2000년대 한국창작춤의 문화예술지원 실태에 관한 연구

Abstract

21세기 현 시대를 살아가는 우리는 문화 창조력이 경제적인 부를 창출하는 기반이 되고 나아가 문화적인 삶이 인류의 행복을 확보할 수 있다는 문화의 시대를 이미 맞이하였다. 문화예술을 통해 한 사회가 요구하는 창의성이 풍부하게 공급될 수 있다는 사실을 인식하면서부터 선진각국에서는 창의적인 국가를 만들기 위한 문화예술정책의 청사진들을 경쟁적으로 발표하고 있다. 따라서 오늘날 한국창작춤에 대한 국가의 문화예술정책은 한국창작춤의 새로운 표현양식 창조의 밑바탕을 제공해줌으로써 무용인들이 새 시대의 새로운 도전을 받아들이고 기존 표현양식이 갖는 한계를 넘어서서 끊임없는 창조를 할 수 있도록 하는 원동력이 되고 있다. 이에 본 연구는 2008년 새로운 정권 교체를 맞은 현시점에, 이 전까지 한국창작춤의 문화예술지원 실태에 관한 연구를 통하여 현 상황을 직시하고, 문화예술지원에 대한 새로운 인식과 변화 의 계기를 마련함으로써 먼 미래의 한국창작춤을 위한 준비된 무용정책결정에 도움이 될 수 있는 하나의 기초자료를 제시하고자하는데 목적이 있다. 이러한 목적달성을 위하여 우선, 문화예술정책의 개념과 변천과정 및 필요성에 관한 이해를 바탕으로 문화예술정책과 함께 발달해온 한국창작춤의 흐름을 파악하였다. 다음으로 2000년대 한국창작춤의 문화예술 지원현황을 문화체육관광부, 한국문화예술위원회, 서울문화재단의 운영현황과 지원사업현황을 통해 2000년대 한국창작춤에 대한 문화예술지원의 성격을 연구하였다. 2000년대에는 문예진흥법의 개정으로 인한 한국문화예술진흥원에서 한국문화예술위원회로의 재출범, 서울문화재단의 설립, 공연예술분야에 대한 정부 공공지원의 확대, 제도의 개선 등으로 무용예술에 대한 문화예술정책이 본격적인 틀을 갖추기 시작하였다. 이에 따라 한국창작춤에 대한 문화예술지원 또한 확대되었다. 이러한 영향으로 나타난 2000년대 한국창작춤 분야의 긍정적 현상으로는 한국창작춤 분야에 대한 집중적인 지원으로 공연의 형태가 다양화되고 광역화되고 있다는 점, 초연한 공연작품의 재공연을 통한 레퍼토리화 작업이 활발해진 점, 예술교육프로그램 확산으로 한국창작춤 교육의 효과적 방법론이 제시된 점 등을 들 수 있었다. 반면, 부정적 현상으로는 예술가들에게 지원금에 매달리도록 수동적으로 만들어 오히려 예술창조의 가치가 떨어지는 작품을 생산하게 된 점, 코드인사로 인한 편향적 지원결정으로 지원금이 몰리는 문제가 나타난 점, 지원신청 수요에 비해 예산의 증액이나 지원정책이 비례하지 못한 점 넷째, 비 전공인들이 무용의 정책적 문제에 관여하는 경우가 많아 행정제도적 장애가 빈번하게 발생한다는 점 등을 들 수 있었다. 이렇듯 2000년대 한국창작춤에 대한 문화예술지원은 시대를 거듭할수록 외적으로 눈에 띌 만큼 큰 발전을 이루었지만, 다른 예술분야에 비하면 아직도 내적으로 보안되어야 할 점들이 많이 나타났다. 이에 본 연구에서는 예술현장 속에서 무엇이 문제인지를 파악하고, 맞춤형 전략을 계획하여 미래 한국창작춤 발전을 이끌어갈 수 있는 전문적인 문화기획자가 양성되어야한다는 점과 한국창작춤이 세계적인 춤으로서 진정한 창조적 예술의 힘을 발휘하기 위한 예술 자생력이 강화되어야한다는 점, 한국창작춤 대중화를 위한 근본적인 대책 마련을 통하여 예술 향유의 기회를 확대 하고, 예술의 창조자에 대한 경제적 지원과 제도정비 또한 이루어져야 한다는 점 등, 몇 가지 제언을 할 수 있었다. 현재를 연구하는 것은 미래의 더 큰 도약을 위한 준비과정이라 생각한다. 따라서 본 연구에서 시도한 분석을 바탕으로 향후 보다 면밀하고 현실적인 무용예술정책이 제시되기를 바라며, 미래 한국창작춤이 더 큰 창조적 발전을 이루기를 기대해본다.;People living the contemporary age of 21c have already welcomed the era of culture that the energy of creating culture becomes base for yielding economic wealth and cultural life will further ensure the happiness of the humanity. From the recognition of the fact that the creativity that the society requires can be provided abundantly through the culture art, each advanced countries are competitively announcing blueprints of culture art policies to make creative countries. Therefore, the culture art policies of the country towards the Korean creative dance provides the base for the creation of new expression styles of Korean creative dance to become an energy source to accept new challenges in the new era and enable endless creations beyond the limits of existing expression styles. For this, the objective of this study is to confront current status through the study on culture art support of Korean creativedance in the past, provide an opportunity for new consciousness and change for culture art support to provide a kind of basic information to help the decision of dance policies for Korean creative dance in the far future. To achieve this goal, the flow of Korean creative dance that developed with culture art policies based on the understanding of concept and transformation process of culture art policy and necessity was examined. Next, the culture art support status of Korean creative dance in the 2000s were studied with the focus on the ministry of culture, sports and tourism, ministry of Korean Cultural Art Committee, and Seoul Cultural Association and studied the characteristics and implications of Korean creative dance. The positive aspect of Korean creative dance area in the 2000s due to this influence is the fact that the form of performance is becoming diversified and widened with focused support on the Korean creative dance area, activation of activation of repertoire through re-performance of the pieces, suggestion of effective methodology of Korean creative dance education with the expansion of art education program. In contrast, the negative aspect is that the fact that it produced the pieces that degraded the value of art creation by making the artist to be passive, dependent on the sponsorships, the problem of concentration of sponsorship due to propensityof support, the increase of budget and supporting policies have not been increased in proportion to the demand, fourth, there are many cases non-majored personnel gets into the policy making process, the deficiencyin administrative policy occur often. In the 2000s, the culture art policies towards dance art began to have the concretized frame on the creative art through renewing of Korea Culture and Art Committee from Korean Culture Art Promotion Institution, establishment of Seoul Culture Association, expansion of government public support on performance art area and improvement policies. Therefore, the culture art support on Korean creative dance is also expanded. Therefore, this study examines the problems at the site of art, plans custom strategies, suggest the fact that professional culture planner should be developed to lead the development of future Korean creative dance and the fact that the art autogenesis should be reinforced for the creative art to exercise its true potential. Lastly, few points can be suggested that the opportunity to enjoy art should be expanded through foundational plans for popularization of Korean creative dance and conduct economic support and policies for creator of art. To study now is the preparation for bigger leap in the future. Therefore, based on the analysis from this study, I hope that it will be more detailed and realistic dance art policy in the future and achieve greater creative development in the future.
