다국적 기업과 개발도상국

Abstract

본 논문의 목적은 다국적 기업이 개발도상국의 정치 및 경제발전에 어떠한 영향을 미치는가를 분석하는데 있다. 지금까지 이루어진 다국적 기업에 관한 연구는 다국적 기업이 개발 도상국에 긍정적인 영향을 미친다고 가정하는 자유주의적 모델과 다국적 기업이 개발 도상국에 부정적인 영향을 미친다고 가정하는 종속 모델로 양분되고 있다. 자유주의적 모델에 의하면, 다국적 기업은 개발 도상국에 진출하여 자본을 제공해 주는 역할을 하고, 개발 도상국 국민을 훈련시켜 기업가 및 기업이 발달하는데 공헌한다. 그리고 다국적 기업은 개발 도상국의 기술발전에 공헌하고, 개발 도상국의 소비자에게 다양한 상품의 선택 가능성을 제공함으로써 전국민에게 이익을 준다. 반면에 종속 모델에 의하며, 다국적 기업은 개발 도상국에서 자본을 유출시키는 역할을 하고, 개발 도상국의 기업가 및 기업을 제거 혹은 폐쇄해 버린다. 그리고 다국적 기업은 개발 도상국의 기술 발전에 공헌하지 못하고 개발 도상국 사정에 적합하지 않은 소비형태를 이전하며, 다국적 기업과 관련을 맺고 있는 일부 국민들에게만 이익을 제공한다. 본 논문은 이와 같이 상반되는 모델을 나이지리아 경우에 적용시켜 검토함으로써 개발 도상국에 대한 다국적 기업의 영향을 분석해 보았다. 나이지리아를 분석하면서 본 논문은 다국적 기업이 나이지리아에서 자본을 유출시키는 역할을 하고, 기업 발달을 방해하며, 나이지리아 국내 기술을 발전시키는데에 무관심하고 기업의 목표에 맞춰 나이지리아 국민의 소비 형태를 변경시키는 역할을 한다는 평가를 내릴수 있었다. 그리고 다국적 기업은 나이지리아에서 다국적 기업으로 부터 이익을 얻을 수 있는 그룹을 만들어냄으로써 일부 국민에게만 이익을 주는 것으로 판명되었다. 그러므로 나이지리아의 경우 다국적 기업은 부정적인 영향을 미치는 것으로 평가할 수 있다. 그러나, 본 논문은 다국적 기업이 나이지리아에 부정적인 영향을 미쳤다는 사실이 판명되었다고 이것을 경제 상황이 다르고 다국적 기업의 투자를 받아들인 정도가 다른 모든 개발 도상국에 똑같이 적용된다고 일반화하고자 하는 것은 아니다. 그보다는 두 상반되는 모델을 이론적 틀로 사용하여 나이지리아 사례를 분석함으로써 다국적기업이 개발 도상국에서 부정적인 역할을 할 수 있다는 사실을 제시하고자 하는 것이다.;The purpose of this study is to analyse the impact of the multinational corporations on political and economic development in the developing countries. There are two opposing models on the study of the multinational corporations, one is the liberal model which begins with the assumption that the multi-national corporations play a positive role in the developing countries, the other is the dependency model which begins with the assumption that they play a negative role in the developing countries. The liberal model offers four hypotheses: (1) multinational corporations (MNCs) supply capital to the developing countries, (2) MNCs train the people and encourage the development of entrepreneurship, entrepreneurs and enterprises in the developing countries, (3) MNCs contribute to the development of technology in the developing countries, (4) MNCs offer the people the possibility to choose various goods and diffuse the profits which they have produced to all of the people in the developing countries. On the other hand, the dependent model offers four opposing hypotheses: (1) multinational corporations outflow capital from the developing countries, (2) MNCs eliminate entrepreneur-ship and entrepreneurs, and exclude the possibility to develop enterprises in the developing countries, (3) MNCs do not contribute to the development of technology, and transfer inappropriate consumption patterns in the developing countries, (4) MNCs distribute profits only to a small portion of the people who cooperate with them. This study examines these opposing hypotheses inferred from two models and applies them to the Nigerian case. This study found that multinational corporations out flowed the capital, eliminated the entrepreneurship and entrepreneurs, did not contribute to the development of technology, and altered the consumption patterns in Nigeria. Multinational corporations distributed profits only to a small portion of the people and created special groups which have been cooperated with them in Nigeria. On the basis of the findings, this study may draw a conclusion that multinational corporations have brought negative impacts on political and economic development in Nigeria.
