Is Disarmament Possible

Abstract

이 논문은 각 국가들의 군비 축소가 가능한가 또한 특정 국가들이 군비 축소를 하고자 하는 동기를 갖고 있는가를 살펴본다. 국제 관계에 있어서 자유주의와 현실주의는 현 정치세계를 이해하는데 필요한 이론적 배경을 제공하는 두 주요 패러다임이다. 이 논문은 3가지 사례 분석을 통해 군비 축소가 현실주의 방법을 통해 가능하다는 가설을 증명한다. 국제 정부가 존재하지 않기 때문에 국제협약은 구속력이 없고 국가들 간의 사기는 빈번히 발생한다. 자국의 이익을 보호하기 위해서는 어떠한 동기 없이는 군비를 축소하고자 하는 의향이 없다. 현 국제환경 속에서는 가장 강력한 국가가 "당근"과 "채찍"을 통해 순종을 강요한다. 이 경우 당근은 경제적 지원이나 식량에 해당하고 군사적 압력을 통해 처벌을 한다. 이 논문에 있는 사례들은 군비 축소가 가능하고 힘이 주 요소임을 보여준다. 현 세계 질서에서는 자유 민주주의가 우세한 이데올로기이기 때문에 가장 강력한 국가들은 외교적 방법을 통하여 대부분의 분쟁을 해결한다. 그러나 이러한 외교적 방법이 실패할 경우, 군사적 힘과 동기가 유일하게 선택할 수 있는 현실주의 방안이 된다.;This thesis aims to explore whether disarmament is possible and the motivations for some states to disarm. The two leading paradigms in international relations are liberalism and realism, both of which give the theoretical background necessary in understanding current world politic. This study compares three case studies to prove the hypothesis that disarmament is achievable through realist means. Because there is a lack of an international governmental body, treaties are non-binding and cheating is rampant. In order to secure national interest, states have no reason to disarm unless there are motivating forces. In the current international environment, the most powerful states can force compliance through the "carrot" and "stick" approach where incentives such as economic aid or food are coercive measures and military force is used as punishment. All of the cases demonstrate that disarmament is achievable and power is the key ingredient. Because liberal democracies are the dominant ideology in the current world order, the most powerful nations are able to settle most disputes through diplomatic means. But when diplomatic means fail, realist means of military force and incentives are the only other option.
