 행정정보체계를 구축하려고 하는 행정전산망 기본계획을 세우고 1987년에 6개의 우선추진업무를 전산화하기 시작했다. 본 연구는 이러한 행정전산망의 6개 우선추진업무 중에서 주민등록전산망사업이 행정 능률성과 대민서비스의 향상이라는 원래의 개발목적에 비추어 어느 정도 성공적으로 수행되고 있는가를 알아보고 그 문제점들을 실증적으로 분석 평가함으로써 주민등록관리업무의 개선은 물론 여타 행정전산망사업의 성공적인 추진을 위한 정책적 자료를 제시하는데 연구목적이 있다. 이러한 연구목적을 위하여 행정전산망과 주민관리전산망의 목표, 효과 및 추진배경 등에 대해서 살펴보고, 주민등록관리전산망의 실태 분석을 위해서 서울특별시 동사무소를 대상으로 주민등록관리 전산교육 및 장애관리, 전산담당의 실태 및 주민등록관리시스템의 활용도를 분석하고 이 분석결과들을 근거로 몇가지 정책대안을 제시하였다. 주민등록관리시스템의 활용을 높이기 위하여 주민등록업무 담당자와 그 관련업무 담당자에 대한 전산교육을 강화하고 확대함으로써 그들의 전산능력을 향상시키고 전산업무에 대한 긍정적인 생각을 갖도록 하여야 한다. 또한 전산작업과 수작업의 병행으로 인한 이중업무를 없애기 위해서 전산정보물에 대한 법적인 효력의 부여가 필요하다.;The future state of nations is determined by the degree of wide advance in wide usage and development of data communications technology. Current public administration is confronted with such phenomena as qualitative sophistication, quantitative expansion and rapidly changing administrative situation. To apply public administration creatively to such ever-sophisticated situation, there is a strong necessity for constructing the integrated administration information system to functioning as a network representing information system, and to function as a network representing informations of each government department. The objectives of Resident Information System, developed as one of National Administration Information System, is to establish a structure for the effective use of nation's manpower resource informations and to provide prompt and accurate registration services to residents. Among the effects of Resident Information System, resident's convenience and administrative effectiveness are made progress, This reserch is expected to provide the rationale for the application and management of Resident Information System.
