Abstract
In 1978, the Chinese government introduced a revolutionary economic reform program, which had brought enormous effect on the nation's economic and political climate. This reform program contained China's developing telecommunication market gradually from building up infrastructure, to enhancing basic telecommunication services throughout the nation. To understand how this occurred and what the implications are of such developments, this thesis examines the development of the telecommunications industry in China with special emphasis on two aspects: (a) the relationship between economic growth and the development of the telecommunications market; and (b) the relationship between the increase in exchange of information and communication inside and outside of China and the rise of the pro-democracy movements. The annual market growth rate in the telecommunication industry was at 6.6 percent before 1978, while a growth rate well-above 17 percent was achieved each year after the reform was implemented. In 1994, China spent 1.5 percent of its Gross Domestic Product (GDP) on its telecommunication market, reaching the International Telecommunications Union (ITU) benchmark. The success of China's telecommunications market development has contributed to its economy in several ways: it has established an infrastructure that facilitates increased productivity; encouraged privatization which provides more business opportunities and creates jobs; supported a gradual approach to technological transfer that attracts foreign investments; and allowed a degree of state autonomy to be obtained that led to a high increase of economic output. An empirical study is conducted which reveals that there are correlations between telecommunications and economic growth. Implying a time-delayed effect to the telecommunications market growth rate, the telecommunications market growth and GDP growth are strongly correlated when an infrastructure adjustment period is accounted for. The exchange of information and communication in China has also increased due to the expansion of the telecommunication market. Particularly, the internet has fostered a newly emerging democratic and pluralist culture. Although the fact that China's progress of political reforms lagging behind that of economic reforms seems to be largely responsible for the crackdown of the pro-democracy movements in the Tiananmen Square about ten years ago, the exchange of information through the internet has continued to flourish and seriously challenges the conservative forces in the Chinese Communist Party (CCP). Because altematlve networks enable more and more Chinese people to connect with the world, and because the state can only decentralize controls over such networks, mass participation and mobilization of pro-democracy forces have been easier and safer. Major findings of the thesis confirm that the development of telecommunications in China has had a positive impact on its overall economy as well as on democratization. It was also found that the competition between ministries and state enterprises has created bureaucratic inefficiencies such as overlapping projects, but it offers a wider scope for foreign participation so that more viable alternative networks are available for Chinese people. To support such argument, the role of telecommunications in economic development, the institutional reforms of the Chinese telecommunication market, the state control over the internet and pro-democracy movements, and problems related promoting China's democratization are discussed. Based on these findings, a recommendation is put forth that long-term, sophisticatedly developed, and consistent strategies for the development of telecommunications industry should be applied.;본 논문은 중국 정보통신시장의 발전 및 시장의 확대가 전반적인 경제 성장과 민주화에 미치는 영향에 관해 논하고자 한다. 시장 경제 도입 후 중국은 빠른 경제발전과 더불어 전기통신 분야의 투자에 힘을 기울인 결과, 전국 통신상황이 급속히 개선되어 오고 있다. 중국 정부는 이미 80년대 초부터 경제 재건의 인프라스트럭쳐로 전기통신설비 정비에 나선 결과 현저한 발전을 이루어냈다. 1978년 鄧 小平의 경제개혁 이후 현재까지 중국은 평균 GDP 성장률17 퍼센트라는 고속 성장을 지속해왔다. 특히, 전기통신 시장은 1980년대 중반부터 1990년대초 도약을 위한 계기가 되는 시기에 이어 제 8차 5개년계획기간 (1991∼1995)의 연평균 성장률이 53.6 퍼센트에 달하는 등 이 기간동안 전기통신분야의 성장률은 GDP 성장률을 휠씬 상회하면서 경제성장과 밀접한 관계가 있다고 할 수 있다. 본 논문은 정보통신시장의 발전과 경제 성장률을 각각 독립적인 변수로 처리하고 정보통신 인프라스트럭쳐 조정기간을 허용하여 이를 분석한 결과, 정보통신시장 발전과 경제 성장률의 상관 관계를 계량적으로 검증하였다. 중국 정부는 전기통신분야에 있어서 사회주의 경제체제를 고수하기 위해 기기시장과 서비스 성장에 대한 규제정책을 극단적으로 전개해 왔다. 즉, 기기시장에서는 정부에 의한 외자도입 장려 정책과 규제완화 정책을 통하여 적극적으로 경쟁을 도입한 반면, 서비스 시장에 대해서는 외국인의 직접 투자를 엄격히 금지하면서 극히 제한적이고 관료주의적인 규제정책을 고수해왔다. 그러나, 정보통신에 대한 관료주의적인 규제정책은 정보기술의 통합과 대내의적인 자유화의 요구에 직면해 있다. 1989년 천안문 민주화 운동에 대한 중국정부의 강력한 탄압에도 불구하고 중국 지식층 사이에서 전기통신기기 특히, 인터넷을 통한 의견 교환이 이루어지고 있으며 이에 대한 정부의 전면적인 규제가 사실상 불가능한 이유로 인해 인터넷은 국내외 민주운동 단체의 활동을 잇는 중요한 매개가 되고 있다. 중국에 인터넷이 도입된 기간은 매우 짧으나 그 발전 속도는 매우 빨라 인터넷 서비스와 이용자가 급격한 성장세를 보이고 있는 만큼 이에 대한 정치, 사회적 영향도 향후 중국의 자유화에 크게 기여할 것으로 예상된다. 더욱이, 정부기관 중심의 통신 서비스 시장 및 낮은 컴퓨터 보급률 등 현안으로 떠오르는 문제들은 중국 정부가 새롭게 추진중인 국민 경제의 정보화 장려 정책, 꾸준한 민영화 사업 전개와 점진적인 외자유치로 꾸준히 극복될 것이다. 위를 전제해 볼 때, 향후 중국 통신 시장의 발전은 민주화에 보다 크게 기여할 충분한 여지가 있다고 본다. 1997년 WTO 기본통신협상에서 한국을 비롯한 69개 회원국들은 늦어도 2000년대 초반까지 대부분 기본통신 시장의 개방을 약속했다. 이것은 정보통신 자유화의 거대한 물결이며, 새로운 시장 참여의 기회를 제공해주는 것이다. WTO 가입을 위한 노력을 계속해 오고 있는 중국도 이제 그들의 정보통신 정책에 시장 개방을 전제하지 않을 수 없을 것이다. 하지만, 중국의 독특한 사회주의적 자본주의 체제하에서 중국 정보통신 시장의 투명성 보장 및 정보교류의 자유화에 대한 전망은 아직 불투명하다. 따라서, 점진적으로 개방될 중국의 정보통신 시장에 대한 보다 깊은 이해와 종합적인 접근이 보다 절실히 요구되는 시점이다.
