우리나라 대학도서관의 분관 운영에 관한 연구

Abstract

Academic v are the most important institution to achieve the fundamental goal of college education efficiently. In the case of large universities with a long history, they have many departmental libraries and the styles of composition of these departmental libraries are manyfold. Also, these departmental libraries show many different aspects in terms of organization and administration. Moreover, since each university has its own characteristics and conditions, it is difficult to suggest a standardized outline of the establishment and management of the branch libraries of a university. However, if there is an efficient method of organization and management for the main library and its departmental library in a university, it would reduce the expense and extend the services, and may contribute to the development of higher education. Accordingly, the purpose of this study is to provide a frame-work by which other theories for the successful management of university libraries could then be constricted. Such theories would be helpful to university v trying to provide more efficient services to their readers, under limited financial circumstances. The research method used for this study was to examine related literature and survey through interviews and questionaires librarians of 20 universities in Seoul. The results of the survey are as follows: Some universities in this country have departmental libraries with sufficient facilities and which are managed by professional librarians, but some have small departmental libraries managed by office or research assistants of the department. For example, the department libraries wich do not belong to the main library is managed, being separated of modern technique, the departmental libraries of university came to be connected with one another by many types of electronic network, and they are no more separated and now able to extend their services. The following was suggested after analyzing the results; Firstly, as society became professionalized and specialized, the readers of a university came to demand individual services of a professionalized department library. Therefore, a university should plan a professional management and its encouragement for their department libraries. Secondly, a standard of management for the departmental libraries of the universities in this country should be established. And to from and maintain an organic cooperative system between the main library and its department libraries, a department which carries out the professional function of mutual coordination of all the libraries in a university and in which regular staff meetings take place, should be placed inside the main library. Thirdly, departmental libraries of a university should be managed by professional libraries, regardless of their size. Therefore, small department libraries with scant facilities and which are not managed by professional librarians should be put under the direct charge of the related subjects which are managed by professional librarians. But its management system should not be with command or direction, but with cooperation and coordination. Finally, the library and the quality of services of all the libraries within a university should be uniform. For that, department libraries should be managed and regulated by an estimation which is related with all the other libraries in the university, according to the characteristics if the university. And, an efficient policy which allows the readers access to all the library materials in their university should be practiced.;대학도서관은 대학 교육의 본질적 목적을 효율적으로 달성하기 위한 가장 중요한 기관이다. 오래된 큰 규모의 대학일수록, 중앙도서관 외에 분관의 수와 구성 양상이 다양한데, 그 조직과 운영면에 있어서도 차이가 많다. 또한 대학마다 특성과 상황이 다르기 때문에 대학도서관의 분관설치 운영에 대한 하나의 규범적 제시는 쉽지 않다. 그러나 동일 대학내에서 중앙도서관과 분관간의 합리적인 조직, 운영방안은 비용 절감을 할수 있고 봉사 기능을 확대시킬 수 있으며,나아가 대학 교육의 발전에 기여할 수 있다. 따라서 본 연구는 우리 나라 대학도서관의 분관 운영을 보다 효율적으로 행하고자 하는 이론적 근거의 기초 자료를 마련하는데 그 목적을 두었다. 연구방법은 관련된 문헌 조사와 서울시내 20개 종합 대학을 대상으로 실무자와의 면담 및 질문지 조사를 통해 실태 분석을 하였다. 현황 조사를 실시한 결과 및 제안은 다음과 같다. 현 우리 나라 대학도서관의 실정은 전문 직원이 배치되어 있고 시설이 충실한 분관이 있는 반면, 사무계 직원이나 연구 조교 등에 의해 관리되는 소규모의 분관도 많다. 또한 중앙도서관 소속하에 있지 않은 분관은 전체 도서관 시스템에서 격리되어 운영되고 있다. 그러나 현대의 과학 기술의 발달로, 대학 도서관의 분관은 여러 형태의 전자네트웍으로 연결됨으로써 더 이상 격리되지 않고 그들의 봉사 기능을 확대할 수 있게 되었다. 첫째, 사회가 전문화·특수화됨에 따라 대학도서관의 이용자들은 전문화된 분관의 개인적 봉사를 요구하게 되었다. 그러므로 대학은 그들에 대한 전문적인 관리와 그 육성 방안을 마련하여야 한다. 둘째, 우리 나라 대학도서관의 분관 운영 기준안이 수립·설정되어야 한다. 그리고 중앙도서관과 분관간의 유기적 협력체를 구성·유지하기 위하여, 중앙도서관 내에 상호·조정의 전문적 기능을 수행하는 부서를 두고, 대학내 모든 도서관의 직원 모임 등과 같은 제도를 마련하여야 한다. 셋째, 대학도서관의 분관은 규모에 관계 없이 전문직 사서에 의하여 관리되어야 한다. 그러므로 시설이 미비하고 전문직 사서에 의하여 관리되지 않는 소규모의 분관은 중앙도서관의 직접적인 관리하에 두거나 전문직사서에 의해 관리되고 있는 관련 주제 분야의 타분관의 관리하에 두어야 한다. 그러나 그것은 지시보다는, 협력 조정에 의한 경영체제를 이루는 것이어야 한다. 넷째, 대학내 모든 도서관의 정책과 봉사의 수준은 평준화되어야 한다. 이를 위해 각 대학의 특성에 따라 분관은 대학내 모든 도서관과 관련을 갖는 평가에 의해 관리 조정되어야 한다. 또한 이용자가 그들 대학내 모든 자료에 접근 가능하도록 하는 효과적인 장치가 마련되어야 한다.
