Migrant Workers in Korea

Abstract

This paper is an effort to approach the issue of migrant workers focusing on following two issues: (1) dispute on policies between government and NGOs in Korea (2) role of NGOs in the policy formation. The controversy over two different policies to regulate migrant workers in Korea, industrial trainee system as an existing policy by the government and work permit system as an alternative policy by NGOs, has been continued since the early 1990s. The purpose of this paper is examining two policies based on existing study to pursue the possible communication between those two policies. For that purpose, economic perspective will be chosen as a basis of comparing two policies. Policy on migrant workers is core framework that form and regulates migrant workers issue in Korea. Therefore, this paper will examine followings. First, basic information of migrant workers in Korea in the relation with the policy will be studied. Secondly, policy and economic perspective by government and NGOs will be examined. Thirdly, role of NGOs in the policy formation will be explained. Finally, evaluation on two contrasting policies with policy recommendation for future will be studied. As a conclusion, this paper suggests following points for future policy recommendation. Since existing industrial trainee system has failed and the new system that is based on industrial trainee system cannot make desirable change, government should reconsider the current policy direction. Especially the existence of undocumented workers will threaten the current system. Though work permit system seems to be more reasonable, adopting the system also should consider a few problems to make it really workable system. NGOs in the past has been failing to generate alternative policy though they have been successful in making some minor changes. Therefore, ways to strengthening the NGOs and pursuing the real change that attacks the core of the problem should be pursued.;이 논문은 한국내 이주 노동자(외국인 노동자) 문제에 관해 다음 두면에 초점을 두어 연구한 것이다 : (1) 이주 노동자 정책에 관한 정부와 비정부 단체 사이의 논쟁 (2) 이주 노동자 정책 형성 과정에서의 비정부 단체의 역할. 한국내에서는 지난 90년대 초반부터 이주 노동자 정책에 관한 두 정책, 정부와 제계가 주장하는 산업 연수 제도와 비정부 단체와 일부 학자들이 주장하는 노동 허가 제도, 이 지속적으로 대립해왔다. 이 논문은 크게 다음의 여섯 분야를 다루게 된다 : (1) 정책 논의와 관계된 한국내 이주 노동자 상황 (2) 정부측에서 주장해온 정책과 관련된 경제학적 관점들 (3) 비정부 단체측에서 주장해용 정책과 관련된 경제학적 관점들 (4) 두 대립되는 정책에 관한 평가 (5) 정책 형성 과정에서의 비정부단체의 역할 (6) 향후 정책을 위한 제언. 연구의 결과로서, 이 논문은 현존하는 산업연수제도와 이에 근거한 새 제도인 연수취업제가 바람직한 이주 노동자 정책이 될 수 없음을 밝히고, 대안으로서 고용허가제를 추천하되 이전에 해결되어야 할 몇 가지 논점을 제시한다. 정책 형성과 관련된 비정부 단체의 역할에 관해서는 비록 비정부 단체가 이룩한 부분적 성과는 인정하나 주된 정책변화를 이끌어내기에는 역부족언 현실을 지적하며, 이 변화를 끌어내기 위한 이론과 실천에서의 필요성을 논의한다.
