사월혁명 당시 노동운동의 전개과정에 관한 연구

Abstract

본 논문에서는 사월혁명 당시 (1960년 4.19일 - 1961년 5.16일) 노동운동의 발생과 그 전개과정상에서 나타난 특징들을 시기별로 구분하여 살펴보았다. 특히 본 논문은 사월혁명 당시 구체적인 개별 사업장 단위의 노동운동과 그 특징들을 검토함으로써 단순한 노동자들의 생활상의 욕구분출로 파악하는 기존의 입장에서 벗어나 그 당시 사회변혁운동 안에서 중심으로서의 노동운동에 접근하려는 노력을 기울였다. 사월혁명 당시 노동운동의 특징은 50년대와 60년대 원조경제가 지배적이었던 한국자본주의의 성격을 기반으로 하여 나타났음으로 해방 후부터 사월혁명 이전까지의 사회경제적 배경을 살펴보았다. 노동운동에 관한 분석은 전개과정상에서 나타난 특징을 밝혀냄으로써 설명될 수 있는데 본고에서는 사월혁명 당시 노동운동의 전개과정상에 나타난 특징들을 시간상의 분류기준으로 나누었다. 제1기:(1960.4.19 - 1960.6월)-노조민주화 투쟁기 제2기:(1960.6월 - 1960.11.25일)-임금투쟁과 한국노동조합총연맹의 건설기 제3기:(1960.11.25일 - 1961.5.16)-민족통일운동의 고양과 2대악법투쟁기 위와 같은 세 시기를 통해 사월혁명 당시 노동운동의 특징을 요약하면 첫째, 당시 노동운동은 상층노동조직에서부터 개별사업장 단위노조까지 민주적 노조 정비를 통해 전개되기 시작하였다. 정비된 민주노조를 중심으로 임금투쟁이 전개되었고, 1961년 후에는 제2공화국의 정책에 반대하는 변혁운동과 연계하면서 노동운동이 발전하였다. 둘째, 사월혁명 당시의 노조는 중앙노조조직과 개별사업장 단위간의 노동운동의 연관관계가 유기적으로 결합되어 나타났다. 즉 사월혁명을 계기로 민주적으로 개편된 중앙조직은 밑으로부터 새로운 운동의 조직세력을 규합하여 그 역량이 증가하였고, 그 과정은 더욱 각 산업부문의 산업별, 지역별 노동운동에 확산되면서 전체 노동운동이 활발하게 전개되었다. 셋째, 사월혁명 당시 교원노조 운동은 전체노동운동상에서 사월혁명 당시 노동운동의 전체 변혁운동과의 연계를 구체화시키는 역할을 담당하였다. 위와 같은 분석은 사월혁명 상시 노동운동을 사례로 하여 한국노동운동사의 맥락 속에 당시의 노동운동이 사회변혁 운동의 흐름과 연관하여 발전되었다는 특징들을 밝힌 의의가 있다.;The purpose of this study was to elucidate the character of labour movement through the development in April reveloution 1960 - May coup 1961.In the history of Korean Labour Movement, labour movement at that time April revelution was wily developed by the democratic labour union. From the viewpoint of the development, the character of labour movement at that time April reveloution can be summarized as follows: Firstly, For example the struggle for democratization of labour movement appeared in the industry of wharf and fiber.And gradully, the struggle for democratization of labour union was spread out all areas as a reorganization of the democratic union. Secondly, as the struggle for democratization of labour union was spread out the the local working place, it was developed to the economic struggle that suggested a wage increase, back wages, and a betterment of working conditions. Thirdly, there were <2.8 Opposition to Korean-U.S Economic Technica1 Aid Agreement>. <Opposition to institution of Demo-Restriction Lawand Anti-Comunlst Law> and <struggle against two Bad Law> maily due to labour union offered a active opposition to the institution of laws that may be hindered the labour movement at last this induced the pass ages of law revision. But, such democratic labour movements were collapsed by the 5.16 military Coup in 1961. And for a long time the role of Korean labour movement was cut off.
