교육개혁방안에 의한 한국 음악대학의 특성적 학사제도에 대한 고찰

Abstract

The propose of this paper is to provide, in an effort to promote a positive development of baccalaureate music programs (the "Programs") in Korea, basic research materials related to the level of current apprecation and success of the Programs at Institutions of higher education (the "Institutions") in Korea by studing the introduction and management of the program at the Institutions in Korea. In particular, I have (i) first analyzed the distribution of the Programs in Seoul Area and Other Regions and confirmed higher concentration of the Programs in Seoul Area, (ii) examined diverse forms of the Programs at the school of music or the department of music, as the case maybe, of the Institutions in Seoul Area and Other Regions, and (iii) investigated the need for, and the direction of, diversity and specialization of the Programs at the Institutions in Other Regions. As a theoretical basis of analysis in this paper, I reviewed the Educational Reform Plan (the "Plan") proposed by the Korean government and, in particular, the issues related to reform within the Institutions as may be affected by such Plan. I also reviewed the Programs currently in effect within the Institutions by (i) investigating the employment by some Institutions of the Programs that differ substantially from the established Programs and (ii) analyzing various Institutions' current management of the Programs through examining the their handbooks and related documents. Based on the foregoing analysis, this paper concludes as follows: 1. Some Institutions, mostly in Seoul Area, have made some efforts to establish the school of music system and move away the department of music system, but such efforts to date have been primarily limited to the change of name from "the department of music" to "the school of music" and introducing more varied basic course curricula thereby providing somewhat expanded option to complete the Programs. 2. However, in further efforts to establish the school of music system, some Institutions are beginning to adopt the idea of minimum course credit requirements and to provide the option of choosing multi-majors, a minor, and a change of majors (the "Choice of Major Option"). Provision of the Choice of Major Option at these Institutions is taking place in a marginally incremental way, but the number of the Institutions providing such option is clearly on the rise. 3. The Institutions in Other Regions are vigorously establishing programs, to the extent allowed under the law, to admit transfer students from other Institutions and to accept credits earned by the transfer students at the previous Institutions. 4. Those Institutions that provide programs for the students to obtain music teacher's license outside the school of education system are not providing the Choice of Major Option. 5. Early graduation of music majors in each Institution depends largely upon its regulations related to the provision of major-related performance courses (the "Performance Courses") during the non-traditional terms ("Seasonal Terms"). Music students in most Institutions are not able to take advantage of the Performance Courses offered during Seasonal Terms because of frequent cancellation of the Performance Courses due to such Courses' failure to meet the minimum number of students requirement (the "Minimum Requirement"). The Minimum Requirement is applied uniformly at the Institutions without regards to the special nature of the Performance Courses. However, few Institutions in Seoul Area have begun to provide lower Minimum Requirement for the Performance Courses thereby making it easier for the students to take the Performance Courses during Seasonal Terms. 6. The general inadequacy in the acceptance of the transfer students' credits earned at the previous Institutions continues, except in some Institutions in Other Regions as described above. I hope that this paper provides some of the basic research required to show a proper direction to establishing positive baccalaureate music programs in Korea.;이 연구의 목적은 대학교육차원에서 추진된 특성적 학사제도가 국내 음악대학에 적용되고 활성화되어 있는 정도를 도입·운영현황을 통해 고찰하는 데 있으며, 앞으로 발전적인 음악대학의 교육방향을 탐색하는 데 도움이 되는 기초자료로 활용되기 위하여 연구되었다. 이 연구를 위하여 임의로 수도권과 비수도권에 소재한 6개 연구대상 대학을 선정하였다. 이론적 배경으로 대학교육의 본질적인 기능이 교육에 대한 사명임을 확인하고, 지난 50년 동안의 교육개혁의 변천과정을 살펴 봄으로써 현재 진행중인 교육개혁의 위치를 파악해 보았다. 전국의 4년제 일반대학교와 음악대학의 분포 비율을 비교하여 수도권에 집중되어 있는 대학 소재 현황을 확인하고, 고등음악교육기관에 포함된 학과 또는 학부의 소속형태를 분류하여 교육조직유형의 다양성을 살펴보았으며, 지방대학의 다양화와 특성화를 위한 제도적 개선의 필요성 및 육성방안에 대하여 고찰하였다. 분석에 앞서 우선 정부에서 제시한 교육개혁방안 가운데 대학교육개혁 차원에서 해결해나갈 과제들을 살펴보았다. 현재 시행되고 있는 음악대학의 교육제도의 분석은 첫째, 기존과는 다르게 적용된 학사제도의 개념과 의의를 정립하고 둘째, 연구대상대학의 요람 및 관련문헌들을 조사하여 학사제도의 시행관련규정과 운영현황 등을 분석하였다. 분석 결과 다음과 같은 결론을 얻을 수 있었다. 첫째, 학부제 시행에 따른 분석에 있어서는 교육조직단위가 학과에서 학부내의 전공으로 옮겨진 것 이외에 특징적인 변화가 없었다. 학부제의 시행으로 학부 또는 전공의 기초학문분야를 이루는 학부교과가 새롭게 편성되어 전공과목의 이수범위가 확대되었다. 둘째, 최소전공인정학점제도는 학부체제로 전환한 학교와 일치하였으며, 비수도권의 대학에서는 아직 도입하지 않고 있거나, 시행 과도기에 있는 것으로 나타났다. 최소전공인정학점제도를 시행하고 있는 학교는 복수전공제도, 부전공제도, 전과제도의 활용이 수월해진다. 셋째, 복수전공제도와 부전공제도 및 전과제도의 활용은 아직 미흡하게 이루어지고 있으나 점차 그 수가 증가되고 있는 추세이다. 넷째, 편입학제도의 활용은 비수도권 소재 대학에서 활발히 이루어지고 있으며, 학점인정 등에 관한 법률에 의해 입학자격 범위가 확대되어 그 수가 확산되어 가고 있다. 다섯째, 비사범대의 교직과정이 설치되어 있는 학교는 복수전공제도와 부전공제도 및 전과제도를 운영하지 않고 있었다. 중등학교 교육과정의 기본과목 (분야)을 다루는 기본이수과목의 공통적인 편성은 전공실기와 서양음악사 및 국악개론(이론)으로 나타났다. 여섯째, 음악학과(부)생의 조기졸업은 전공실기과목의 학기당 이수 횟수에 따른 규정과 계절학기 과목의 설치 여부에 의해 좌우된다. 일곱째, 계절학기의 폐강인원이 획일적으로 규정되어 있어 음악전공과목의 실질적인 수강이 이루어지지 않고 있다. 단, 수도권 소재 대학에서는 교양과목과 전공과목 및 전공실기교과에 대한 인원기준을 각기 다르게 책정하고 있어서 보다 탄력적인 학사운영을 보이고 있다. 마지막으로, 국내 대학간 학점교류의 현황은 미흡하게 나타나고 있으며, 음악학과(부)에 교류학점인정제도가 설치된 학교는 대부분이 비수도권에 위치한 대학교로 나타났다. 이상에서 분석한 학사제도의 현황자료를 근거로 음악적 특성과 음악대학의 특성에 대한 충분한 연구가 이루어져 바람직한 학사제도의 운영이 이루어지기를 기대해 본다.
