Reconsidering the Role of International Organizations

Abstract

현대 사회에서 국제기구의 역할은 무엇인가? 강대국의 이익을 정당화하는 대변자일 뿐인가 아니면 개별국가 차원을 넘어 제목소리와 정책을 갖춘 초국가적 독립체로 볼 것인가? 본 논문은 위의 질문에 대한 해답을 구하며 국제기구에 대한 이해를 돕고자 하였다. 본 논문의 주 연구대상 기관은 국제연합 아시아·태평양 경제, 사회 이사회(ESCAP)로서, 아시아 지역에서의 사회개발 활동을 중점적으로 고찰하였다. 우선 '사회개발'의 세부분야 중 인구, 보건, 교육, 성차별 등 영역에서 아시아 지역의 현 위치를 파악한 후, 1991-1997년에 걸쳐 '마닐라프로세스'를 통한 ESCAP의 활동을 중점 검토하였다. 이를 통해, ESCAP의 임무는 1) 관련분야 국제회의 주관 ; 2) 회원국가 정책에 대한 기술적 지원 및 보조 ; 3) 정책수행 감시 및 사후활동 보고로 정리할 수 있었다. 즉, ESCAP은 국제기구 비관론자들의 비판처럼 강대국의 입장만을 고려하거나, 리더쉽 부재로 인해 세계질서를 위협하지도 않았지만, 낙관론자들이 주장하듯 '세계정부' 차원에서 독자적으로 정책을 수행하기에는 역부족인 것으로 나타났다. ESCAP의 예를 통해, 본 논문은 국제기구에 대한 중립적이고 객관적인 평가를 제시하고자 하였다. 범국가적 과제해결을 위한 '국제적' 기구로서의 역할에 주시하는 한편, '국가간' 기구로서 수행능력의 한계도 인정해야 할 것이다.;What is the role of international organizations in modern society? Can they be referred to as independent actors with their own voice and policies, acting beyond national sovereignty? Or do they only serve the interests of certain nation states? Using an integrated theoretical framework, this paper conducts a case study of the Economic and Social Commission for Asia and the Pacific and suggests answers to these questions. After a brief examination of the social situation in Asia with empirical data on various issues including population, health, education and gender equality, the study mainly deals with the mandates and activities of ESCAP through the Manila process for the period 1991-1997. It summarizes the role of the regional commission in: ⅰ) initiating inter-governmental meetings and guiding countries with basic ideas on agenda issues; ⅱ) providing technical assistance and support to national efforts; and ⅲ) monitoring implementation and follow-up. The study argues that, while the international organizations can be useful in today's interdependent society, carrying their missions beyond simply nation-serving agencies, their limits at the implementation stage, as inter-governmental bodies, must be acknowledged. In conclusion, the study suggests a neutral and objective approach to the understanding of international organizations, refuting any exclusive judgment.
