한국 공무원 노동조합의 활동과 그 효과성에 관한 연구

Abstract

이 논문의 목적은 우리나라 공무원 노동조합의 활동에 대한 효과성을 분석하여 그 활동의 발전방향을 제시하려는 것이다. 이를 위해 효과성을 목표의 달성정도로 보는 목표모형과 목표를 이루기 위한 과정을 중시하는 체제자원 모형을 결합시킨 모형을 만들어 이에 근거하여 우리나라 공무원 노동조합의 활동을 민간부분의 노조활동과 비교하여 분석하였다. 효과성은 자원획득과 생산성 그리고 적응성의 3차원에서 분석하였는데 자원획득수준에서는 인적·재정적 자원의 확보를 생산성수준에서는 임금과 임금이외의 부가이익을 적응성수준에서는 관계법 계정활동과 조합의 홍보활동을 분석지표로 이용하였다. 이의 결과는 공무원노조는 자원확보라는 면에서 인적·재정적 자원의 확보에서 그 양은 많으나 질적인 수준은 민간부문의 노조보다 떨어지는 것으로 나타났다. 생산성에서도 민간부문의 활동에 비해, 특히 임금활동 부분이, 낮은 것으로 나타났으며 적응성도 떨어지고 있었다. 이처럼 공무원노조의 활동 효과성이 낮은 것은 민간노조에 비하여 그 활동이 법률로 정해져 제약이 많기 때문이다. 따라서 공무원 노동조합을 활성화시키기 위해서는 무엇보다도 가입의 범위를 확대시키고 노조의 단체교섭권을 인정하여 역량을 강화시켜야 하며 노조는 자체의 정책적 기능을 강화해 나가야 한다는 것이다.;The purpose of this paper is to appraise the effectiveness for the workers of Public Service Union in Korea and then to present the directions of development for its activities. For this, based on both of the goal approach which regards the effectiveness as the attainment of the goal and the system resource approach which emphasized the process towards the goal, this paper analyze the works of the public service union compared with those of the private sector labor union, The effectiveness consists of the gains of the resources, the productivity and the adaptability; for the gains of the resources, the object is the security of personnel and financial resources, for the productivity the wage and the welfare activities and for the adaptability the amendmential work of the related laws and the public works. In contrast with the private sector labor union, the public sector union is much quantities of personnel and financial resources in the secures of the resources, however, less qualities for the gains of the resources. For the productivity, there is little difference between the two, while for the adaptability, it is less than the private sector labor union. The reason why the effectiveness of public service union is low is that its activities are regulated by the laws to a consierable degree. In order to make active public service union, therefore, it is necessary to extend the sphere of entry and the authorize the collective bargaining power of public union. And the labor union itself has to reinforce the organized activities of research and investigation.
