dc.description.abstract이 논문은 광산분야의 발전과 그 수익의 사용과 관련하여 몽골의 민주화가 왜 더 악화된 정책결정을 이끌었는지를 설명한다. 논문은 실례로 고도로 정치적인 투자합의인 오유톨고이 구리,금 투자합의(OTA)를 실증한다. OTA 결정의 결과물은 환경과, 지방발전 그리고 노동분야에 부정적인 영향을 가져왔다. 나는 지나친 정당경쟁과 취약한 시민사회가 이 세가지 분야에 관한 정책입안에 중요한 요소라고 주장합니다. OTA에 의해 직접영향을 받는 유목민들과 지방공동체는 OTA 정책결정과정에서 광범위하게 배제되었다. 그리하여 , 물 부족으로 인한 전통유목생활을 수행할 수 없고, 토질불량화, 환경오염과 실업 등의 심각한 도전을 OTA는 받고 있다. 게다가 지역사회의 그들의 불만을 알릴 적당한 소통의 기관이나 제도도 부족하다. 그러므로, 정책입안과정에서 몽골의 지속 가능한 발전향상과 광업수입의 책임 있는 집행을 위하여 유목민과 지방시민들의 참여가 절실하다고 하겠다.;This thesis explains why the democratization process in Mongolia has led to worse policy decisions concerning the mining sector and the use of mining revenue. This study demonstrates the highly politicized investment agreement of the Oyu Tolgoi copper-gold deposit, (OTA). The outcome of OTA decisions has negative effects on the environment, local development and labor. I argue that the role of excessive party competition and weak civil society are important factors shaping the policy concerning these three sectors. Herders and local community, who are directly affected by the OTA, were largely excluded from the OTA decision making process. Therefore, OTA faces some serious challenges from this group of people since they are unable to carry on with their traditional herding activity coupled with insufficient water supply, land degradation, environmental pollution and unemployment. Furthermore, the herders and the local community lack appropriate institutions to channel their complaints in the local areas. Therefore, there is a dire need to include herders and the local community at the decision making level in order to ensure accountability with respect to the mining revenue and to promote sustainable development in Mongolia.-
