dc.description.abstractThe thesis starts with the question of why nations react differently to the common challenge of climate change and argues that nations act strategically in global climate deals to pursue their economic interest following their competitive advantages and disadvantages in environmental process and product innovations. It follows the logical assumption that nations, based on different conditions regarding technology, market and government policy, develop a particular style of environmental innovation system that shows a combination of competitive advantages and/or disadvantages in environmental product and/or process innovations. A market-driven innovation system is characterized by its competitive advantage in product innovation; whereas a policy-driven innovation system is featured with its competitive advantage in process innovation. After examining representative cases of nations that fall into each category, the thesis identifies three paths of environmental innovations through facility and/or market transformation. Further, the thesis draws implications for global cooperation, industrial policy, and business strategy. ;본 논문은 ‘왜 국가들이 공통의 난제인 기후변화에 각각 다르게 대응하는가‘라는 의문에 대해 답하려는 시도이다. EU와 일본 등은 교토기후협약을 일찍이 적용하였지만 같은 선진국 그룹에 속하는 미국은 국제적 의무를 회피하는 태도로 일변하였다. 이러한 와중에 한국과 같은 몇몇 국가들이 시기를 앞당겨 자발적 감축의무를 지는 것을 어떻게 이해할 것인가. 본 논문은 이와 같은 국가들의 국제기후협약의 적용시기에 대한 결정이 각국의 혁신 경쟁우위에 기반한 경로의 선호도에 의해 이루어진 것이라고 본다. 국가별 녹색 혁신 경쟁력은 각국의 특수한 시장, 기술, 정부정책에 따라 형성되는 제품-공정 혁신 경쟁우위의 네 가지의 가능한 조합에 따라 구분된다. 해당 분류에 따라 각국은 시장을 통한 점진적인 제품 혁신(회피), 정책의 도입을 통한 급진적인 공정 혁신(추종), 혹은 통합적이고 동시적인 혁신 경로(선도)를 선택함으로써 경제적 이익을 추구하는 것이다.-
