Abstract
한국의 학생운동은 90년대 초반까지 한국 사회운동의 중심세력이었다. 그중에서도 88년 조직적인 대중학생조직을 표방하며 결성된 전국대학총학생회대표자협의회(이하 전대협)와 93년 한국대학총학생회연합(이하 한총련)은 학생운동을 대표하는 사회운동조직이었다. 그러나 한총련이 1997년 대법원에 의해 이적단체 규정을 받게 되면서 대의원과 중앙간부가 수배를 받게 되었다. 현재까지도 한총련 대의원 중 일부는 정부가 요구하는 탈퇴서를 거부하고 장기간 수배생활을 하고 있으며 또 일부는 정치수배해제운동을 하고 있는 상황이다. 이 연구는 국가통제에도 불구하고 어떻게 한총련이 해체되지 않고 저항을 지속할 수 있었는가에 대한 의문에서 시작되었다. 이와 같은 문제의식에서 연구자는 수배경험이 있거나 수배중인 한총련정치수배자와 수배경험자에 대한 심층면접을 바탕으로 한총련정치수배자가 국가통제에 어떻게 저항 할 수 있었는지에 대해 분석하였다. 본 연구는 분석을 하기 위해 멜루치(A. Melucci)의 '집합적 정체성(collective identity)' 개념을 도입하였다. 멜루치에 따르면 집합적 정체성이란 사회운동 행위자가 사회운동을 시작하고 사회운동의 참여과정에서 사회운동 행위자들에 의해 구성되는 총체적 행위체계이자 사회적 구성산물이다. 집합적 정체성은 한 사회운동조직 안의 구성원들이 사회운동 조직의 목표와 지향, 문화의 부문까지 포괄적으로 구성된 의미체계이다. 멜루치는 집합적 정체성이 크게 두 가지 부문에서 구성된다고 보았다. 바로 운동 행위자 간의 상호작용 과정과 사회운동 조직과 외부환경과의 상호작용 과정이라는 두 과정을 통해서 구성된다. 멜루치의 논의를 바탕으로 본 논문은 집합적 정체성을 구성과 약화되는 요인, 그리고 그 결과 나타나는 실제 저항행위로 분석해 보았다. 우선 한총련 집합적 행위자의 정체성은 다음과 같이 구성되었다. 행위자들 사이에서 상호작용 속에서 구성되는 집합적 정체성은 위치규정, 동의의식(同意意識), 연대의식(連帶意識)이었다. 위치규정은 개인적 경험을 통해서, 학생운동조직 또는 집회를 참여 속에서, 또는 수배자가 되면서 '우리'와 '그들'을 구별하고 '우리'를 구체화 하였다. 그리고 한총련 운동행위자는 '우리'에 대한 동의의식을 구성함으로서 '우리'의 목표와 지향점뿐만 아니라 문화와 일상생활이라는 차원에서도 동의의식과 일체된 행위들을 보였다. 또한 다른 행위자들인 조직의 간부, 선배, 후배들과의 관계 속에서 집합적 정체성을 통해 상호작용 함으로서 연대의식을 구성하였다. 행위자들 간에 형성되는 '우리'에 대한 동의의식과 행위자들 간의 연대의식은 집합적 정체성의 구성요소이자 집합적 정체성을 강화하는 역할도 하고 있었다. 한편 한 개인이 한총련 집합적 수배자가 되는 과정에서 이들은 저항의 주체에 대한 행위자가 될수록 자기를 나타내고 인식 받고 싶어 했다. 그러한 성향은 자신의 목표와 가치지향을 표출하는 저항행위로 나타나기 시작하였다. 드러내는 방식은 자신이 소속된 사회운동 조직이 주최하는 집회에 참여하는 것이었다. 그리고 '그들' 안에서 '적인 그들'을 구별하고 통제담론에 대한 저항담론을 생산하였다. 저항담론은 한총련 수배자들이 저항의 정당성으로 내재화하였다. '적인 그들'을 대할 때 이들이 취하는 방식은 대립이었다. 이와 달리 '적이 아닌 그들'과의 관계에서 한총련 수배자들은 한총련에 대한 긍정적 인식의 확보를 하려고 하였다. '적이 아닌 그들'중 가족은 가장 협상과 적응이 어려운 존재였다. 한총련 정치수배자들 '적이 아닌 그들'과 계속해서 소통하고 상호작용하면서 만들고자 했던 것은 통제담론에 의해 정당화되었던 한총련 이적단체 규정과 대의원에 대한 수배가 부당하다는 점을 알리고 이들을 지지세력으로 만드는 것이었다. 한총련 수배자들이 구성한 집합적 정체성에 따르면 수배자들은 항상 바람직한 저항행위를 해야만 했다. 그러나 각 정치수배자들은 다른 저항행위를 하고 있었다. 이러한 현상이 나타났던 이유는 바로 수배자들의 집합적 정체성에 영향을 주는 요인 때문이었다. 한총련 정치수배자의 집합적 정체성은 수배가 끝나면 자동적으로 수배자라는 신분이 없어진다. 즉, 이들의 정체성은 한시적이고 불안정하다는 특성을 가진다. 그래서 정치수배자들은 수배상태에서 대의원의 임기를 마치고 자신의 위치규정을 조직 내에서 하지 못할 때, 학생운동을 정리하고자 하는 욕구가 생길 때, 다른 행위자들과의 사이에서 도덕성과 신뢰의 바탕 아래 구성된 연대의식이 훼손당할 때, 수배자의 집합적 정체성 자체에 대한 문제인식을 하기 시작할 때, 그리고 가족과 같은 적이 아닌 그들과의 관계에서 협상과 적응에 실패할 때 이들의 집합적 정체성이 약화되는 현상이 발생하였다. 결국 이러한 요인들에 의해 영향을 받은 집합적 정체성은 이후 저항행위에 영향을 끼치고 있었다. 수배자의 집합적 정체성에 의하면 바람직한 저항행위는 지속적인 수배생활이었다. 하지만 저항행위는 집합적 정체성의 약화로 인하여 다르게 나타났다. 우선 집합적 정체성에 대한 문제인식과 합법적인 전환의 욕구가 생길 때, 이들은 자신의 집합적 정체성에 대한 정당성과 사회적 인식의 확보라는 목표 아래 '적인 그들'과 협상과 적응을 통해 수배문제를 풀려고 정치수배해제운동을 시작하였다. 강제연행이 발생했을 때 이들은 타의에 의해 수배자의 신분을 벗어야만 했다. 이러한 상황에서 이들은 자신들의 집합적 정체성의 지속하고자 하는 의지를 표출하기 위해 탈퇴서를 쓰지 않고 감옥행을 택하였다. 이러한 저항행위는 자신의 잘못 때문에 잡혔지만 집합적 정체성이 적인 그들에 의해 훼손되는 것을 원치 않기 때문에 나타나는 현상이었다. 이들이 하는 또 하나의 저항행위는 자살택 이었다. 이는 운동권들의 은어로서 국가기관과 같이 경찰에게 연행되기 쉬운 곳에서 여론을 환기시키거나 특정 목적을 달성하기 위해 기습농성이나 시위를 벌이는 경우를 뜻한다. 정치수배자의 상황에서는 주로 학생운동을 그만두고자 하거나 집합적 정체성이 형성되었을 때 하는 행위로 나타났다. 자살택은 주로 조직이나 주변 행위자들의 권유에 의해 하게 되는데 이는 별로 바람직한 저항행위로 인식되지 않았다. 하지만 앞으로 학생운동을 정리하고자 하는 수배자들에게 있어서 이는 집합적 정체성을 지키면서 할 수 있는 불가피한 저항행위였다. 