Korea's Environmental Impact Assessment in Light of What International Standards Are

Abstract

이 논문은 한국의 환경영향평가 법에 중심을 두어 현존하는 환경 문제들과 그 환경영향평가법의 효율적인 사용을 위한 분석이 다뤄질 것이다. 한국의 환경영향평가 법 뿐 만 아니라 미국과, UNEP 그리고 WorldBank의 관점들도 비교 분석될 것이다. 그 가운데에서도 한국의 환경영향평가에 중점을 두게 될 것이다. 그 이유는 그 동안에 특히 최근에 더 많은 한국 국민들이 환경문제에 관심을 보이고 있고, 그로 인하여 최근 행해졌거나 이미 행해진 몇몇 프로젝트들에게도 많은 관심이 집중되고 있기 때문이다. 그러므로 그 프로젝트들의 영향평가와 그와 관련 된 이야기들이 언급될 것이다. 그리고, 미국과 World Bank 영향평가가 실제 행해진 프로젝트를 예로 들어 한국이 배워야 할 점이 무엇인가도 분석되어 질 것이다. 이 논문은 동강 댐 건설과 인천국제공항 설립과 같은 최근의 프로젝트를 다뤄 이로 인해 일어난 환경문제 들을 더 잘 이해하도록 도울 것이며, 또한 그것과 관련한 정부측과 민간인들 측의 의견이 어떠한가도 다뤄 질 것이다. ;Of growing concern in our global community is the environmental harm generated by various infrastructure and other programs and projects. This thesis analyzes the Environmental Impact Assessment (EIA) in Korea in light of what other organizations such as the World Bank, United Nations and United States have done in the field. In addition, it will show how the EIA in Korea addresses environmental problems and the analyses required for its effective use. The EIA program in Korea will be the primary focus, and a couple of actual projects to which the Assessment has been applied will be addressed. In order to figure out what Korea has to learn, some real projects of the United States and WorldBank, on which the EIA was performed, will be introduced. The thesis is to provide a better understanding of the forces responsible for environmental problems that have been brought by some of the recent projects in Korea such as Tonggang Dam and Inchon International Airport, in addition to the specific legal responses from the government, businesses and civil society.
