Analysis of the economic impact on Hong Kong's return to China

Abstract

This thesis will examine the impact of the reversion to China on Hong Kong’s economic development through comparing the previous studies with the real condition from the year 1997 to 2001. As the reversion time approached in 1990, there were several changes in the economic condition due to political instability and China’s greater economic power. After the return, there was no significant political and economic impact because China guarantees that Hong Kong has its own legislature, legal and judicial system and full economic autonomy. Although Hong Kong experienced the economic downfall around the returning time like the decrease of GDP, the recession of Hong Kong from 1998 was not caused mainly due to the impact of the return to China. One of the main reasons of the uncertainty and instability in Hong Kong’s economy was the ongoing region-wide Asian financial crisis. The return to China will bring Hong Kong’s economic prosper in the long run because of the strong economic integration between China and Hong Kong. Hong Kong will strengthen its position within China with its well-established network, a free economic structure, geographical advantages, and its interconnection with mainland China.;1997년 7월 1일 홍콩이 영국으로부터 중국에 반환됨이 확정되었고, 중국은 향후 50년 동안 홍콩을 특별자치기구로 두기로 약속하였다. 그러나 반환을 둘러싸고 많은 신문지상에서 반환으로 인한 홍콩인들의 불안이 타국으로의 이민이 증가하고 있으며, 외국 기업들이 본국으로 돌아가려 한다는 등의 홍콩의 경제가 반환이후 급속하게 악화될 것을 예견하였다. 이에 본 논문은 실제적 반환이후의 경제에 끼친 영향은 무엇인지를 살펴보고자 하였다. 반환이후 홍콩의 정치적 경제적 변화는 거의 일어나지 않았다. 반환직전 최고조의 이르렀던 불안은 중국이 50년간의 입법, 사법, 경제에 대한 자치를 보장했던 약속을 지키는 모습에 경제는 안정세를 찾은 듯 했다. 그러나 1998년부터 GDP성장률 하락과 소비률의 하락등 경기 침체가 일어났으나, 홍콩의 반환으로 인한 영향으로 보기 어렵다. 경기침체의 주된 원인은 1997년 아시아 금융위기의 여파가 홍콩에 불어 닥친 것이며, 위기 상황 속에서 홍콩의 내재적 문제들 또한 원인으로 꼽을 수 있다. 1984년 이후 홍콩은 중국과의 경제적 통합관계 형성으로 인한 세계적 금융의 중심지가 되었으며, 홍콩의 경제 또는 급성장하였다. 이에 본 논문은 홍콩이 중국과의 경제적 통합으로 인해 중국과의 무역의 증대와 중국의 값싼 노동력을 이용한 기술 집약적 산업을 발전시킴으로써 반환이후에도 홍콩의 경제는 더욱 번창할 것으로 본다.
