한국의 공적연금의 소득재분배적 효과에 관한 연구

Abstract

본 연구는 현행 세개 공적연금인 공무원연금, 군인연금, 그리고 사립학교 교원연금과 국민복지연금을 소득재분배적인 측면에서 연구분석하여 우리나라 연금제도의 전반적인 성격을 규명하고 그 개선책을 모색하고자 하는데 목적을 두었다. 이를 위하여 Neil Gilbert와 Harry Specht의 복지정책의 분석틀을 활용하는 동시에 재분배적 관점에서 적절한 대안을 이용하여 연금정책 분석을 위한 틀을 계시하고자 하였다. 분석을 통하여 얻은 결론은 다음과 같다. 첫째, 보호대상범위와 재정방식을 분석한 결과, 현행 세개 공적연금에서는 일반대중으로부터 특수직역층에게로의 역진적인 재분배가 일어나고 있음을 알 수 있었고, 국민복지연금에서도 제 2종 가입자로부터 제 1종 가입자에게로의 역진적인 재분배가 일어날 가능성이 큰 것으로 나타나고 있다. 둘째로, 급여산정방식을 분석한 결과, 현행 세개 공적연금에서는 하향적인 재분배 효과가 거의 없는데 비하여, 국민복지연금에서는 소득비례제에 의한 각출과 급여시의 균등부분으로 인하여 긍정적인 재분배를 초래할 수 있을 것으로 나타나고 있다. 이와같이 상대적으로 보면 국민복지연금이 현행의 세개 공적연금보다는 긍정적일 재분배를 초래할 것으로 생각된다. 그러므로 현재의 역진적인 상황을 시정하기 위해서는 국민복지연금이 조속히 실시되고 현행 세개 공적연금이 그 속에 통산내지는 통합되어야 하겠다. 그리나 국민복지연금도 자체내에 많은 문제점을 갖고 있으므로, 시행되기 전에 수정·보완되어야 할 몇가지 개선책을 제시하였다. 특히 초기부터 2종가입자를 모두 포함하는 실질적인 국민개보험제로 출발하여야 할 것이다.;This study is to analyze the nature of the whole public pensions in Korea and to present the alternatives in view of vertical income redistribution. For this purpose, I utilize the policy analytic framework of Neil Gilbert and Harry Specht and I propose and adequate alternative in each dimension. The conclusion are : First, the results of analyzing the coverage and the mode of financing are a) there is the reverse redistribution from the general public to a civil servant, a serviceman, and a private school teacher in the existing three public pensions. b) it is likely that there will be the reverse redistribution from a farmer and a small independent businessman to a wage earner in the national welfare pension. Second, the result of analyzing the mode of benefit system as follows : While there is no effect of the downward redistribution in the existing three public pensions, it is expected that there will be an effect of positive redistribution in the national welfare pension. Therefore, the national welfare pension should be carried out right now and the existing three public pensions are to be included in it. But, before that, the national welfare pension should be modified and compensated in terms of vertical income redistribution. Especially, from the beginning stage, the national welfare pension must adopt a comprehensive coverage which included all the people in Korea.
