政治經濟的 視角에 의한 人間奉仕組織에 관한 硏究

Abstract

現代社會 특히 發展된 産業國家의 특징은 그 나라 市民들의 個人的福利를 管理하고 增進시키기 위해서 分明하게 짜여진 官僚制的 組織이 편재해 있다는 事實이다. 이 組織들 중 個人的인 屬性을 規定하고 形成하며, 이의 變化를 꾀함으로써 各 個人의 福利를 保護·維持 또는 增進함을 주요 機能으로 하는 一團 組織體들을「人間奉仕組織」들이라고 規定한다. 이러한 人間奉仕組織이 增加하고 統制性을 발휘하게 된 것은 곧 近代福祉國家의 自生的인 結果로서, 人間奉仕組織은 社會福祉制度의 전초선이라고 할 수 있다. 그럼에도 불구하고 公式組織에 관한 우리의 旣存 理論과 智識은 많은 部分 政府機關 및 經營과 産業組織의 硏究로부터 나온 것이며, 一般的으로 人間奉仕組織에 대한 焦點은 비교적 最近의 現象이라고 할 수 있다. 그런데 人間奉仕實務家에게는 組織에 대한 理論選擇이 重要하다. 왜냐하면 이런한 選擇을 통해서 組織機能을 改善하는 데 使用되는 戰略의 範圍를 規定하게 되기 때문이다. 本 硏究論文에서는 組織에 관한 主要理論的인 接近方法들 中 一般組織에 관해서는 물론 특히 人間奉仕組織에 관한 一貫되고 포괄적인 理論的 接近의 시도로서 政治經濟學的 視角이 理論的 統合의 努力을 통해 組織分析을 위한 大局的인 틀을 提供해 주는 것으로 본다. '政治經濟學'이라는 이름하에 포함되는 많은 다른 理論들 中에서 특히 Gary L. Wamsley and Mayer N. Zald에 限定되는 政治經濟學的 組織理論을 本 論文에서 다루고자 한다. 그러나 그들의 理論은 지금까지 몇몇 學者들에 의해 주로 하나의 理論的 테두리로서만 이용되어 왔을 뿐, 實在하는 組織의 分析에는 도입되지 못하였다. 따라서 本 論文은 이러한 政治經濟的 視角을 實在의 人間奉仕組織 중 病院組織, 구체적으로는 서울大學校病院을 中心으로 적용시킴으로써 서울 大學校病院의 組織生活의 多樣한 측면을 記述하고 범주화(Categoirze)시켜 보고자 한다. 그러므로 政治經濟的 視角을 構成하는 1)政治的·環境的 構造와 過程, 2)政治的·內部的 構造와 過程, 3)經濟的·環境的 構造와 過程 그리고 4)經濟的·內部的 構造와 過程의 各 構成要素들을 가지고 人間奉仕組織 에 적용함으로써 結局 人間奉仕組織 의 實務家들이 어떤 한 問題에 대해서도 보다 포괄적이고 복합적인 理解를 하여야 한다는 必要性을 實例를 통하여 제시하고자 하는 바이다.;The hallmark of modern society, particulary of its advanced industrial states, is the pervasiveness of bureaucratic organizations explicitly designed to manage and promote the personal welfare of its citizens. We denote that set of organizations whose principal function is to protect, maintain, or enhance the personal well-being of individuals by defining, shaping, or altering their personal attributes as "a human service organizations". The proliferation and dominance of human service organizations in our lives is an outgrowth of the modern welfare state. But both the similarity and the distinctiveness of human service organizations to other bureaucracies create a question about which organizational theory is appropriate for the study of these organizations. I believe that the political economy perspective gives us a coherent and comprehensive theory of organizations in general and of human service organizations in particular. Wamsley and Zald's Limited use of the term 'political economy' suggests that organizations, especially public organizations , are influenced by both political and economic factors. Political and economic factors are then seen to affect both internal and external aspects of the organization's functioning. The juxtaposition of the politics-economics dichotomy and the internal-external dichotomy results in a four-cell classification of organizational structure and process through which Wamsley and Zald propose to analyze the workings of public organizations. It is an attempt to synthesize some of the themes developed in other theoretical perspectives, particulary the system theory decision-making theory, contingency theory, and the neo-Marxian perspectives. Since this synthesis is still in its infancy, it didn't provide a systematic empirical theory of public administration, so provide only a broad conceptual scheme for organizational analysis. But this study apply the political economy perspective to an empirical human service organization practically. The object of this analysts is the Seoul National University Hospital. That is to say, this study apply the major components of the political economy to the Seoul National University Hospital as a case of human service organizations. In describing and categorizing various aspects of organizational life of the Seoul National University Hospital, after all, I attemp to provide necessity of a comprehensive understandings about human service organizations in practice.
