‘De Jure’ Dollarization and Economic Development

Abstract

지난 반세기 동안 중남미에서 에콰도르와 엘 살바도르는 자국 통화를 버리고 미국 달러를 자국 통화로 도입하였다. 이러한 달러라이제이션에 대한 논의는 1990년대부터 미국과 중남미에서 활발하게 전개되었지만 역사상 실제 사례가 적어 그 기대효과와 전망을 내놓는데 한계가 있다. 본 논문에서는 달러라이제이션에 대한 이론적 고찰과 함께 중남미 지역의 달러라이제이션 사례들을 파나마, 에콰도르, 엘살바도르 3국을 중심으로 살펴보았다. 달러라이제이션은 사례국들의 기대에 부응하였는가? 최적통화지대 이론(Optimum Currency Area Theory)과 달러라이제이션 옹호론에 따라 최근의 사례들은 달러라이제이션이 일반적으로 물가상승률을 억제하여 물가안정에 기여하였으며 차입금리를 낮춰 투자환경에 긍정적으로 기여하는 바탕이 되었음을 보여주었다. 그러나 본 논문의 최근의 에콰도르와 엘살바도르 사례 비교를 통해 도입배경이 다른 두 국가에서 달러라이제이션의 기대효과 및 전망에 대해 사례별 차이가 존재함을 밝혔다. 중남미 내 달러라이제이션을 고려하는 다른 국가들에게 있어 미국의 화폐를 채택하는 통화제도가 경제안정 및 부흥을 위한 진정한 대안이 될 수 있는지에 대한 신중한 검토가 필요하다고 할 수 있겠다.;Over the past half decade Ecuador and El Salvador have adopted the U.S. dollar as its legal tender in their countries. Even though dollarization debate has been active recently in the Americas empirical evidences are limited to generalize the actual effects of dollarization. This thesis examines and analyzes the chronical record of the macroeconomic performances of the dollarized economies in the region, Ecuador and El Salvador, until now. Has dollarization fulfilled its expectations in the concerned countries? As expected by the proponents of the dollarization measure and OCA theory, recent dollarization seems to stabilize or maintain the national accounts mainly by reducing or keeping inflation rate low. Generally interest rates are also observed to reach and picture a low rate. However, comparison between cases explored in the thesis show that consequences may vary. In situation of economic difficulties of Ecuador, especially in exchange rat fluctuations and soaring inflation, dollarization helped the country control inflation and stabilize the macroeconomic performance in general. However, as in El Salvador where economic performance was fairly stable, it proved to be ineffective in improving and promoting a better performance in the short run.
