Abstract
이 論文은, 放送이 現代人의 家庭과 社會에 作用해 오는 것과 마찬가지로 個人이나 社會가 어떻게 放送에 作用하여 均衡있는 共同의 發展을 指向할 것인가에 관하여 視聽者의 放送에서의 權利와 義務自覺과 積極的인 그의 역할을 提示함으로써 放送의 改善이라는 方向을 摸索해 보는 데 있다. 이러한 問題를 考察하기 위해서 美國의 視聽者運動의 歷史的 背景과 發達過程을 살펴보고 現況과 함께 視聽者가 放送에 어떻게 影響을 주고 있는가를 알아보면서 그 方法論에 유의를 했다. 또한 우리나라 各 分野의 指導級 專門人을 對象으로 設問紙 調査를 實施하여 우리나라에서의 視聽者運動을 展望해 보았다. 美國의 視聽者運動은 1922年 敎育라디오의 調査 硏究를 爲한 University council에서 始作되었다고 볼 수 있으며 1930年代 40年代의 본격적인 Radio Council을 통한 시청자운동은 주로 어린이와 청소년의 프로그램의 質向上을 위한 努力의 일환으로, 그리고 1960年 70年代의 시청자운동은 방송에서의 소수인종 및 性差別 문제, 방송국고용에서의 인종 및 性差別 문제, 어린이 프로그램에서의 과도한 상업주의와 폭력문제, 지역프로그램의 부족과 방송에서의 시청자 참여문제, 방송국의 개인독점소유문제 등이 主要 爭點으로 제기되며 이 당시의 시청자운동은 행동지향적이며 법적 투쟁의 양상을 띄게 된다. 시청자단체가 그들의 目的을 달성하기 위해 펼치는 方法으로서는 ① 媒體敎育 ② 시청자에 대한 調査·分析·硏究 活動 ③ 法的인 活動 ④ 여론화운동 ⑤ 우수프로그램에 대한 시상제도 ⑥ 방송인과 시청자간의 교류 등을 들 수 있다. 美國의 視聽者運動을 살펴봄과 함께, 우리나라의 放送의 向上과 좋은 放送을 시청자가 갖기 위해서 이 운동은 必要하며 可能한지, 可能하다면 누가 무슨 財源을 얻어 어떤 方法으로 실시해야 하는가를 전문인대상 설문지 調査 결과, 시청자운동은 우리나라에서 꼭 必要하며, 제한적으로 가능하되 우선은 특정 프로그램의 改善을 위한 活動정도로 限界가 있을 것이고 시청자운동을 주도해 갈 조직은 소비자 여성단체, 大學 혹은 여러 團體의 聯合體가 될것이며 필요경비의 財源은 硏究財團, 放送局, 政府 順序로 들고 있다. 그리고 가능한 시청자운동의 類型은 체계적인 모니터제도, 放送 조사연구제도, 매체교육의 실시 등을 韓國에서 效果的인 시청자운동의 型으로 지적한다. 결론적으로 시청자에게 매체교육을 통해 視聽者의 權利와 義務를 깨우쳐 주고 매체를 有用하고 生産的으로 活用할 수 있게 하며 放送局에 대해 시청자의 진정한 必要를 제시해줌으로써 放送向上에 큰 역할을 해야 할 때이며, 이런 의미의 긍정적인 視聽者運動은 放送의 改善과 생활환경의 向上이라는 점에서 꼭 必要하다는 結論이다.;The objectives of this study include the problems of how the audience realize their rights and obligations in the abruptly changing environment of media, and use the media in an effective and productive way, and of what they want from the broadcasting station, and then this study intends to contribute to suggesting theories and methods for the improvement of broadcasting. A thorough review was made of the developmental stages of citizen movement in the United States of America with emphasis on the ideologies of broadcasting and the posture of the audience in broadcasting, and then an analysis was made of a number of typical audience groups in America, with special regard to their systems, operation, membership, activities, and achievements, and a survey was conducted of what method they depended on to achieve their aims. To suggest the necessity of introducing such citizen movement as aforementioned for the purpose of improving broadcasting in Korea, and to examine the feasibilities and methods of the introduction, a questionaire poll was practised through the subjects of social leaders in varied fields. To citizen movement was initiated in the early 1920s to investigate and make an experiment on a radio broadcasting system for collective education. Later on, the citizen movement had undergone a series of changes, for the qualitative improvement of children's program in 1930s and 1940s, and for solving in 1960s, 1970s the problem of racial and sexual discrimination, especially in the employment in the broadcasting station, the problem of shortage of local program, and the problem of participation of the public in the broadcasting. At last the movement came to lead to legal struggles. The methods the audience groups utilize include 1) media education, 2) studies and analyses of the audience, 3) legal activities, 4) appeal to the public opinion, 5) award system and 6) an exchange of the audience and broadcasters. The citizen movement in the United States of America today is prone to belong to a consumerism. Having carefully analysed the citizen movement in the United States of America, this study conducted a questionaire poll of the actual conditions of citizen movement in Korea and the future prospects, through 30 specialists. The findings are as follows: 1) The citizen movement is indispensably required. 2) It is feasible in a limited range. 3) It is confined to a certain program for the improvement of the quality. 4) Those to be in charge of leading citizen movement may be consumer groups, colleges or academic world. 5) Fund Resource should be maintained among research foundations, broadcasting stations, and governmental support. 6) An ideal citizen movement should be made in terms of monitor system, researches and studies, including audience surveys, media education. A conclusion reveals that such a positive citizen movement as this is necessarily needed for the improvement of broadcasting and even for the amelioration of living environment.
