An Overview of Trade Issues in Developing Countries

Abstract

본 논문은 WTO 회원국 중 대다수를 차지하고 있는 개발도상국들 특히 South (=Developing Countries) 국가들과 관련하여 WTO 내에서 이들 국가들과 관련된 주요한 쟁점 사항들을 검토 고찰해 봄으로써, New Round를 직면하여 이들 개발도상국들의 나아갈 방향을 제시해 보고자 합니다. 먼저 WTO와 이들 개발도상국들과의 역사적 배경, 특히 도쿄 및 우루과이 라운드에서 WTO가 어떻게 이들 개발도상국들을 지원해왔었는지 그리고 그러한 무역특혜(trade preferences) 의 일환으로서 Generalized System of Preferences를 연구해 보았습니다. 다음으로 개발도상국들과 관련된 주요 쟁점 사항들에서는 주로 정부, 인권, 투명성, 지역화 추세, 지적 재산권, 환경 문제, 부채, 주류 및 비 주류 상품의 해외 수출 등의 문제들을 주로 다루고 있습니다. 또한 이들 이슈이외에도 WTO 내에서 이들 개발도상국들이 보다 입지를 강화하고 자신들의 이익을 잘 반영하기 위해서는 협상 기술력의 발전 및 강화가 필요하리라고 믿고, 협상력 강화와 관련된 일반적인 측면을 검토하고 있습니다.;This thesis aims to study several of the bigger issues facing developing countries as the WTO enters its sixth year of existence. Though trade is firmly at the centre of WTO talks, conferences, and ministerials, the increasing inter-connectedness of the world's nations brings many other important issues, such as environmentalism and human rights, into play, threatening to delay the liberalisation of global markets.
