한국 도시비공식부문 파출부에 관한 연구

Abstract

본 논문은 도시 비공식부문 직종인 파출부에 대한 민간복지 서어비스 및 공공복지 서어비스의 개발을 위하여 파출부를 ILO계 입장과 종속이론계 입장에서 조명해 보았다. 본 논문의 목적은 파출부대상자의 일반적 특성과, 노동조건, 파출기관의 복지서어비스의 실태를 살펴봄으로써, 파출부가 도시비공식부문직종으로써 잠재적인 실업을 구제하는 기능을 수행함과 동시에 한국노동시장의 이중구조를 영속화시키는 종속적인 측면도 있음을 검증하는 것이다. 연구의 대상으로는 사회복지단체 및 여성단체에 등록된 파출부들로 하였고 질문지조사를 실시하였다. 분석방법으로써 파출부의 일반적 사항은 단순 백분율로 환산하였고, 각 요인간의 상관관계는 Pearson'sr (적률상관계수)과 T-Test, χ^(2)-test를 사용하여 P<0.05의 수준에서 유의도를 검증하였다. 이러한 방법을 통한 연구과정 가운데서 확인된 사실로서는, 첫째, 파출부대상자의 일반적 특성이 대부분 저소득층 기혼여성이면서도 가정경제의 주도자로서 높은 취업의식을 가지고 있다는 점, 둘째, 노동조건이 자유계약제이고 저임금노동이며 육체적으로 과다한 노동량을 가진 단순노동직이었다는 점, 셋째, 파출기관의 복지서어비스가 파출부 대상자들 전원에게 거의 혜택을 주지 못하는 저급한 수준이라는 점이다. 한편 연구결과로 나타난 사실로서는 파출부는 취업의 기회와 직업 경력이 적은 상황에서도 남편의 유무와 관계없이 높은 취업의식을 나타냈다는 점이다. 또 직종으로의 파출부는, 취업경력이 적고 저학력자이면서도 나이가 많은 저소득층 기혼여성들에게는 타 직종에 비해 보다 더 효과적으로 접근될 수 있는 직업인 것으로 나타났다. 그러므로 파출부라는 직종은 저소득층부녀자인 파출부대상자에게 취업의 기회를 제공한다는 입장에서 단기적으로는 실업구제의 성격이 있음을 알 수 있었다. 또한 파출부는 가정의 총수입 중 60% 이상을 벌고 있었고, 저임금의 근로조건 측에서 휴식시간이 부족하고, 육체적으로 과다한 노동을 하고 있었다. 파출부는 연령이 높고 파출경력이 높을수록, 수입이 높았으며, 수입이 높을수록, 건강상태는 나빠짐의 관계를 나타냈다. 그리고 파출부는 부녀근로자로서 노동과 가사 및 육아부담의 두 가지 역할을 수행하는 이중부담을 갖고 있었다. 파출부와 사용자와의 관계에서, 표면적으로는 긍정적인 것으로 보이지만, 내부적으로는 사용자에 대한 불만이 있었고, 그 불만은 표현되지 않고 있었다. 그리므로 직종으로써의 파출부는 저임금노동이면서도 육체적으로 힘든 노동을 하고 있어서, 파출경력이 많아질수록 근로의 기본요소인 건강을 악화시킴을 알수있었다. 그러므로 장기적인 입장에서 볼 때 파출부대상자는 빈곤한 상태에 그때로 머물 수밖에 없는 순환의 요소를 띠고있다. 따라서 파출부는 단기적으로는, 취업기회를 제공함으로써 실업구제의 역할을 하고 있으나, 장기적으로는 노동시장의 이중구조를 영속화시키는 역할도 하고 있다.;This thesis is illuminated visiting house wives in the aspect of ILO and in subordinative theory position in order to develop civil welfare service and public welfare service for visiting house wives as urban informal sector. This study is for indentifying that visiting house wives as urban informal sector means to have a subordinate characters in order to succeed a double organization of labour maket and measure of unemployment relief. As the subject of study questionnaire given are used for registered visiting house wives in social welfare societies or women's society. These are veryfied in the level of p 0.05 by X^(2)-test T-test pearson'sr coefficient of correlation and per-sentages. As the matter of fact confinmed on the process of study through this method, first, they mostly low incomers married wemen and having high employment conciousness as leader of her family, second, their labour conditions are drawn up free contract and low income labourers, and only simple labour imployment with too much heavy labour manpower physically, third, welfare services of low level. Atherwise, as the matter of the resulf on study they have a high conciousness not to concern about go on the next husbands presence in the situation of their employment opportunities and experience shortage. Visiting house wives as a job are shown us early approach her job for a lot of married women in low educated and employment career shortage. Therefore we can sure that visiting house wires as a job have an object of unemployment relief in a short terms on the position of giving an employment chances fer all term. They earn much money more than 60 percent among their total domestic income and they have a receives shortage under the low change condition and they work, heavily physically. The more visiting house wives are old and have much their it's career, the more condition of health are not good, and they have double hurden to make a role of care babies, labour and hom offairs. Between the relation of employer and emplyee seem to be conformative in th out side but they are unsatisfacted with employer. So we can understand that they works very hard physically as visiting house wives, low income and too much their career sometimes injure their health, a main element of labour. Therefore in the view of the longterms the subject of visiting hous wives are looked out a circulative elements to stick at the situation of poverty steadly, according to visiting house wives play s role to last long a double organization of labour market in long terms as through they make a role of umemployment relief as give us employment opportunity in a short term.
