America's Role in Global Security Through Lessons from the Kosovo War in 1999

Abstract

본 논문의 목적은 1999년 코소보 전쟁을 통해 향후 세계 안보를 향한 미국의 역할을 조명하고 하는데 있다. 냉전이후 새로운 세계 안보의 정세 앞에서 미국은 코소보 유혈 사태에 인도주의적 사명이라는 입장을 앞세워 참여했다. 이 과정에서 과연 코소보 지역의 문제에 미국의 참여 동기와 해결방안이 바람직하였는 가에는 아직도 논란의 여지가 있을 것이다. 유럽의 한 작은 국가인 코소보는 이미 수 백년간의 복잡한 인종 분쟁으로 잘 알려진 국가이며, 코소보 전쟁에 참여할 당시 미국은 유무형의 어떠한 국가적 이익을 뒤로하고 문제 해결에 앞장섰다. 뿐만 아니라 당시 미국은 엄청난 액수의 금전적 손실과 중국과 러시아 그리고 나토 회원국과의 우호적 관계에 금이 갈지도 모를 위험을 안고 있었다. 무엇보다도 일개의 제 3 국가에 참전에서 별다른 진전없이 후퇴를 선택해야 해야 할지도 모르는 것이다. 이러한 우려를 뒤로한채 막대한 국익 손실을 감내하고 나토군의 인도주의적 참전을 이끈 클린턴 정부가 결과적으로 코소보 사태의 진정이후 진정한 승리를 했는가하는 질문에 의문을 던지지 않을 수 없다. 일각에서는 이 같은 국익 무시된 현 미국 정부의 전쟁 참여 의도를 냉전이후에 드러난 미국의 외교 안보의 커다란 헛점으로 지적하고 있다. 급변하는 세계정세 속에서 이 같은 국익을 바탕으로한 외교정책은 여전히 자리매김 하고 있는 것이다. 인도주의적 사명만을 내세운 미국의 코소보 참전을 통해 우리는 다시한번 타지역 분쟁 해결과 국가안보와의 균형에 신중해야함을 배울 수 있을 것이다. 진정 미국이 미래의 유일한 강대국으로써의 자리매김을 원한다면, 자국의 힘을 적절히 배분하며, 지역 강대국에게 주변 지역 분쟁을 담당하도록 역할 분담의 외교를 펼쳐야 할 것이다.;This thesis aims to discuss what kind of role should be taken in the world arena by the United States through examining the Kosovo war in 1999. Besides the issue of effectiveness, this paper will also examine whether the United States is successfully compounding bad situations with its moral ambitions under a new world order. By entering into a war over Kosovo, the United States took it upon itself to fix a complex problem in a remote region with no clear ties either tangible or intangible with the United States. In the process, the United States spent billions of dollars, risked damaging relations not only with Russia and China but also other NATO members, and exposed itself to another possible spectacle of a super power withdrawing in humiliation out of a third world country in which it was attempting to help. In the end, the humanitarian achievements of NATO's efforts in Kosovo is still dubious as to its success, despite bi1lions of dollars, time and effort poured into the task as the Clinton administration entered the war without a clear interests or solution. The war exemplifies the gross errors in choices made by the United States in this post-Cold War era. Despite the rapidly changing global arena, these fundamental national interests still apply. Experiences from Kosovo show that the United States may need to rethink the overall wisdom of trying to apply humanitarianism into troubled regions. If the United States is to maintain its position of power, it must better allocate its resources and finding "neighborhood deputies" might be a possible solution.
