아동학대에 대한 사회체계론적 접근 연구

Abstract

Child abuse is the subject that has a long history with mankind but the interest of child abuse is getting higher worldwidely in 20 century. In last few years, experts in each filds have interested in child abuse and they do research on child abuse, but still public has lack of interest on that and also understand about that is in low level in Korea. It has a close relationship that the right of parents is more important and has higher priority than that of children and the culture based on that the choice of how to breed children is right of parents. And also the concept of Child abuse is not clear and there is no mutual agreement on scope and extent of child abuse. child abuse has a serious influence on individual1 and family, and the incidence of abuse is not only the individual1 but also social, economic and cultural factors, But public does not recognize about that, and they consider child abuse is matter of such a individual or family who has a special problem and is not a social problem. Therefore, it is necessary that makes for public to be interesred about child abuse and establish proper plan and research on right approach for that. That is neeeded to find the keyfactor to cause of abuse and to find relationship between them in order to increase the understanding of child abuse and find right way of approach, and also gives proper way to intervention for that is important. Child abuse is not the behavior of deviation caused by the abuser or abused child's personal problem, but the type of behavior caused by the interaction of whole enviromental factors. And suck a abuse behavior influence parents and child and also gives negative influence on growth and development of family. In social systemic viewpoint, diffential assessment and instant and proper intervention plan according to each case is needed to recover and function of family and to prevent abuse. Therefore, in this study I discussed that assess a abuse case according social systemic frame and planed to program for clinical intervention, Social system perspective shows the need of recognition about the complex interaction between all elements and gives integrated view based on that, and provides a framework from which to examine reciprocal process between persons and environments. It also gives a better way to understand the real world accurately and gives idea to establish intervention strategy which reflects that. So, when social worker approach to the problem of child abuse in the future, social system viewpoint is useful method and used as a effective framework. And this approach to child abuse leads proper diagnosis and proper intervention plan and to provide various service.; 아동학대는 인류와 더불어 오랫동안 지속되어 온 문제였으나, 20세기에 들어서 아동학대에 대한 관심이 세계적으로 고조되고 있다. 지난 몇 년간 우리나라에서도 아동학대에 대한 관심이 관련분야의 전문가들을 중심으로 생겨나고 있으며 이에 대한 연구가 이루어지고 있으나, 일반인들의 관심을 별로 받지 못하고 있으며 아동학대에 대한 인식도 저조한 실정이다. 이것을 아동의 권리보다는 부모의 권리가 강조되고 우선시되며, 아동에 대한 양육태도와 수단의 선택은 부모의 권한이라고 생각하는 문화와 관련이 있다. 또한 아동학대의 개념이 명확하지 않으며, 그 범위와 정도에 대해서 합의된 의견을 가지고 있지 않고, 아동 학대가 개인과 가족에 미치는 영향의 심각성 및 학대의 원인이 개인에게만 있는 것이 아니라 사회, 경제, 문화의 영향을 받고 있음을 인식하지 못하여 아동학대를 사회적 문제로 취급하기보다는 특수한 문제를 가진 개인이나 가족내의 문제로 간주하고 있기 때문이다. 따라서 아동학대를 사회의 관심영역으로 끌어들이기 위한 노력과, 이에 대한 적절한 대책 및 올바른 접근방법에 대한 연구가 있어야 할 것이다. 즉, 아동학대에 대한 이해를 높이고 올바른 접근을 위해서는 학대를 발생시키는 요소들을 파악하고 그 관계를 밝히는 것이 필요하며, 또한 이에 따른 적절한 개입방법을 제시하는 것이 중요한 과제이다. 아동학대는 학대자나 학대받는 아동의 개인적 문제나 특성에 의해 발생하는 일탈행위가 아니라, 이들을 둘러싼 체계 전체의 상호관계에 의해 발생하는 행동유형이며, 또한 이러한 학대행동이 학대부모와 학대받는 아동 뿐 아니라 가족 전체의 성장과 발달에 부정적인 영향을 미치므로, 이들 가족의 기능을 회복시키고 더 이상의 학대가 발생하지 않도록 하기 위해서는 학대사례 각각에 대한 차별적이고 정밀한 진단을 바탕으로 하여 즉각적이고 적절한 개입과 대책을 계획하고자 하는 것이 사회체계론적 입장이다. 따라서 본 논문에서는 아동학대 사례를 사회체계론의 분석 틀에 따라 부모와 아동의 특성, 가족의 특성, 사회 경제 및 문화적 요소 및 이들간의 상호작용이 아동학대 발생에 어떤 영향을 미쳤는가를 사정하고 이를 바탕으로 하여 임상적 개입을 위한 프로그램을 계획하였다. 사회체계론적 관심은 모든 요소간의 복합적인 상호작용에 대한 인식의 필요성을 보여주고, 이를 바탕으로 한 통합적인 시각을 제시함으로 현실을 보다 정확히 파악하고 이를 반영하는 개입전략을 수립하도록 한다. 그러므로 앞으로 실시되어져야 할 아동학대 문제에 대한 사회사업의 접근에 있어, 사회체계론적 관심은 유용한 시각을 제시하고 효과적인 이론적 틀로 사용될 수 있을 것이며, 또한 이에 기초한 아동학대 관련 대책들은 발견된 아동학대 사례에 대한 올바른 진단과 적절한 전문기관의 개입 및 여러 가지 서비스의 제공을 조직적으로 수행할 수 있게 할 것이다.
