대학도서관의 외국학술지 협력수집에 관한 연구

Abstract

There is growing need for fast communication among scholars owing to the rapid development of knowledge ad technology. Accordingly the importance of scholarly journals is increasing than ever before. The number of scholarly journals is increasing in a great quantity and increase rates of the subscription surpass those of other materials. As a result, this brings the pressure on the university library budget for materials. The purpose of this study is to reduce duplication of foreign scholarly journals among university libraries in Korea and to provide users access to as more journals as possible. In other words, this is an elementary study for the development of the cooperative acquisition system to contribute to the development of science and technology. Several foreign cases have been reviewed in order to find out purposes, patterns and methodologies of various cooperative systems in library acquisitions. With a view to finding out feasibility of cooperative acquisition system among Korean university libraries, included in this study are researches on the import price increases of foreign scholarly journals, duplication of the journals, and the comparison costs between owning cost of libraries versus borrowing cost from others. The results of the study are as follows: 1. The average annual increase of importing cost for foreign scholarly journals records 36.6 percent, and higher than the increase rate of 13.9 percent at home country. 2. Duplication status of foreign scholarly journals of the sample libraries studied shows 663 titles, which consist of 45.5 percent of the total periodicals. 3. The result of cost comparison shows owing is more cost effective than borrowing from other libraries if and when the minimum uses reach as following. Use per year Subscription rate 8.9 times free subscription 22.6 〃 $20 35.7 〃 $40 49.1 〃 $60 63.3 〃 $80 This study concluded that it is a very cost - effective when we reduce the duplication of high priced foreign scholarly journals which is generally less used. Furthermore, it will be more effective to utilize the sophisticated delivery system in order to motivate cooperative acquisition.;학문과 기술의 발달로 사람들은 더욱 신속한 커뮤니케이션을 요구하게 되었고, 이로 인해서 학술잡지의 중요성은 점점 높아가고 있다. 학술지의 출판은 계속하여 늘어나고 있고, 그 가격의 인상 또한 다른 자료를 앞지르고 있으나 대학도서관의 예산은 이를 따라가지 못하고 있다. 본 연구의 목적은 우리나라 대학도서관사이의 외국학술지 중복수집을 줄이고, 이용자를 더 많은 자료에 접근 할 수 있게 하여 학습교육, 연구를 통한 학문과 기술의 발달에 기여 할 수 있는 협력수집씨스템의 개발을 위한 기초연구이다. 이를 위하여 외국의 사례를 고찰함으로써 협력수집 유형과 방법 및 요인들을 조사하였다. 우리나라 대학도서관사이의 협력수집씨스템개발의 가능성을 알아보기 위한 기초조사로 외국학술지의 수입가격인상과, 학술지의 중복실태를 조사하고, 잡지의 自館소장비용과 타도서관대출비용을 비교하기 위한 비용연구를 시도하여 다음과 같은 결과를 얻었다. 1. 외국학술지의 수입가격인상율은 출판국의 인상율인 연평균 13.9 %보다 높은 년평균 36.6 %이다. 2. 선정도서관의 학술지 중복실태조사결과 조사대상잡지의 중복율은 45.5 %로 나타났다. 3. 비용연구결과 구독료를 지불하지 않는 잡지는 이용빈도가 1년에 8.9회이상, $20인 잡지는 22.6회, $40인 잡지는 35.7회, $60인 잡지는 49.1회, $80인 잡지는 63.3회 이상일 때 자관에서 소장하는 것이 타도서관에서 빌려보는 것보다 비용면에서 효과적인 것으로 나타났다. 기초조사결과 이용이 많이 안되고 구독료가 비싼 외국학술지를 협력수집하여 중복을 줄이게 되면 비용면에서 효과가 크기 때문에 대학도서관간의 협력수집 가능성은 크다고 본다. 더 나아가서 협력수집의 궁극적 목적인 자료의 상호이용을 위해서 펙시밀리와 같이 성능이 우수하고 속도가 빠른 자료전달수단을 이용한다면 협력활동의 효과가 커지게 될 것이다.
