dc.description.abstract본 논문은 최근 상이한 재정의 과정을 겪고 있는 한미동맹과 미일동맹의 원인 및 배경을 비교 · 분석함으로써 냉전종식 이후 변화된 안보환경을 보여주고자 한다. 현실주의적 국제정치 하의 국가에게 동맹형성은 가장 유효한 안보증진 정책 중 하나인바, 동맹과 관련 정책의 변화는 그 국가의 대내외적 안보환경을 효과적으로 드러내고 있다. 따라서, 탈냉전기 한미동맹과 미일동맹의 변화와 그 원인에 대한 이해는 변화된 동북아안보정세를 반영하고 있다고 할 수 있다. 냉전기 미국주도의 두 동맹은 냉전체제가 제공하는 단순화된 전략적 이해를 기반으로 유사한 형태로 형성되고 변화되었다. 그러나, 탈냉전 이후, 비대칭적 자율성 · 안보 교환 (asymmetric autonomy-security trade-off) 동맹으로 형성 및 유지 되던 두 동맹은 1996년 미일동맹이 “신가이드라인” 발표를 기점으로 대칭적 국력집합 (symmetric capability aggregation) 동맹으로 노선을 잡음으로써 이전 동맹관계에 머물러있는 한미동맹과 차이를 노정하기 시작하였다. 동맹이론에 입각하여 동맹관계 변화의 원인으로 지적된 동맹파트너의 신뢰도, 공유된 위협인식, 국내 정치환경이라는 세가지 요소에 의거하여 한미동맹과 미일동맹을 비교한 결과, 미일동맹의 경우 미국의 강화된 공약, 유사한 국제적 지위에 따른 글로벌 차원과 지역 차원의 위협인식 공유, 미국과의 안보동맹관계 유지에 우호적인 일본의 국내적 정치환경이 존재함이 확인되었다. 반면, 한미동맹의 경우, 변화된 국제전략에서 미국의 한국에 대한 개입(engagement)의 상대적 불변, 위협인식의 정도에 대한 양국의 불일치, 그리고 동맹관계에 대해 회의적인 한국내 정치환경 등이 한미동맹의 재정의 과정에 도전요소로 작용하고 있다. 이러한 동맹 관계의 변화는 탈냉전으로 인해 국제적 안보환경과 구별되는 지역적 안보복합체(security complex)가 각 국가의 안보환경과 전략에 미치는 중요성이 현저해진 국제관계와 보다 복잡한 전략적 선택을 해야 하는 개별 국가들의 상황을 여실히 보여주고 있다 하겠다.;This thesis is to identify the background of widening disparity between the US-Japan and the US-ROK alliances from the end of the Cold War and to the present. As alliances in international relations are the very subjects of changes according to the international security environments and domestic conditions, an in-depth review of the two bilateral alliances in Northeast Asia effectively provides an outline of the altered security environment and domestic conditions of the region and each state. The US-Japan and the US-ROK alliances, during the Cold War, equally operated in a parallel form as an asymmetric security-autonomy trade-off alliance. The simplifying impact of the bipolar international system allowed Tokyo and Seoul to share similar strategic interests, threat perceptions, and alliance interests with Washington. However, after the Cold War, the security environment of all the three states was changed, and the US-Japan alliance is moving toward a symmetric power aggregation model while the US-ROK alliance remains relatively in a static form. According to the theoretical factors considered to be relevant to affect the changes of alliances, which are credibility of the stronger alliance partner, threat perception, and domestic politics, the two US-led security ties reveal salient differences. The intensified US commitments in Japan, common threat perception on global and regional level based on their similar status in international politics, and pro-alliance political culture of Japanese domestic politics are encouraging the reconsolidation of the alliance. On the other hand, relatively static US engagement in ROK, disagreement on the level of threat perception, especially in regard of North Korea, and South Korea’s reluctant domestic attitudes toward the US and the alliance are putting the US-ROK alliance in a relatively unchanged form. This analysis implies the complicated regional security complex of Northeast Asia that became more salient in international security since the end of the Cold War.-
