대학도서관 전자책 장서개발 지침 개발에 관한 연구

Abstract

본 연구는 국내 대학도서관의 체계적이고 효율적인 전자책 장서 구성을 위해 전자책 장서개발 지침을 제시하는데 그 목적을 두었다. 이를 위해 문헌연구, 사례조사 및 현황분석, 설문조사를 실시하였다. 문헌연구를 통해 전자책 및 장서개발과 장서개발 정책의 의의와 필요성에 대해 고찰하고, 이를 바탕으로 전자책 장서개발 지침의 필요성에 대해 살펴보았다. 사례 조사는 첫째, 미국도서관협회(American Library Association) 내 참고봉사 및 이용자 서비스협회(Reference and User Services Association)의 「Elements for Basic Reviews: A Guide for Writers and Readers of Reviews of Works in All Mediums and Genres」(2005), 둘째, 미국도서관협회 내 도서관 장서 및 기술 서비스협회(Association for Library Collection & Technical Services)의 「Guide to Licensing and Acquiring Electronic Information」(2005), 셋째, 미국의회도서관(Library of Congress)의 자료유형별 장서수집 정책인 「Electronic Resources, Selection Guidelines」(2004), 넷째, 국립중앙도서관의 「자료유형별 장서개발 지침」(2011)을 분석하여 구성요소를 도출하였다. 국내 사례분석은 한국교육학술정보원의 『2010 대학도서관 통계분석 자료집』을 참고하여 전자책을 소장하고 있는 일반대학 국공립 및 사립대학도서관 총 149개관을 분석 대상으로 선정하였다. 선정된 대학도서관의 전자책 장서개발 담당 사서를 대상으로 전자우편 및 전화 조사를 실시하여 전자책 장서개발 지침 보유 여부를 조사하였으며, 보유하고 있다고 답변한 4개관의 지침을 입수하여 분석하였다. 국외 사례분석은 2009년 미국연구도서관협회에서 전자책서비스 전반에 대해 회원도서관을 대상으로 실시한 설문조사 결과 데이터를 사용하여 대상을 선정하였다. 최종 선정된 5개관은 앨버타대학교(University of Alberta), 코네티컷대학교(University of Connecticut), 코넬대학교(Cornell University), 맥마스터대학교(Mcmaster University), 미시간주립대학교(Michigan State University)이다. 각 대학도서관의 전자책 장서개발 지침을 입수하여 분석하였다. 설문조사는 전자책을 소장하고 있는 일반대학 국공립 및 사립대학도서관 총 149개관의 전자책 장서개발 담당 사서를 대상으로 실시하였다. 설문은 2012년 5월 2일부터 5월 9일까지 온라인 설문을 실시하였으며, 그 중 82부(55.0%)를 응답받았다. 설문조사를 통해 파악된 대학도서관 전자책서비스 현황은 다음과 같다. 첫째, 전자책을 구입하는 목적은 언제 어디에서나 이용할 수 있는 용이성과 부족한 서가 문제와 같은 공간적 제약의 해결, 타 대학도서관에서 입수하는 등 사회적 분위기가 영향을 미친 것으로 나타났다. 주로 선정하는 전자책의 주제로는 인문 및 교양과 문학으로 나타났고, 주로 선정하는 자료의 성격으로는 어학교재와 이용자가 신청한 희망도서였다. 또한 응답자 전원이 계속해서 전자책을 구입할 계획이 있다고 밝힘으로써, 도서관 장서로서 전자책에 대해 긍정적인 인식을 가지고 있음을 알 수 있었다. 둘째, 절반 이상의 응답자가 전자책의 선정과 수서, 관리 등 전자책과 관련된 업무 전반에 대한 담당자가 부재하다고 응답하였으며, 인쇄본 및 전자자원의 장서개발 담당자 또는 전자저널 및 Web DB와 같은 전자자원 관리 담당자가 전자책 관련 업무를 함께 담당하고 있는 것으로 나타났다. 셋째, 전자책 선정 과정에서 직면하게 되는 어려움에 대해서는 이용자들의 다양한 요구 수용과 파악의 어려움이 가장 많았으며, 반면 담당자의 부재 등으로 인한 업무 가중의 스트레스는 거의 없는 것으로 조사되었다. 넷째, 서비스하고 있는 전자책은 컴퓨터와 모바일 기기뿐만 아니라 PDA, 전자사전 등에서도 원활한 이용이 가능했다. 전용단말기 서비스는 응답자의 절반이 제공한 적이 없다고 응답하였고, 역시 절반의 응답자가 제공한 적이 있거나 현재 제공하고 있다고 응답하였다. 또한 선행연구와 국내외 사례분석을 통해 도출된 전자책 장서개발 지침 구성요소들에 대해 중요도 분석을 실시하였으며, 개요 영역 5개 요소, 하드웨어 및 소프트웨어 영역 4개 요소, 콘텐츠 영역 7개 요소, 라이센스 영역 8개 요소, 부가서비스 영역 5개 요소로 총 5개 영역 29개 구성요소의 중요도를 5점 리커트 척도를 이용하여 분석하였다. 분석결과 모든 구성요소의 평균값이 3점 이상인 것으로 나타나 각 요소들이 전자책 장서개발 지침에 포함될 필요가 있다고 느끼고 있음을 알 수 있었다. 이상의 내용을 바탕으로 국내 대학도서관의 전자책 장서개발 지침을 개요, 하드웨어 및 소프트웨어, 콘텐츠, 라이센스, 부가서비스 영역으로 구분하여 구성요소들을 제시하였으며, 이를 바탕으로 지침의 내용도 함께 제안하였다. 