Abstract
本考는 『明史』「西域傳」분석을 통해 明代 西域이 갖는 역할과 그 의미에 관해 연구하였다. 종래 西域에 관한 연구는 주로 漢代와 唐代라는 동서교통이 활발했던 시기에 집중하여 이루어져 왔다. 특히 明代 西域 연구는 특정 지역에 한정되어 있거나 개괄적인 설명에 그치고 있었다. 이것은 明의 대외정책에서 西域이 차지한 부분을 간과하고 있었기 때문으로 볼 수 있다. 15세기 중반 이후, 해상교통의 발달로 인해 이전까지 동서 교통의 매개체로써의 西域의 의미와 역할이 퇴색하면서, 明代 西域은 어떤 측면에서도 그 중요성을 상실한 지역으로 전락하였다. 그러나 明의 西域 장악은 서방에서 들어오는 교역로를 담당하고, 아울러 西北邊 諸國에 관한 정보를 입수하는 동시에 西邊 방위를 도모함을 의미하는 것이었다. 이처럼 정치ㆍ경제ㆍ군사적으로 중요성을 지니고 있던 西域에 대해 明이 가졌을만한 관심은 충분히 예측할 수 있다. 또한, 이 시기에 明을 비롯한 주변 세력 사이에서 이곳을 장악하려는 시도를 볼 수 있듯이 西域은 정치적으로나 경제적으로 여전히 주요한 곳이었다. 특히, 明의 입장에서 중ㆍ후기로 갈수록 西域은 경제적으로는 그 의미가 퇴색했다고 하더라도, 군사적인 방어지로써 충분히 활용될 수 있는 지역이었다. 때문에 14세기 중반 이후, 明과 북방의 몽골 세력을 비롯한 제 세력은 西域의 주요 지역을 둘러싸고 대립하면서 西域의 의미는 더욱 부각되었다고 할 수 있다. 따라서 본고에서는 이러한 시대적 배경에서 출발하여, 明代 西域의 의미를 살펴보고자 하였다. 『明史』「西域傳」에 따르면 明代의 西域은 각각의 지역이 明의 입장에서 경제적, 군사적, 정치적인 수단으로 활용되어 明의 영향권 하에 두어졌음을 확인 할 수 있었다. 이러한 내용을 살펴보면 첫째, 경제적인 측면에서 明은 조공 관계를 통해 西番諸衛 등지에 대해서 그들의 필수품인 차를 제재 수단으로 삼고 있었다. 또, 승려가 정사를 관장하고 있던 烏斯藏에 대해서는 이 지역 승려들을 招諭하고 우대하여 다른 지역과는 달리 金銀에 해당하는 하사품을 내려주고 있는 것을 볼 수 있었다. 동시에 이 지역들은 明의 西邊에 위치하여 明 변방의 안위와도 결부되는 지역이었다. 둘째, 군사적인 측면에서 明은 西邊에 위치하고 있던 西寧ㆍ河州ㆍ安定ㆍ阿端ㆍ沙州 등의 지역에 衛를 설치함으로써 西邊의 안정을 도모하고자 하였다. 또한, 서로 규합되지 못한 이 지역의 상황을 이용하여 이들의 세력 약화를 꾀하였다. 그러나 이 지역들에 대한 明朝의 통제는 明朝 자체의 위력과 瓦剌과 같은 주변 세력에 의해 변화될 수 있는 것이었으며, 실제로 瓦剌과 別失八里의 세력이 강성해지는 明 후기로 접어들수록 이 지역에 대한 明의 지배력이 약화되고 있음을 확인 할 수 있었다. 셋째, 정치적인 측면에서 明은 西域의 제 지역 가운데 哈密에 대한 개입을 보다 적극적으로 시행하고 있었다. 이것은 哈密이 육상 교통로의 관문이라는 사실을 明朝 뿐만 아니라 그 주변 세력도 인지하고 있었기 때문이라 할 수 있다. 또한, 北元 세력과 경계를 이루고 있는 지역이었으므로, 이곳을 차지하는 것은 明 변방의 안위를 위협하는 것과 결부되었다. 그러나 이 지역을 둘러싼 明과 주변 세력의 대립 관계에 의해 哈密의 주도권이 변화하고 있었다. 또한, 이와 같이 明이 西域의 여러 지역 가운데 그 중요성을 인식하고 제어하고자 한 지역은 주로 明 영토인 陝西ㆍ雲南ㆍ甘肅과 경계로 하는 지역이었다. 그리고 이곳은『明史』「西域傳」의 卷329~卷331에 속하는 지역이었다. 반면, 明이 그 제재책을 효과적으로 활용할 수 없었던 지역은 『明史』「西域傳」의 마지막 부분인 卷332에 속하는 곳이었다. 이 지역에 대한 明의 정치적ㆍ경제적 간섭은 큰 영향을 미치지 못하였다. 이처럼 明의 영향권 밖에 있던 곳은 明과 원거리에 위치해 있으면서 자국의 물산이 풍부한 곳이었던 撒馬兒罕이나 哈烈과 같은 지역이었다. 또한, 明朝는 이 지역이 明의 영향권 하에 포함되지 못하는 곳이라는 것을 알고 있었다. 동시에 이곳과 행해지는 조공이 그들의 실리적 이해 관계에 따른 무역이라는 것을 파악하고 있었다. 때문에 이 지역과의 조공에 대해서는 민감하게 반응하고 있었던 것도 확인할 수 있었다. 이를 통해 明代의 西域이 전 시대와 비교해 볼 때 중요성이 사라진 것이 아님을 확인할 수 있을 뿐만 아니라, 明이 西域의 제 지역에 따라 다른 정책으로 접근한 것은 각 지역에 따라 明이 달리 인식하고 있었다는 추론을 가능하게 한다. 그리고 이러한 인식을 바탕으로 明의 입장에서 西域이 어떤 의미로 존재하는지를 확인할 수 있었다. 더 나아가 이를 明의 西域 경영 정책으로까지 파악해 보면, 그것은 기본적으로는 기미정책을 바탕으로 이루어졌다고 할 수 있을 것이다. 지배를 강제하지 않으면서 동시에 관계를 유지하는 기미정책은 경제력과 군사력의 소모를 줄이면서 동시에 明의 안보와 위엄을 지킬 수 있는 타협적 방안이었다. 또한, 실질적으로는 독립적인 관계를 유지하면서 형식적으로는 차등적 관계를 수립함을 의미하는 것이었다. 그러나 경제ㆍ정치ㆍ군사의 세 측면에서 살펴 본 결과, 明의 영향력을 확대하고자 한 지역과 그 영향력이 발휘되지 못하는 곳은 뚜렷이 구분되어 있었다. 때문에 기미정책이라 할지라도 그 바탕에는 차이가 있었던 것이다. 이와 같이 『明史』「西域傳」 분석을 明의 西域 경영책이라는 관점에서 본다면, 明代의 西域은 모든 지역에서 일관된 형태로 明의 정책이 적용되지는 않았던 것 같다. 비록 제한된 자료이기는 하지만 『明史』「西域傳」의 분석은 明代 西域 연구에 다소 도움을 줄 것이라고 기대한다. 