대덕연구단지내 연구진들의 정보이용에 관한 연구

Abstract

오늘날 기술의 계속적인 변화는 현시대를 표현하는 중요한 사실이 되었다. 과학과 기술의 발전은 산업분야와 연결되어 한 나라의 경제성장을 좌우하는 핵심적인 요소가 되고 있으며 , 과학과 기술, 산업 사이의 상호작용을 강화시켜 주는 연구개발기관은 현대과학기술의 상징처럼 되고 있다. 그러므로 연구개발업무를 수행하는데 필수적 요소인 기술정보의 중요성은 이론의 여지가 없다고 본다. 본연구는 대덕연구단지내 연구개발조직체에서 근무하는 과학자와 공학자들이 그들 업무에 유용했던 기술정보를 얻는데 사용한 수단을 연구하려는 것이다. 연구의 목적은 조직화된 연구개발업무의 특성과 관련된 정보전달과정을 이해하기 위한 기초자료를 제공하려는데 있으며, 이것은 연구개발요원들이 정보를 획득하는데 사용한 수단과 업무 환경 사이의 관계 분석을 통하여 설명할 것이다. 연구방법은 문헌을 통하여 이론적인 사항을 고찰한 다음, 업무에 적용된 정보를 입수한 특정한 경우를 설명해 줄 수 있는 질문지를 작성하여 활동적인 기술정보 흐름에 관한 데이터를 수집하였다. 응답자에게는 그가 실험에 의해 얻은 정보나 그에게 인접해 있는 동료로부터 얻은 정보에 관한 사항을 제외한 나머지 소스로부터 업무에 필요한 정보를 얻은 가장 최근의 예를 설명토록 했으며, 정보를 입수할 수 있도록 이끌어진 상황을 기재하도록 했다. 조사대상에는 대덕연구단지내 6개의 정부출연기관과 4개의 기업체연구소 그리고 한국과학기술원( KAIST )에 속해있는 연구개발직 과학자와 공학자를 포함하였다. 분석을 통하여 밝혀진 사실들은 다음과 같다. 1. 대덕연구단지내 연구진들의 업무에 이용한 정보의 많은 부분이 다른 사람의 지적에 의한 것이라기보다 응답자 자신이 직접 탐색을 수행하여 얻은 것이었다. 2. 대덕단지내 과학과 공학분야 연구진들이 업무수행에 이용한 정보소스는 구두정보매체보다 기록매체에 의존하는 경향이 강했으며 기록매체 중에서도 전문학술자료를 통하여 많은 정보를 입수하고 있었다. 3. 조직외부소스와 전문학술자료의 이용율이 높은 집단은 공학자보다는 과학자가, 설계 · 개발업무보다는 연구업무부문에서, 기업체연구소보다 정부연구기관에서였고, 전문분야에서 활발한 연구활동을 수행하는 사람들은 그렇지 못한 사람들보다 조직외부소스와 기록매체를 주로 사용하고 있었다. 4. 업무수행에 핵심이 학문적인 것이었을 때 주된 관심은 지식체계화에 관한 것으로서, 이 상황에서 가장 많이 이용되는 정보매체는 전문학술자료로 나타났고, 이용하는 정보소스의 64.3%가 조직외부소스로부터 얻은 것이었다. 5. 업무수행에 핵심이 운영에 있을 때는 지식을 응용하여 특수한 기술적인 결과를 성취하는데 주된 관심을 가지므로, 이 목적에 관련된 정보는 조직내부소스를 많이 이용했으며, 조직내 전문가와의 개인적인 접촉을 통해 43%정도의 정보를 입수하고 있었다. 연구과정 동안 나타난 새로운 연구방향이나 제안점은 다음과 같다. 1. 대덕단지내 현재 유통되고 있는 전문분야와 밀접한 관련성을 가진 다른 분야의 기록자료들에 관한 상세한 조사와 대덕단지내 전체적인 상호대차를 위한 구체적인 연구가 필요하다. 2. 임무지향형의 연구개발조직체가 가지고 있는 정보전달방식의 규명을 위해, 대덕연구단지내 연구진들의 비공식 커뮤니케이션에 관한 연구는 우선적으로 해결해야 할 중요한 과제라고 생각된다. 3. 대덕연구단지내 연구진들의 정보이용 특성에 관한 정확한 파악을 위해서는 주제분야별로 세분화된 연구가 수행되어야 할 것이다.;Technology provides the means by which man interacts with his environment for the satistaction of his needs. Continuing change in technology is a central fact of modern times. The important innovations in technology are now Science-based, that is, they spring from recent extensions of scienctific knowledge. The development of science and technology which connect with industry-field becomes core factor to influence on the economic growth of a nation. The modern symbol of the mutual reinforcing interactions among science, technology, and industry is the R & D laboratory. The study is about the means by which scientists and engineers in R & D organizations in Dae Doˇk Science Town acquire useful technical information in their work except for available information from their own knowledge or that of their immediate collegues. The purpose of this study is to provide an empirical basis for understanding the process of information transfer in relation to the nature of organized R & D work. So this purpose will be accomplished through and analysis of the relationship between the means by which R & D professionals acquire information and the circumstances of their work. The survey method used for this study includes interviews and questionnaire. The technique used to collect data on the flow of information was based on the sampling of incidents of the actual information change in the R & D organization. Each respondent was asked to describe his most recent instance, to spell out the circumstances leading up to the acquisition of the information and the source from which he obstained the substance of the information. A object of the survey includes the R & D professionals that engage in 6 laboratories sponsored by the government authorities, 4 enterprise laboratories in Dae Doˇk Science Town and KAIST. The results of survey are as follows: 1. A main fraction of information which scientist and engineer in Dae Doˇk Science Town used was acquired with direct search by the respondent himself rather than pointed out by Someone else. 2. The source of information which R & D professionals applied in their technical work used more written media than interpersonal media. Especially, professional document among all written media was used the most frequently to acquire information. 3. When the focus of work is to create contributions developing the body of the knowledge, information transfer depends heavily on the professional document outside of the organization. 4. When the focus of work is principally intended contributions to ongoing operations, the information transfer relys heavily on information which is available within the employing orgnization. The future research and the observations in need are as follows : 1. For the whole inter-library loan in Dae Doˇk Science Town, Some definite research need to be done. 2. A study on informal communication among R & D professionals in Dae Doˇk Science Town is an important, pending problem to be solved. 3. The research about the pattern of used of the technological information in R & D organization should be performed on behalf of thematic field in detail.