첫째, 개요 영역에서는 지침이 전자책 업무의 일관성과 균형 있는 장서의 선정을 보증하는 성문화된 문서임을 명시하고, 지침에서 사용될 용어를 통일하고 명확하게 정의내리는 것이 필요하다. 또한 도서관의 현 상황이나 도서관의 사명과 관련하여 전자책 수집의 목적을 기술함으로써 도서관이 제공하는 전자책서비스에 당위성을 부여할 수 있다. 전자책 수집의 범주를 언급함으로써 전자책의 효율적인 관리를 도모하고, 담당자 또는 업무 조직을 명시함으로써 전자책 장서개발의 전 과정을 관리할 수 있도록 하는 것이 필요하다. 둘째, 하드웨어 및 소프트웨어에서는 전자책 콘텐츠를 읽기 위한 전용단말기 같은 하드웨어와 전자책 콘텐츠를 이용하기 위해 컴퓨터에 설치해야 하는 뷰어나 리더와 같은 소프트웨어에 대해서 다루도록 하며, 설치를 필요로 하는 소프트웨어의 안내 및 제공 방안을 고려하는 것이 필요하다. 또한 전용단말기와 소프트웨어의 유지 및 보수 방법에 대해서 명시함으로써 전자책 콘텐츠 관리의 효율성을 기대할 수 있을 것이다. 셋째, 콘텐츠에서는 전자책이 내용과 기능적인 측면에서 갖추어야 할 요소들에 대해서 고려해야 한다. 전자책서비스의 본격적인 성장과 더불어 이용자의 관심과 흥미를 유발하기 위해 최신의 콘텐츠를 선정하여 서비스하는 것이 효과적이며, 멀티미디어 요소가 이용하기 쉽도록 적절히 반영된 콘텐츠의 제공이 필요하다. 소장중인 장서와 조화를 이룰 수 있도록 균형 있는 장서개발을 고려해야 한다. 넷째, 디지털 환경에서 새롭게 발생한 라이센스에 대해 고려해야 한다. 구매계약서에서 사용되는 용어에 대해 명확히 정의하고, 도서관이 이용할 수 있는 콘텐츠의 범위에 대해 확인해야 하며, 상호대차와 아카이브의 보장 및 나아가서는 소유권의 획득을 통해 전자책이 도서관 장서로서 보존될 수 있도록 담당자의 노력이 필요하다. 다섯째, 도서관이 업체로부터 제공받을 수 있는 부가서비스에 대한 검토가 요구된다. 전자책 장서 구성의 방향 설정과 이용자의 정보 요구 파악을 위해 이용 통계가 필요하며, 모바일 및 관련 기기에 대한 원활한 서비스를 보장해야 한다. 도서관의 입장에서는 전자책 MARC과 전용단말기 대여서비스를 업체로부터 지원받음으로써 원활한 업무 처리 및 콘텐츠 이용의 활성화와 예산의 절감을 기대할 수 있을 것이다. 본 연구는 대학도서관의 전자책 장서개발에 대한 종합적인 고찰을 통해 국내 대학도서관의 상황에 맞는 지침을 제안하고자 하였다. 대학도서관의 전자책 장서개발 지침을 개발함으로써 서비스의 활성화에 기여하고 더 나아가 체계적으로 효율적인 전자책 장서의 구성이 가능할 것이다.;The development of information communication technology and network leads to extending the concept of the collection into e-book, and thus e-book services are now general in domestic academic libraries and managed as one of the main information resources. However, it is surveyed that academic libraries rarely holds systematic guidelines. The purpose of this study is to suggest a e-book collection development guideline, one of the fundamental requirements for a systematic operation of e-book services in the domestic academic libraries. For this purpose, this study consists of the literature research, case studies and questionnaire survey. First, as a literature research, definitions, features, and recent development of e-book service were reviewed. And three digital reference service guidelines of ALA, ALCTS, LC and National Library of Korea. Second, five foreign academic libraries for case studies as following; University of Alberta, University of Connecticut, Cornell University, Mcmaster University and Michigan State University. Then, the guidelines of these universities were examined in terms of eight aspects. Third, in order to analyze a present condition of e-book services and e-book collection development in academic libraries, the method of questionnaire survey in 82 academic libraries were used. From the methods that librarians