Abstract
1997년 말 한국은 예상치 못했던 외환위기를 격었고, 그 여파는 한국사회 전체에 걸쳐 큰 타격을 주었다. 한국이 IMF에 구제금융을 요청하고 그 댓가로 IMF가 처방한 긴급 구조조정을 시행한 지 2년이 지난 지금, 한국이 경제위기에서 완전히 벗어났다는 생각이 지배적이다. 대부분 그러한 주장은 빠르게 회복하고 있는 거시경제 지표에 근거한다. 그러나, 외환위기를 격었던 국가들이 국제 자본시장에서 또 다시 그 타겟이 되는 경우가 빈번해지고 있는 가운데, 한국이 이제까지 수행해 온 구조조정은 구체적인 분석을 요구한다. 본 논문은 외환위기를 다루는데 있어서 한국정부의 개혁과 새로운 개발 패러다임으로의 변화를 평가하는데 목적을 두고 있다. 이는 외환위기로 한국경제의 구조적인 취약성이 드러났고, 그 취약성은 지난 35년간 한국경제를 주도해 온 정부주도의 개발모델에 뿌리를 두고 있는데 근거한다. 이러한 취지에서, 본 논문은 한국경제를 평가하는 데 있어서 구조적인 취약점과 정부의 직접적인 간섭정책이 근본적인 변화를 격었는지를 심도있게 살펴본다. 외환위기 직후 시장의 신뢰성을 회복해야하는 절박한 임무와. 중장기적으로 새로운 개발 패러다임으로 변화해야 한다는 두가지 임무를 수행하는데 있어서, 지금까지의 정부의 개혁노력은 긍정적인 측면과 부정적인 측면을 내포하고 있다. 긴급자금수혈과 강압적인 구조조정을 통해 정부가 발빠르게 대응한 결과로 금융시장은 비교적 단시일내에 안정을 되찼았다. 반면, 구조적 취약성과 정부의 직접적인 간섭태도를 바로잡는 중장기적 목표는 큰 진전을 보지 못했다. 다시 말차면, 거시경제 지표의 회복에도 불구하고 심도있는 구조조정은 이루어지지 못했다. 재벌은 여전히 팽창적인 경영습관에서 벗어나지 못했으며, 워크아웃에 들어간 대다수 기업들의 재무적 상황이 크게 향상되지 못했다. 정부의 산업정책은 여전히 인센티브보다 직접적인 규제와 통제에 의존하고 있다. 이는 한국경제가 여전히 외부의 충격으로부터 안전지대가 아님을 암시한다. 끝으로, 본 논문은 이러한 문제점들을 바로잡기 위해 몇가지 사항을 제시한다. 기업들의 심도있는 구조조정을 유도하기 위해선, 공적자금 투입에 의지하는 재무구조 개선(debt resolution)에 초점을 두는 현재의 구조조정보다는, 기업의 운영체제의 구조조정(operational restructuring)에 더욱 중점을 두어야 한다. 정부는 과거의 직접적인 간섭보다는 제도적이고 합법적인 기반을 형성하는데 그 역할을 전환해야 한다. 이러한 전환은 한국정부가 외한위기로부터 완전히 회복하고 나아가 지속적인 성장을 할 수 있는 발판을 마련할 것이다. ;In late 1997, the debt criEis in Korea not only devastated the Korean society but also it was much severer than expected. Two years after Korea asked f3r an IMF bailout and pursued economic reforms under its direction, it is widely believed that Korea has completely overcome the crisis. In most cases, such an argument is supported by the fast recovering macroeconomic conditions. However, the progress of economic reforms after the crisis needs a critical analysis considering that many crisis-affected countries are becoming targets of another external shock in international capital market. The purpose of this thesis is to assess restructuring efforts of the Korean government in dealing with the debt crisis and redefining its role toward a new development paradigm. The logic behind it is that the crisis reflects structural weaknesses of the ]Korean economy and that weaknesses have stemmed from long overdue government-led development model that was prevalent over thepast 35 years. In this regard, the evaluation of the Korean economy, in this paper, mainly focuses on any fundamental changes in the structural weaknesses and the government's direct and routine intervention. With urgent pressure to restore market confidence with the onset of the crisis on one hand, and the need to shift toward a new development paradigm on the other hand, accomplishments of the government to date are mixed. The short-term goal of stabilizing financial market was achieved quickly thanks to the government's prompt responses to the panic in the form of capital injection and forced recapitalization plans. On the contrary, the long-term goal of addressing structural weaknesses and its direct interventionist approach has longway to go. In other words, the recovered macroeconomic conditions did not lead to deep restructuring. Chaebols' expansionary business habits remain unchanged and the financial circumstances at the workout companies have not improved much. Government's industrial policy still takes the form of command-and-control type of regulation rather than incentives. It implies that Korea has not been restructured enough to endure future external shocks. This study concludes with addressing these problems. It suggests that the current restructuring that heavily focuses on debt resolution including substantial use of public funds should put more emphasis on corporates' operational restructuring. Transformation of the government's role toward one of supporting institutional and legislative framework that can replace its direct intervention will lay the groundwork of filll recovery fi:on the crisis and sustained growth in an increasingly integrated and competitive global environment.