탈퇴서를 작성한 경우는 적인 그들에게 투항한 행위로 간주되었다. 탈퇴서 작성은 본인이 자발적으로 쓰기도 하였으나 대부분 조직의 지시, 연대의식의 훼손과 학생운동에 대한 회의, 가족과의 협상과 적응의 실패로 인한 집합적 정체성의 약화로 인해 쓰게 되었다. 이들은 탈퇴서를 쓴 행위로 인해 다른 행위자들과의 관계에 있어서 연대의식을 형성하는데 있어서 많은 문제가 발생하였다. 행위자들이 구성하고 내재화하는 집합적 정체성은 사회운동의 발생과 행위자의 참여과정, 집합행위에 있어서 중대한 영향을 끼치고 있었다. 한총련 정치수배자의 사례연구 속에서 집합적 정체성이 정치수배자에게 있어서 운동참여와 저항행위에 대한 의미체계 였음을 알 수 있었다. 사회운동 연구에 있어서 집합적 정체성 연구는 국가폭력에 저항하여 발생한 행위자의 '사회적 희생'을 설명할 수 있는 가능성을 보여주었다. ;The aim of this thesis is to analyze the factors of resistance of Han Chong Yun(Korean Association of Student Movement Unions; KASMU) movement actors who are political wanted men or women by the Korean government. The thesis is began by two questions, one is "How was their struggle possible?" and the other is "How have they resisted the government?". To answer these two questions, this thesis analyzes the process of resistance through the construction process of the KASMU political wanted actors' collective identity. A. Melucci, who is a new social movement theorist and constructionist in the social movement field, defined, "Collective identity is the social construction process of an action system and interaction process of shared definition produced by a number of individuals.". In other words, the identity is a meaning system through the actor's own recognition of movement goals, values, and the subcultures of environments and other actors interaction. Specially, this thesis deals with the social construction of the KASMU wanted actors' collective identity. In 1996, the Kim Young Sam government started to control KASMU because of on event of Yonsei University. This social event was caused by political conflict between KASMU and the government. The government thought that the KASMU campaign was a threat to public order and represented pro-North Koreanism which was to support North-Korea unification policy. The government moved against the KASMU movement, banned KASMU actions and KASMU representatives by National Security Law and then the government produced control discourse. The discourse insisted that the policy should be designed to forbid KASMU movement because of their violence and pro-North Koreanism. Against the government authorities, KASMU produced resistance discourse. The organization criticized the government policy causing by political conspiracy because they expected to control progressive forces. Within this social background, KASMU politically wanted actors constructed a social collective identity. The results of the analysis were as follows: Firstly, he or she recognized to separate from 'We' to 'They' through personal experience, participation in collective action and KASMU. When they'd realized the separation, they were active KASMU members. After that, they constructed, featuring a meaning agreement consciousness and solidarity consciousness between other actors in KASMU. Between collective actors, the collective identity was formed from their experience, self-definition, meaning agreement consciousness, and