provide for users of e-book service and the importance of each elements of guidelines for the e-book collection development service were found. The results made by this questionnaire survey are as follows. The purposes of obtaining e-books are easy accessibility regardless of the time and place, solution to the spatial restrictions such as a lack of book shelves, and social atmosphere such as other universities obtaining e-books. And the most frequently answered difficulties that they face at the time of e-book selection are accepting and identifying various requests from users, but they rarely suffer from stress caused by the absence of the librarians in charge. On the base of case studies and questionnaire survey, the guidelines for the e-book collection development policy were suggested as five section; Introduction, Hardware/Software, Content, license and additional service. First, in the introduction section, it is required that the purposes and objectives of the guideline are described to represent the guideline is a codified document guaranteeing the consistency of e-book related works and the selection of well-balanced collection and that the terms used in the guideline are unified and the meanings of the terms are clearly defined. Second, in the hardware and software section, it is required to state hardware such as a dedicated device for reading e-book contents and software such as a viewer and reader to be installed on the computer to use e-book contents, and to consider guidance to the software required to be installed and how to provide the software. Third, in the content section, the requirements that e-book should satisfy in the content and function should be considered. Fourth, the license newly generated in the digital environment should be considered. Fifth, the review of the service with which the library can be provided from a vendor. In this regard, usage statistics is necessary for setting a direction how to organize e-book collection and for understanding the information request from users, and a smooth service to mobile devices and relevant devices should be secured. In this study, based on the literature review, case studies and questionnaire survey, the guidelines for the e-book collection development policy were suggested as five aspects; Introduction, Hardware/Software, Content, license and additional service. The e-book collection development guideline of the university library would contribute to the vitalization of service and further to the systematic organization of the effective e-book collection development.
