國民體育振興現況에 關한 硏究

Abstract

국 영문초록 수록;現代産業이 高度로 發展됨에 따라 複雜한 現代生活에서 오는 운동부족으로 인한 體力低下 및 精神的 스트레스를 解消하기 위한 수단으로 國民體力의 向上이 중요시되고 있다. 國民의 健康과 體力을 보호, 유지하기 위한 施策이 중요한 社會問題의 하나로 대두됨에 따라 國民體育振興對策이 절실하게 필요하게 되었다. 國民體育振興을 위한 合理的인 政策의 樹立과 能率的인 執行은 國民體育振興에 필수적인 것이며 體育振興政策을 效率的으로 遂行하는 데는 政府의 役割과 國民의 積極的인 지지없이는 불가능한 것이라 思慮된다. 그러므로 本 硏究에서는 國民體育振興을 위해 美國, 西獨, 英國, 日本, 프랑스를 들어 우리나라의 國民體育振興政策과 行政機構 및 地域社會의 施設, 指導者 등에 관한 것을 비교, 분석하였는데 政策樹立 보다는 實踐이 더욱 중요하며 實情에 맞는 政策樹立이 되어야 하고 行政機構는 先進國과 같이 上向式을 취하여 下部組織을 强化시켜야 할 것이다. 또한 우리나라의 職場體育과 地域社會體育의 實態를 보면 施設이 不足하고 專門的인 指導者가 없어서 體力向上에 저해요인이 된다고 보고 이에 따른 施設의 擴充과 專門的인 指導者의 養成 및 配置에 관한 것을 고찰한 바 이는 經濟成長과 직결되는 問題라고 보았다. 그러므로 本 論文에서는 國民體育振興에 母體가 되는 國民體育振興法과 同 施行令에 따른 現在까지 실시해 온 우리나라의 體育振興政策을 분석하고 外國의 體育振興政策과 비교하였으며 職場體育과 地域社會體育을 中心으로 硏究하였다. 또한 國民體育振興을 위하여 體育行政組織과 施設 및 指導者의 問題를 中心으로 앞으로의 課題를 다루었다.;The modern society has many problems, due to its fast beat of life, resulting from industrialization and modernization that makes life so complicated and strained. To rid of these strains, both mental and physical, the emphasis on the health of the people is becoming a major social issue that rightly deserves such attention. To tackle this problem it is necessary to form a policy and an effective organization that can carry out the goal of establishing a healthier society. The policy must be formed in accordance with the thorough understanding of the goal. The administration must execute the policy by applying both the human and material resources. I have compared, and analyzed American, West German, English, Japanese, and French policies, administrational institutions, communities with the Korean counterparts, in order to lay a general foundation and idea on which the Korean health institution can form its policy. But the policy that cannot be carried out is no policy, meaning the effect itself is more important than the policy. In the developed countries there is a sort of bureaucratic method by which the organization carries out its policies. I think it is necessary that we follow their examples. If we look at the health policies of the companies and that of local communities in Korea it is rather poor due to lack of proper facilities and instructors. The problem, all in all, is simply due to economic problems, i.e. lack of money. In Korea there are laws concerning health by which the country has based its health policies and institutions. I have analyzed them and have compared them to the health policies and institutions of other foreign countries, (and on this comparison and analysis I have based my treatice). The comparison and the analaysis centers on the problem of health facilities and instructors.