solidarity consciousness. In addition, they consolidated the actors' identity. Secondly, when the actors interacted in an environment, they divided into two parts of 'they'-the 'enemy' and the 'non-enemy'-. The enemy was any nation which banned their movement, and the non-enemy was a family, supporting NGO, and the disinterested party, etc. The result was that they constructed the identity through interaction with their surrounding environment. When they negotiated and adapted to the enemy, their basic position was opposition. On the contrary, in relation to the non-enemy, they persuaded the non-enemy to have a positive understanding about them. But it was very difficult thing for them to persuade their family because the family was control by the government directly. Their final purpose of the interaction took social recognition even a negative understanding. Thirdly, according to the wanted actors' collective identity, they had to keep their wanted status because they thought that situation was represented correct resistance. In fact, they performed several different actions against that. This state happened that they failed to do self-definition in KASMU, wanted to finish student movement, damaged their meaning agreement consciousness or solidarity consciousness, recognized a problem of the wanted state in their everyday life, and their family continued to be opposite to their movement, etc. As a result, their identity was gradually weak. These factors caused as results: First, they recognized the problem and wanted to be a legal state, they started to cancel the wanted social movement. The ultimate purpose of the movement claimed that should establish their innocence. Second, when the police arrested them, the police forced them to sign a paper which meant leaving KASMU but they rejected this because they didn't want to damage their belief. Finally, they chose to go jail. Third, when some of them chose ja-sal tak (it is a slang word between KASMU members. It mean that the actor demonstrates that he or she will not only to inform the actor opinion but also to give himself or herself up to the police on purpose.), the actor wanted to leave the organization or student movement. Most actors who did ja-sal tak reached an agreement to do it with others. They recognized that it was an undesirable action, even though it was unavoidable to finish student movement spontaneously. Fourth, exactly, it wasn't resistance that the wanted actor signed the paper but it was a result from their weakened identity. This behavior gave rise to complications between the actor and other KASMU actors. In the conclusion, we knew that collective identity had an important influence on social movement origin, process, and collective action. In this case study, the identity was a main factor of KASMU actors' participation in the movement and resistance action system. In social movement field studies, it was possible to explain the 'social sacrifice' phenomenon through collective identity studying.
