Abstract

제 2 차 세계대전의 종결과 함께 태어난 공적개발원조(ODA)는 빈국의 발전을 지상의 목표로 삼고 이를 위해 공헌해 왔다. 그러나 원조는 그 도덕적, 인간주의적 동기에도 불구하고 개별 국가의 정치경제적 이해관계에서 분리되어 생각될 수 없었는데, 이는 어떤 정부도 자국 국민의 이익을 희생해 가며 타국의 국민을 살찌울 수는 없는, 개별 국가의 본질적 속성 때문이었다. 이에 따라 원조는 전후의 부산물로 탄생하여 냉전 및 그 종결을 거치면서 불가피하게 복잡한 국제적 이해관계와 국제환경의 정치경제적 변화를 반영해 왔다. 본 논문은 공적개발원조를 정치경제적 관점에서 바라보려 한다. 먼저 개발원조에 대한 기본적 정보를 제공하고 원조를 이러한 맥락에서 해석하는 이론적 입장들을 살펴본 후, 원조와 국익의 관계를 고찰하고자 한다. 전체 논문의 중점은 전후세계에서의 공적개발원조와 국제정치경제의 관계 고찰에 주어졌으며 또한 이를 위하여 역사적 고찰 및 통계적 분석방법을 병행하였다.;Since the end of World War Ⅱ, Official Development Assistance (ODA) has been aimed at, and contributed to, sustainable development around the world. In spite of its moral and humanitarian objectives, ODA has never been separated from a country's political and economic interests, because no government is willing to, or is able to, assist people of foreign countries at the cost of its own citizens. Since the post World War Ⅱ period throughout the Cold War period and subsequently, the end of the Cold War, ODA has inevitably reflected complicated national interests and changes in political and economic environment of the international society. This thesis is an attempt to understand ODA from this point of view. First, it will provide background information on ODA and theoretical perspectives to interpret ODA in the context of the international political economy. It will also examine the relationship between ODA and national interests, and discuss existing challenges faced by the international ODA regimes. Throughout the thesis, the main focus will be given to the relationship between ODA and international political economy during the post-World War Ⅱ period, providing some historical and statistical analyses.
