Abstract

한국의 주요 철강 수출국으로서 미국의 철강통상정책은 한국 철강산업에 지대한 영향을 끼치고 있다. 따라서 본 논문은 미국 철강 통상 정책의 분석을 통해 대미 철강통상마찰에 대한 한국정부의 올바른 대응방안을 고찰하고자 한다. 미국의 철강 통상 정책과 그 결정과정을 살펴봄으로써 미국 철강산업의 정치경제력 영향력과 이들의 이익이 철강산업 보호정책을 통해 실현되는 과정을 이해한다. 이를 위해 우선 레이건 행정부와 부시 행정부의 철강 수입 규제 정책을 고찰한다. 과거 공화당 행정부들의 정책과 그 결정과정을 살펴봄으로써 현행정부 정책을 예측하고 이해하는 데 도움을 얻고자 한다. 또한 클린턴 행정부의 정책을 고찰하여 현 정부의 철강 정책과 이정 정부정책과의 연관성을 찾도록 한다. 마지막으로 역대 정권에서의 철강수입에 관한 정부 정책의 변화를 분석한 바탕 위에서 한국 정부에 대한 정책제안을 모색한다. 미국의 보호주의적 철강 통상 정책은 한국의 철강수출에 지대한 영향을 끼친다. 따라서 한국 정부는 다양한 노력을 통해 미국의 불공정한 무역 제재 조치에 대한 논리적인 대응 방안을 마련하고 국제적인 협력과 분쟁 예방적인 노력을 기울이도록 해야 할 것이다.;This thesis, by analyzing U.S. steel trade policy, aims to study the process of making U.S. steel trade policy and of it. In addition, the main goal of this thesis is to discuss how Korean government can prove the unfairness of the U.S. steel trade restrictions and can strategic responses to those restrictions. For the study purpose, this paper would review and analyze U.S. trade policies related to steel industry and policy makers focusing on their relationship with steel industry. First of all, this paper reviews trade policies the former administrations covering the Ragan, the Bush and the Clinton administrations. By examining prior governments' trade policy, this paper searches the way to understand current administration's trade policy and the way to forecast future policy change. Analysis of current U.S. trade policy related to steel industry is followed as the next step. With the results of policy analysis, this paper brings policy suggestions for Korean steel industry and government. U.S. steel industry's protectionism has great negative effect on Korea since the U.S. is major importer of Korean steel goods. Thus, Korea should resort to various ways to properly respond. First of all, Korea should prove the irrationality of U.S. steel trade protectionism. Another way is for Korea to utilize international trade regime. Finally, Korea should resort to proactive measures by promoting high value added and differentiated steel goods and discussing reduction of steel production in the international level.
