규격의 관리 및 활용에 관한 연구

Abstract

Information literature of standards is considered as a basic and indispensable technical information in most fields of science and technology and in the practical word of industries. Nowadays, scientists, technicians, researchers, manufactures and consumers of the word make active and effective use of thousands of standards daily produced around the world. Hence, standards hold the most critical position as primary information source together with scientific journals, patent documents, and technical reports among the information sources for scientific technology, and the scope of practical application of them is being enlarged day by day. In this context, the need of practical application of standards should be emphasized to promote the advancement of the national scientific technology and industries, and the effective management of them will be a necessary condition for it. In this study, the general facts about the management of standards including the meaning of standards, collecting and arranging of them and public services, and the circumstances of international cooperations are examined. And the various facts about management of standards were collected and investigated by interviewing many persons in charge of standard-management in standard information centers and libraries. As a result of the study, the followings ar suggested. 1. The collection scope and quantity of standards in the major national standard information centers such as the bureau of Standards of Industrial Advancement Administration, Korean Standards' Association and Korean Standards Research Institute are expected to be greatly enlarged, and therefore those centers should explore ways toward a decentralized acquisition policy. 2. A union catalog for all sorts of standards kept in each library should be published, and the basic structure for inter-lending system between libraries need be founded. 3. A strong support of Government policy is greatly needed to elevate our country's participation condition in the ISONET from membership type 1 to membership type 2.;규격에 관한 정보자료는 모든 과학기술분야에서 기본적인 기술정보인 동시에 산업에 밀착된 기술정보로서 현대산업의 여러 측면에서 중요하게 인식되고 있다. 오늘날 과학자, 기술자, 연구자, 제조업자, 소비자들은 전세계적으로 생산되는 수십만 건의 규격을 효과적으로 활발하게 이용하고 있다. 그러므로 규격은 학술잡지, 특허문헌, 기술보고서 등과 함께 과학기술분야의 문헌정보원중에서 가장 요긴한 일차정보원으로서 확고한 위치를 차지하고, 이용범위는 나날이 증가하고 있다. 이러한 점에서 우리나라 과학기술과 산업을 더욱 진흥시키기 위하여, 규격의 활용이 강조되어야하며, 효율적인 규격관리가 절대적인 필요조건이 될 것이다. 본 논문에서는 규격의 의의와 수집, 정리, 이용자봉사를 포함한 규격 관리에 관한 일반적인 내용과 국제적 협력상황을 고찰하였다. 그리고, 우리나라의 규격제공기관 및 조사대상자료실을 중심으로 담당자와의 면담을 통하여 규격관리에 관한 제반사항을 조사하였다. 현황조사결과, 다음과 같은 제안을 얻게 되었다. 1. 우리나라의 주요 규격제공기관인 공업진흥청 표준국, 한국공업표준협회, 한국표준연구소는 가까운 장래에 규격의 수집범위와 양이 크게 늘어날 것으로 전망되므로 분담수집정책을 모색해야 한다. 2. 개개 도서관 및 자료실이 소장하고 있는 규격에 대한 종합목록이 발간되어 각 도서관 및 자료실간의 상호대차를 위한 기초체제가 마련되어야 한다. 3.국제표준화기구정보망 회원국인 우리나라가 참가형태 1단계에서 2단계로 발전하기 위한 정부의 정책적 지원이 요청된다.
