서울시 주택바우처 수혜자의 주거지 선택요인 분석

Abstract

There seems to be increasing interests in Housing Voucher as public rental housing has been squeaking. However, it’s only recent that Korea started Housing Voucher Program, which is conducted in Seoul only with few of exemplary studies. This study, therefore, aims to analyze optional factors for the beneficiaries to consider for residential area. In first, the Housing Voucher Program and its development progress are introduced, followed by the performance in Seoul. The previous researches support four optional choices that affect the low incomes when they make a decision: Accessibility to public transportation, inexpensive house, approachability to social welfare center, and job opportunity. Since the program is not mature enough to be evaluated, time range is set for the year of 2011 only in Seoul. To prove those four optional factors, I used quantitative analysis through GWR tool and modified the model through AIC Index to see its adjustability of Moran’s I index for spatial autocorrelation. In conclusion, the accessibility to social welfare centers and job opportunities are top two factors for the Housing Voucher recipients in Seoul. According to early studies, the low incomes firstly consider the accessibility to public transportation and inexpensive house, which seems not influential in the city due to its spatial characteristic. Housing Voucher beneficiaries valued not only housing assistance, but also social welfare service or self-sufficient program by which they could earn income. This is to say that housing support can be better when it is provided with other welfare programs. ;공공임대주택(public rental housing)에 관한 문제점이 제기되면서 주택바우처 제도에 대한 관심이 높아졌다. 이미 미국을 비롯한 선진국에서는 공공임대주택 제도의 형평성과 주거지 선택(residential choice) 그리고 높은 건설비용등의 문제점을 인식하고 이를 해결하기 위한 방안으로 주택바우처제도(housing voucher program)를 도입했다. 이미 제도의 발전과 더불어 주택바우처의 수혜자들을 대상으로 한 실증분석 연구도 상당 수 진행되어왔다. 그러나 우리나라에서는 최근에 이르러서야 주택바우처 제도의 필요성에 대해 논의되었고, 2013년 전국적으로 확대실시 되기 이전 서울에 한해서만 2010년 부터 시범적으로 운영되고 있다. 따라서 아직 제도에 대한 연구 뿐만 아니라 이들에 대한 실증연구 또한 미흡한 실정이다. 따라서 본 연구에서는 서울시 주택바우처 수혜자들의 주거지 선택요인을 실증분석하여 이를 토대한 정책적 제언을 하는 것을 목적으로 한다. 이를 위하여 우선 주택바우처 제도에 대한 소개와 제도의 발전 과정을 소개하였고 ,현재 서울에서 시행되고 있는 주택바우처 제도의 현황을 정리하였다. 두 번째로 선행연구들을 통해 저소득층의 주거지 선택 요인 4가지로 도출하였다(대중교통시설에의 접근성, 저렴한 주택, 사회복지시설에의 접근성, 고용기회). 세 번째로 연구의 범위를 설정하였다. 시간적 범위는 아직 제도가 충분히 시행되지 않았기 때문에 2011년 한해를 대상으로 하였고, 공간적 범위는 시범 운영되고 있는 서울지역에 한정하였다. 네 번째로 앞서 도출한 4가지 요인을 통하여 지리적 가중회귀(GWR)를 통해 계량분석을 실시하였다. 특히 공간의 자기상관성(spatial autocorrelation)을 판단하기 위하여 모란지수(Moran's I index) 와 모형의 부합도를 판단하기 위한 AIC 지수를 활용하여 모형을 개선하였다. 이에 대한 연구 결과는 다음과 같다. 서울시 주택바우처 수혜자들이 우선적으로 고려하는 요인으로는 사회복지시설의 접근성과 고용기회로 나타났다. 기존의 연구들에서는 주로 대중교통의 접근성, 저렴한 주택을 저소득층이 우선 고려하는 요인으로 밝혀졌으나, 서울이라는 공간적 특징상 대중교통 접근성의 경우에는 큰 차이가 없기 때문에 본 연구에서는 오히려 영향력이 적은 편으로 나타났다. 또한 주택 가격역시 다른 변수들에 비해서 설명력이 다소 떨어지는데 이는 데이터 상의 한계로 인한 것으로 사료된다. 주택바우처 수혜자들의 경우, 단순히 주거지원 뿐만이 아니라 사회복지서비스나, 실질적인 소득을 창출하여 지원에서 벗어날 수 있는 자립 프로그램을 더 중요하게 고려한다는 것을 알 수 있었다. 이러한 연구결과를 통하여 저소득층의 주거지원이 단순한 주거비지원에서 그치는 것이 아니라 다른 복지프로그램과도 연계가 필요하다는 것을 정책적 시사점으로 들 수 있다.