本考에서는 明側의 사료를 이용하여 明의 시각으로 西域을 보는데 그쳤으나, 이러한 논의를 바탕으로 어느 한쪽에서 보는 西域이 아니라 이 지역 자체의 역사를 보는 시각으로 발전하여야 할 것이다. ;This thesis focuses on the role and implication of SiYu in the Ming times, by virtue of analyzing SiYuChuan, MingShi. The hitherto studies on SiYu in the Ming era have been delimited to a specific area or have given only an overview of it. This may be attributed to the fact that SiYu has been overlooked despite its significant part played in the exterior policies of Ming. From the mid-fifteenth century on, the significance and function of SiYu as a medium of the east-west transportation had faded away, which was owing to the development of oversea communications. Accordingly, Ming's SiYu was reduced to an unimportant region from any angles. Ming's domination of SiYu, however, meant that this country not only took charge of the trading inroads made by the West, but sought the defense of the western border while obtaining information about diverse nations on the northwestern frontiers at the same time. In addition, as seen in the attempts to occupy this area made by surrounding powers including Ming at that time, SiYu still remained as an essential place in the light of politics and economy. As far as Ming was concerned in particular, although SiYu became less meaningful in economy into the middle and final periods, it was worthy enough to be a strategic defense zone. Since the mid-fourteenth century, Ming had been confronted with various forces with regard to the principal districts of SiYu, which led to even more significance of the territory. With these historical backdrops, this thesis departs in pursuit of the implication that Ming's SiYu bears. According to SiYuChuan, MingShi, it is confirmed that each district of SiYu, during the times of Ming, was under the influence of Ming, while it was exploited as a means of economy, military affairs, or politics for the sake of Ming. To go into detail, first of all, Ming took economic sanctions against the Military Districts of SiFan through taxation, using tea which was a necessity in those districts. Besides, it is witnessed that Buddhist monks, who were reigning in WuSiChang, were given preferential treatment to those in the other regions in that they were granted imperial gifts corresponding to gold or silver. At the same time, these districts were located on the western borders, which made them linked directly with the security of Ming's frontiers. Second of all, with respect to military affairs, Ming intended to stabilize the western borders by establishing Wei in ShaChouㆍAnTingㆍADuan and others which were situated on the western borders. Additionally, Ming strove to weaken these forces by taking advantage of dissension among them. Nonetheless, the control over these areas by the Ming-dynasty could have been varied due to the authority of the Ming-dynasty itself, and the other surrounding powers like Oirat. As it turned out, Ming's governing power over these districts became certainly enfeebled, heading toward the latter period of Ming, when