네트워크 거버넌스 성과인식에 대한 영향요인

Abstract

전통적으로 표준정책은 정부주도의 산업정책영역이었다(송희준 외, 1993). 그러나 정부에서 거버넌스로(from government to governance)의 변화가 표준정책영역에서도 일어나고 있다. 1980년대 말 정보통신기술의 발달이 가속화, 다양화되는 동시에 통합화 경향이 나타남에 따라 기존의 국가주도의 표준화 활동만으로는 빠른 기술발달과 시장환경변화에 적절히 대응하기가 어려워졌다(강하연 외, 2006). 또한 시장경쟁에 의해 결정되는 사실상의 표준(de facto standards)의 승자독식(Winner Takes All), 열등기술의 잠김(lock in)현상 등의 문제점들이 대두되면서 대응방안으로서 다양한 이해관계자들이 참여하는 네트워크를 통한 포럼/컨소시엄 표준의 형태가 자리잡게 되었다(송희준, 2010). 이에 본 논문은 표준화 포럼/컨소시엄을 대상으로 네트워크 거버넌스의 성과영향요인에 관하여 실증분석을 시도하였다. 실증 분석을 위해 표준화 포럼/컨소시엄의 회원들을 대상으로 온라인 설문조사를 실시하였다. 기존의 문헌 연구들을 토대로 분석의 틀을 세워 네트워크 행위자, 상호작용, 구조, 관리, 성과에 관한 측정변수로부터 설문문항을 도출했고, 7점 Likert 척도를 사용하였다. 성과는 총 5가지 지표로 측정하였다. 행위자가 포럼활동을 계속할 의지와 포럼활동의 만족도, 표준포럼 활동으로 인한 소비자 편의성 증대, 기술교체비용 감소, 국가경쟁력 향상에 기여이다. 총 300명 중 107명이 응답(응답률 35%)한 데이터를 가지고 회귀분석을 실시한 결과, 이들 성과에 미치는 영향요인분석 결과는 다음과 같다. 전반적으로 포럼활동의 성과는 행위자와 행위자의 상호작용에 유의미한 영향을 받는 것으로 드러난다. 성과 별로 분석한 결과를 보면, 우선 행위자가 포럼활동을 계속하겠다는 의지는 구성원들의 수와 전문성이 높을수록, 구성원들간의 정보공유를 많이 할수록, 그리고 NAO의 관리가 효율적이고 공정할수록 높아진다. 두 번째 성과지표인 행위자들의 만족도는, 응답자들은 다른 어떤 활동이나 구조적 요인보다도, 관리조직이 효율적이고 공정할수록 만족하는 것으로 나타난다. 마지막으로 사회적 수준의 성과로서 소비자의 후생증진, 국가경쟁력 향상에의 기여는 포럼 행위자들이 정보공유를 많이 할수록 높게 인식이 된다. 의사소통, 규칙준수, 신뢰 등의 행위자들의 상호작용 중 정보공유 활동이 가장 중요한 성과영향요인으로 나타난다. 결론적으로 네트워크관리조직은 구성원들의 정보공유활동을 높이도록 중재나 조정의 업무보다는 자원배분과 자율적 리더십에 중점을 두어야 할 것을 시사하고 있다.;In the area of standardization policy, network governance takes the form of standardization forum or consortium. It consists of specialists from business, academia, and research centers and other stakeholders with the challenge of de jure standards made by government or formal institutions and de facto standards by market competition. This study explores the determinants of Network Governance Performance in the ICT Standardization Strategy Forum. To estimate the factors impacting Network Governance Performance in the area of standardization, I conducted an online survey with the ICT Standardization Strategy Forums supported by Telecommunications Technology Association (TTA). ICT forum members numbering 107 out of 300 responded faithfully to the questionnaire. The basic model is structured for the relationship between network components and its performance. Actors, interaction and structure of the forum, network management, and external environment are the main independent variables, and network performance is a dependent variable in the model specification. The detailed analysis includes descriptive statistics, factor, and regression analyses. Empirical results show the strong positive causality between the degree of actors’ specialization, communication ability, trust among members, role concentration, capability of network administrative organization (NAO), and network performance. In addition, efficiency and fairness of network management are also crucial factors in network performance. This study is expected to contribute to the advancement of network research in that network management in addition to network characteristics, such as actor and structure elements of the network, are crucial to network performance.
