영세 및 자활책으로서의 직업훈련의 의미와 A 훈련원을 통해본 빈곤해소 효과에 대한 조사 연구

Abstract

우리나라 영세민의 특성은 노동능력이 있어서 취업을 하지만 저수준의 학력과 미숙련 기술로 취업 상태가 불안정하여 빈곤의 범주를 탈피하기 어렵다는 것이 특징이다. 그러므로 이들에게는 현물급여보다 그들의 가득 능력을 향상시키는 것이 빈곤 해소의 방법으로 더욱 의미있게 된다. 마찬가지로 빈곤층 자녀도 정규 교육 및 직업 교육 기회의 제약을 받고 있어서 빈곤이 세습될 우려성이 크므로 빈곤 해소를 위해서 가장 중요한 이슈로 부각되는 것은 교육 기회와 훈련 기회의 평등한 제공으로 압축될 수 있다. 이러한 상황 하에서 영세민 가정의 자활을 위해 그 자녀들에게 국가가 제공하고 있는 직업 훈련은 명분보다는 실효성이 커야 하며 그리하여 결과적으로 빈곤 해소에 지대한 영향력을 미칠 수 있어야 할 것이다. 본 연구의 주 목적은 영세민의 자활과 국가의 직업 훈련은 과연 상호 친화력이 있으며, 그래서 후자가 전자에 미치는 영향이 어느 정도인가 측정해 보고자 하는데 있었다. 본 연구자의 실제 연구 조사의 결과를 집약적으로 표현하면 영세민 직업 훈련은 빈곤해소의 필요 조건은 되지만 충분 조건은 되지 못하고 있었다. 이러한 필요 조건을 충분 조건으로 향상시키기 위해서는 훈련의 수준과 질, 훈련 직종, 입학에서의 영세민 우선, 취업 알선 문제, 그리고 훈련에 절대 필요한 재원의 확보 등 제 문제점을 개선해서 훈련을 보강 함으로써 직업훈련이 빈곤 해소를 위해 충분히 기능 할 수 있도록 해야 할 것이다.;The characteristic of the Korean poor is that they have much difficulty in breaking from poverty in spite of the fact they have working capacity and jobs. It is due to their unskilled labor and unstable employment. Therefore to improve their earning power is the most important means of poverty elimination. In the case of the children of the Korean poor, they also have great disadvantage in formal education and vocational education. Consequently, it can be said that the possibility of poverty transmission from generation to generation is great, and providing equal opportunities for education and training is the most important issue for poverty elimination. Under these circumstances the vocational training, which the government is providing to children of the poor for selfsupport of poor families, must be effective and consequently able to effect poverty elimination. The main purpose of this study is to measure the extent of influence of the national vocational training to the poor's self-support. Stating the result of this research, the existing vocational training for the poor is a necessary condition for poverty elimination but not a sufficient condition. The level, quality and kinds of training, priority of the poor in entering training centers, employment intercession and securing finance must be improved and enforced to function fully for poverty elimination.;국 영문초록 수록
