Development Challenges from a Human Security Perspective

Abstract

Sustainable economic growth and reduction of poverty are essential development purposes for Latin American countries. Certain issues such as crime and violence, however, impede the realization of development since it restrains the effectiveness of the States and the international community efforts to reduce poverty and achieve economic growth. Honduras is considered among the poorest countries in Latin America and is the country with the highest homicide rate in the world. To address this issue, the state has made efforts over the last decade. However, Honduras´s political crisis in 2009 broke two years of political turmoil; shifting the attention and resources from the government and the international community away from combating organized crime, and resulting in institutional and political conflicts which raised the levels of insecurity. In this context, this study analyzes the governance failure to respond to violence and crime and how this has affected development in Honduras. In other words it reaffirms the linkage between crime, violence and development. The major findings of this paper are: (1) crime and violence in Honduras is a stronger issue than the efforts made by the State or the international community (2) pro-peace policies are more necessary than pro-growth policies in the country, (3) the referent object of crime and violence are all citizens, not only the most vulnerable (4) violence and crime represents an enormous obstacle to development and reduction of poverty in the country. The study highlights the major concentration by the State and the International Community on the political and social rights of individuals; rather than life itself. Crime and violence have not been addressed as human security threats to development and at the same time, individuals have not been protected. The lessons from this research will be of importance in providing long term strategies for Honduras and other countries in Latin America to reassure the importance of human security in its core for the development of any country.;지속가능한 경제성장과 빈곤 감소는 라틴아메리카 국가들에게 중요한 국가 발전의 목표이다. 하지만 폭력과 범죄와 같은 특정한 문제들은 경제성장과 빈곤퇴치를 위한 국가와 국제사회의 노력을 크게 저해함으로써 국가 발전 목표의 실현을 저지한다. 온두라스는 라틴아메리카 국가들 중에서도 가장 가난한 나라 군에 속하며 세계에서 살인율이 가장 높은 나라이다. 온두라스는 이 문제를 해결하기 위해 최근 십년 간 많은 노력을 해왔다. 하지만 2009년의 정치적 위기는 정치적 혼란을 불러일으켰다. 정부와 국제사회의 관심과 자원은 조직적인 범죄와의 전쟁으로부터 멀어졌고, 이는 제도적 정치적 분쟁을 야기시켰으며, 이에 따라 국가의 불안정은 고조되었다. 이러한 맥락에서, 본 연구는 인간안보 위협에 적절하게 대처하지 못한 정부의 실패가 어떻게 온두라스의 개발문제에 영향을 미쳤는지를 분석할 것이다. 다시 말해, 본 연구는 범죄, 폭력 그리고 개발과의 연관성을 재확인할 것이다. 본 논문의 결론은 다음과 같다: (1) 국가와 국제사회가 노력했던 것보다 온두라스의 폭력 및 범죄 문제는 더욱 심각한 문제이다. (2) 경제성장을 위한 정책보다는 안정과 평화를 위한 정책들이 더 필요하다. (3) 폭력과 범죄의 대상은 사회적 약자뿐만 아니라 모든 시민 이다. (4) 폭력과 범죄는 국가발전과 빈곤퇴치에 있어서 큰 방해요소가 된다. 본 연구는 인간의 삶 자체 보다는 개인의 정치적 사회적 권리를 강조한다. 폭력과 범죄는 개발에 있어 인간안보 위협 문제로 다뤄지지 않았으며 동시에 개인들은 보호를 받지 못했다. 본 연구의 시사점은 온두라스 및 다른 라틴아메리카 국가들이 국가발전 정책에 인간안보의 중요성을 핵심사안으로 다룰 수 있도록 장기적 관점의 개발전략을 마련해야 된다는 것이다.
