Economic Activities of South Korean Women

Abstract

본 논문은 1997년 많은 아시아 국가들의 경제적 침제를 불러 일으킨 아시아 경제위기가 한국의 경제, 특히 한국 여성의 경제활동에 미친 영향 및 그 원인을 분석하고자 한다. 아시아 경제위기는 한국 경제에 전체적으로 많은 어려움을 가져왔지만, 그 중에도 특히 여성들의 경제 활동에 부정적인 영향을 미쳤다. 연구자료에 의하면 아시아 경제위기 기간 동안 여성들이 동일 조건의 남성들보다 직장을 더 많이 잃었으며 일을 하더라도 정규직이 아닌 계약직원이나 파트타임 직원으로 일을 하는 경우가 많았다. 이 논문은 “여성(性)”이 “여성 계급”으로 발전하였고, 이에 따라 여성들이 “산업예비군 (reserve army of labor)”로서의 역할을 하고 있다는 사회주의 페미니즘 (socialist feminism)의 주장을 바탕으로 경제 위기 시 여성들이 남성들보다 더 많은 어려움을 겪는 이유가 한국 사회에 큰 영향을 미치는 유교사상 때문이라고 주장한다. 이러한 현상은 특히 한국과 같이 상공업이 발전한 경제에서 두드러지는데, 이는 유교사상의 가부장제가 자본주의 사회에서 여성의 종속적인 역할을 강조하기 때문이다. 따라서 여성들은 남성들과 동등한 경제 활동군이 아닌 “산업예비군”으로서 경제위기 시 가장 먼저 직장을 잃거나 비정규직으로 채용 되는 등 경제침제가 가져오는 어려움을 더 많이 겪으며, 이는 남성들과 동일한 능력을 갖춘 여성들이 남성들만큼 경제활동을 필요로 할 때도 마찬가지이다. 여성들의 경제활동 촉진을 위해서는 유교 사상 및 부권제의 영향으로 여성들이 부당한 대우를 받는 것을 최소화 하는 것이 중요한데, 정부 (여성가족부)는 정규직원의 동일한 남여비율, 비정규직원 비율 제한, 그리고 비정규직원들의 노동조건 개선을 장려하는 제도를 도입하고 이를 효과적으로 수행 할 위원회를 수립하는것으로 유교사상이 여성들의 경제활동에 미치는 부정적인 영향을 최소화 할 수 있다.;This paper attempts to discuss the impact of the Asian financial crisis on South Korean women’s economic activities and argues that women’s economic activities are undermined more than that of men because of deeply rooted Confucian values that emphasizes patriarchal cultural norms in South Korea. Using socialist-feminist perspective - that argues “women as gender” is added as “women as class,” and thus, women serve as ‘reserve army of labor,’ - as its theoretical framework, this paper examines women’s economic activities before, during, and after the Asian financial crisis. Empirical evidence shows that women suffered more severely than men during economic depression and despite improvement in women’s economic status, women still do not have equal “power of property” as men since the number of women working in non-farming sector (where economic power is concentrated in industrialized society like South Korea) is less than men. Also, even economically active women tend to be part-time or contract workers who are not guaranteed the same quality of work conditions as regular full-time workers. Furthermore, women’s economic activities decreased while men’s economic activities increased during the Asian financial crisis. This paper concludes that findings on women’s economic activities during the economic depression coincides with arguments of socialist-feminist perspective, and recommends the Ministry of Gender Equality and Family to establish an office that would provide support for working women and diminish negative influence of patriarchal norms that undermine women’s economic activities.
