기독교의 전래에 따른 한국사회복지활동에 관한 연구

Abstract

The purpose of this study is to reconsider the significance of early social welfare activities of Christianity in Korea through the developmental process in the field of social welfare Before institutionalization of social welfare activities in Western society, the Christian church played a leading role in practicing and carrying out social activities which in essence is the practice of religious teachings. Charitable work, and social reform movement that was based on equality of human beings and stress of good work were the various activities carried out by the Christian church before institutionalization of social welfare activities. In Korea, Christian social welfare activities started with the introduction of Christianity. The Roman Catholic church began its work from 1784-1884. The Protestant Movement also began their work from 1884-1910. The Roman Catholic work centered around child relief work because they had less freedom and they were presecuted by the society in which many Catholics died for their faith. On the other hand, the Protestant Movement had more freedom for practicing their religion and carrying out social activities. This brought about a rapid change in social activities. The social needs were freely expressed by the people. Therefore, charitable relief work for individuals and social reform movement for the community became the objective of the Protestant Movement. Charitable work and social reform movement were the early activities of social work done by the Korean church. This so far accomplished to an extent the meeting of social problems and dealing with social needs. However, the Japanese invasion divided the church and weakened social welfare activities. After "Eulasbohojoyak-Protectorate Treaty", 1905, the church activities were divided into worship revival movement and national struggle movement to free the nation from the Japanese rule. The invasion, on one hand ruined the developmental phase of social welfare work and the practical aspect of social work by Christians in Korea.;본 연구의 목적은 기독교가 주체적 역할을 하였던 사회복지활동들의 전개과정을 통하여 우리나라에서의 초기 기독교사회복지사업이 가지는 의미를 재고해보려는 것이다. 기독교사회복지사업은 기독교회 또는 기독교인이 주체가 되어 기독교의 복음을 실천하고 표현한 것으로써 서구에서는 기독교회가 사회 복지제도화이전의 주체적 역할을 담당하여 자선사업에서부터 사회개량 운동에 이르기까지 다양한 사업들을 전개하였으며, 기독교의 사상이 사회복지이념의 기초를 이루어 왔다. 우리나라에서는 기독교의 전래와 함께 기독교에 의한 사회복지사업이 시작되었는데, 그 시기와 주체에 따라 천주교의 전래기( 1784∼1884 )와 개신교의 전래이후 ( 1884∼1910 )로 나누어 볼 수 있다. 천주교 전래기는 100년이라는 오랜 기간을 포함하고 있지만 박해와 순교라는 사회상황으로 인해 천주교회 중심의 아동구제사업만이 사회 복지사업의 명맥을 이어왔다고 하겠다. 개신교 전래이후에는 포교의 자유를 얻게 되고, 급격한 사회변동으로 다양한 사회적 요구들이 표출되어 개인을 대상으로 한 자선구제사업과 사회를 대상으로 한 사회개량운동이 활발하였다. 이렇게 기독교에 의한 우리나라의 초기 사회복지사업은 자선적인 유형과 사회개량운동이 공존하면서, 기독교의 이념을 통하여 사회문제에 대처하고 사회적 요구들을 수렴하는 역할을 수행하였다. 그러나 을사보호조약이후 일제의 침략이 노골화되면서 기독교회는 신앙부흥운동과 항일·구국운동으로 양분되었으며 이를 계기로 기독교의 실천적인 측면인 사회복지활동은 약화되어 일제시대에 들어서면서는 그 단계적인 발전이 좌절되고 있다.