Oirat and Beshbalik were thriving. Thirdly, in the aspect of politics, Ming made more positive intervention in Hami, among other districts of SiYu. This seemed to be because not merely the-Ming dynasty but the other forces recognized that Hami was a gateway to land transportation. Moreover, this district adjoined Mongolian forces, so taking up this area equaled intimidating the fate of Ming. Because of the opposition between Ming and the other surrounding powers, Hami's initiative was changing. As seen above, among other districts in SiYu, Ming had a keen eye to abutting districts on ShanXiㆍYunNanㆍGan Shu, which belonged to Ming, since Ming perceived the criticality of these areas and endeavored to bring them under control. These areas were covered in the first half of SiYuChuan, MingShi. On the other hand, the areas where Ming could not make effective use of its sanctions were those shown in the last part of SiYuChuan, MingShi. These regions included Samarkand and Herat which were far way from Ming and had abundant products of their own. The Ming-dynasty understood that it could not exert influence upon these areas. They apprehended that the payment of taxes by these regions was due to their practical interests. This was verified that Ming reacted sensitively to the payment of taxes by these districts. By dint of these findings, it is assured that the importance of SiYu, in the era of Ming, did not disappear in comparison with the previous times. In the meantime, it can be inferred, from the fact that Ming made a different approach to each separate region with a distinct policy, that Ming recognized each district in a disparate way. Moreover, based on this recognition, it could be figured out what meaning SiYu had from Ming's point of view. We can go further into the managing policy over SiYu, which can be basically characterized by some non-compelling but relation-maintaining measures. To put it another way, it was a compromise plan where Ming, on the one hand, stints itself in wasting economic and military strength, and looks after its own security and dignity on the other. Meanwhile, the findings via the three factors, i.e., economics, politics, and military affairs, show that there was a striking distinction between those districts over which Ming intended to expand its influence and those it neglected. Albeit the limited data, this thesis makes an attempt to look into SiYu during the period of Ming, by dint of analyzing SiYuChuan, MingShi. The study of this thesis is expected to be somewhat useful for any forthcoming researches on SiYu in the Ming times. In addition, here comes a caveat that although this thesis confines itself in examining SiYu to the standpoint of Ming by way of historical records of Ming, we, with this groundwork, need a more developmental and general outlook on Siyu in itself, not just seen on one side.
