Abstract
본 논문은, 1996년에 인도네시아 수하르토 정부가 도입한 국민차 사업 사례를 통해, 외국인직접투자를 유치하기 위한 현지국 정부의 개입에 관한 연구를 하고자 한다. 인도네시아와 한국의 두 기업인 ‘티모르 푸트라 네셔널’과 ‘기아’가 합작으로 ‘티모르’라는 국민차를 독점 생산하고, 정부로부터 절대적인 세제상의 혜택을 받은 이 사례는, 현지국 정부의 강력한 차별정책이 어떠한 결과를 낳게 되는지 보여준다. 외국인투자를 유치하기 위한 인도네시아 정부의 전략이 최혜국대우 원칙과 내국민대우 원칙 등 WTO 시스템에 충돌함으로써, WTO의 결정을 존중하여 인도네시아 정부는 국민차 사업을 중단하였다. 결국, 자국의 자동차산업을 육성하고자 했던 인도네시아 정부의 목표가 실패로 돌아갔다. 이는, WTO 시대에 정부개입은 최소화하고, 필요할 경우에도 WTO 법률을 준수하는 개입만이 성공할 수 있음을 보여준다. 다른 한편, 개발도상국 및 그 유치산업의 육성을 도울 체제 또한 절실함을 보여준다. 본 논문의 분석틀은 외국인투자를 유치하는 요인들과 정부개입에 관한 여러 학자들의 이론에서 도출하였으며, 한정된 자료의 특성상 인도네시아 및 국제 여러 일간지 및 간행물을 참고하였다.;This thesis, by examining the “PT-Kia Motors” case, aims to discuss how host government intervention on the industry should be implemented today. With a goal to facilitate its\ automotive industry, the Suharto Government of Indonesia created the concept of ‘national car’ and provided advantages to a company named Timor Putra National (TPN) to produce it. TPN formed a joint venture with South Korea’s Kia, and enjoyed the position to have the only right to produce ‘Timor,’ the national car. This created severe complaints from other international firms operating in Indonesia along with those from the home governments. Therefore, the plan was stopped by WTO’s decision that it violated WTO laws and is inappropriate. In other words, the goal of the Suharto Government to foster Indonesia’s automotive industry failed. I reviewed and utilized theories of various scholars in this thesis, and examined two major elements I found as the pull factors of the Indonesian government: providing Kia with the environment to control technology and survive in the market competition. Also, from Gilpin’s (2001) argument that nation-states are still the most important decision-maker, and the neoinstitutionalist view, I stood that both cannot be neglected. Therefore, I concluded that government intervention should be minimized, and that it should be under the WTO system even when necessary. Additionally, WTO should provide assisting measures for developing countries and infant industries.
