Street Children in Rwanda

Abstract

Street children issue in Rwanda has negative impact on children and as well as on society in general. From primary and secondary data street children in Rwanda were 7,000 in 2002 with 3,000 in Kigali city and have decreased somewhat to 2,618 in 2012. Yet, there is still significant number of street children in Rwanda. The main reasons are family conflicts and irresponsibility of parents which are the main leading causes. Those findings are different from which many scholars found and of the aftermath of Genocide where the poverty was the root cause. Many informants have emphasized on the fact that poverty is not a big issue that could really alone push child on street because Rwanda is struggling it through EDPRS. Many children said that they can tolerate living in poverty but it is not easy to live in family where there are always conflicts, better go on streets to live freely. Some of strategies to curb the problem: the government could enhance sensitizations, monitoring and evaluation of laws, policies and programs on the ground. Set up the punishments for the parents who leave their children on the streets. Children propose to be involved in programs that aim to solve their problems.;르완다의 거리 청소년 문제는 각 아이 개인에게뿐만 아니라 사회 전반적으로 부정적인 영향을 미친다. 1, 2차 자료들에 의하면, 2002년에 르완다 전국적으로 약 7000여명, 그리고 키갈리 수도 내에만 3000명에 이르던 거리 비행 청소년은 2012년에는 2,618명으로 다소 감소하는 모습을 보였다. 그러나, 르완다에는 여전히 상당한 수의 거리 청소년이 존재한다. 이러한 상황의 원인은 무엇보다도 가족 내 갈등과 무책임한 부모에게 있는 것으로 보여진다. 이는 대학살 이후 빈곤을 비행청소년의 주요 원인으로 지적하는 기존의 여러 연구와 다르다. 많은 정보 제공자들은, 르완다가 EDPRS를 통하여 빈곤 해결을 위해 노력하고 있는 점을 들어, 빈곤 그 자체는 청소년들을 거리로 내몰기에 충분치 않은 요소라는 점을 강조한다. 많은 청소년들은, 그들이 빈곤한 상황에서 생활하는 것은 참을 수 있어도 갈등과 폭력이 늘 존재하는 가정 내에서 살기가 더 어려우며 차라리 자유롭게 거리에서 사는 것이 더 낫다고 보고하고 있다. 이러한 거리 청소년 문제를 다룰 수 있는 몇 가지 방안이 존재한다. 정부는 이러한 거리청소년 문제에 대한 인식을 제고해야 하며, 법 체제의 감독 및 평가제도를 강화할 뿐만 아니라 실제로 적용되는 제도와 프로그램을 보다 강화하여야 한다. 나아가, 그들의 자녀들을 거리로 내몬 부모에 대한 처벌을 정립하는 것 역시 필요하다. 청소년들은 이러한 프로그램에 참가함으로써 그들의 문제를 해결하고자 한다.
